for the city. the office of labor standards enforcement has twice audited that contract, and there is a loophole in that contract that, excuse the pun, but contractor driving a mack truck through. that is the definition of employee in that ordinance exempts managerial or supervisory role persons, a person who exercises those duties. so, whereas the prevailing wage is paid to workers who are in an employer/employee relationship, truckers who are owner- operators, and at this point the current contractor only offers employment opportunities to owner-operators, are paid by the load instead of by the hour at a rate that, when you convert it to hourly, is more than the prevailing wage rate, but that owner-operator it is responsible for their own expenses, the cost of their vehicle, the insurance on their vehicle, the cost of gas, tolls, licensing, and more. and when you take out the owner- operator's expenses, what is left for wages and benefits or the prevailing wage rate, it is significantly less than

they love this city, too. last friday i joined the team at code for america to bring hack culture into city government. for the first time, you will see hackatohns at city hall, where we will engage some of the world's most innovative minds. from transit to better service delivery for residents, we must innovate our way to solutions. [applause] in doing so, we must always make sure that we innovate for everyone. whether you speak english, chinese, spanish, or all three. whether you are young, old, or have a disability, this is san francisco. true technological innovation must leave no one behind. [applause] the need to innovate and take responsibility for our own fate is nowhere more evident than in the challenges that we face with the elimination of our redevelopment agencies by the state. let's be candid. the legacy of redevelopment in other parts of the state, even our own city, is far from perfect. in recent years, we have leverage the power to build more than 11,000 units of affordable housing, create a g

today we are honoring our acting city administrator amy brown who is leaving the city and county of san francisco for a new position. amy is someone who i first met almost 10 years, maybe more when i was an aide to former supervisor hall when we were working on legislation for harding park. he was the deputy city attorney. over 10 years we have worked on a number of projects together. it has always struck me, the intelligence and integrity. i knew i was always getting a tremendous work product in that every angle had been taken a look at and most importantly, it was provided in an honest manner. selfishly, i am going to miss losing a district 7 resident of such great regard. a neighbor who i have joked with, she lives so close to me when my son was a newborn. she could have heard him crying in the middle of the night. you have just been truly a remarkable public servant. you are someone who i think a lot of city employees looked up to. not just those who work with you but those who observe you because of the standard of excellence with which you serve the city. there is no question that

in this case, the city. we have issues and challenges we face, and caring people who are problem-solving oriented. if we tear those two groups of people together, some amazing things have come up. we have had that over five and a people over this past year -- 500 people over the past year, over 10,000 hours of civic engagement, and nearly 30 application that have been developed. code for america, what they are doing, is taking it to the next level, where we take these ideas and substantiate new business, and drive job growth, and disrupt government. you have seen a transformation in the consumer space. we have not seen a transformation in government. there is no reason why we cannot do that. >> problem solving. what is on the top of your priority list? how this code of america going to help you in that? >> we have got a lot of problems, obviously. they get worse every time i listen to what the state is going to do with their budget, certainly, with the fed's are cutting off. i have a whole list. muni comes t

the city of the 21st ceuntry is still a baby. when i look at the entire songdo development, the project i'm working on is only one fifth. and that part alone is alone one third complete. so you can imagine, it's just the very beginning of the city. it's not anywhere close to complete. >> south korea is an economic powerhouse in the region. songdo city is being built from the ground up -- on a six square kilometer patch of land reclaimed from the yellow sea. the city will cost around 40 billion us dollars, and it's expected to be completed by 2020. living and office space for 250,000 people is under construction -- along with ultra-modern infrastructure. right now, the buildings that will house international universities are going up. the apartment buildings are nearly finished. at 200 meters high, they're the tallest in the country. this promotional video shows what songdo is set to look like when it's completed: a futuristic, model city that revolutionizes the concept of urban life. the infrastructure will be based on green tech

and we have two cities that are top of our bike use. the city of gronig and the city of shola. over 50 october of of all trips daily made by bike. and for regional use of the bicycle. got some figures compared to a car. then you can see that schoolchildren use the bicycle very frequently for education. and still businessmen use the car a lot. and social recreational reasons. a reason for using the bike and shopping. we like to go shopping on our bikes. come to that later. and when it comes to gender. who's using the bicycle. i'm told that the netherlands is very typical on this. we have more women on bikes then -- than men. and the most intense users are girls from the age of 12 to 18 and that's easy to explain because i once was a girl of that age and to me, mabika was my ticket to freedom. i didn't want my mom and dad bringing me by car somewhere and then say well, i'll pick you up at 6:00. i go on my bike and i'll try to make it at 6:00. most of the time i was there. 6:30. and then later you can see at all ages, women still use the bicycle more than then -- men, in their 30'

so, in this new economy, when we are investing, like our city is, my commitment to the city is making sure we pay attention to infrastructure. we are going to do it right and make sure that our kids know, by fulfilling their educational goals, being exposed to a facility like this, where you are building our labor representatives with the curriculum that the school district has offered to work with the infrastructure agencies that we have just mentioned, we have a curriculum that will train them in the jobs to come. being able to pay attention to this overt -- capital structures of the city, our high school kids can be exposed and get the experience, whether it is automotive, engineering, architectural design. they will get that exposure here in the center with all of the participants. so i am excited about this because it blends so much of what i believed in, what we have been doing in the city. all of our facilities that we are building in the city, whether you look at the mission bay, the building's at hunters point, treasure island, a partner said, all of these projects, or the ho

families living in residential hotels in the city and around the bay area. and families staying in cars and on the streets but there are currently 79 families in the city's full service system, and that is a long-term shelter where people have a room. there's food and service there. not the overnight shelter. in addition, there are 253 families on the waiting list waiting for shelter, an all-time high in san francisco. in 16 years, whenever see numbers that high. when we look to the national data with respect to homeless families, there is a few things we know. we know that they do not have higher levels of mental illness, substance abuse, or engagement what the child protective system when compared to other poor families. they simply have a housing problem. in its san francisco, the problem is related to a dearth of affordable housing, often coupled with lack of income. i want to make sure people understand that this is very different than a chronic thomas issue that we have dealt with in san francisco. supervisor avalos: i think the sure chronic lawlessnes

welcome to city hall, everyone. it is my pleasure to welcome all of you here to the seventh annual philippine-american celebration heritage month. counsel general, thank you. mayer brown, thank you very much. i know you are out there somewhere. board president, thank you for being here as well. i am is so happy, because we have a lot of things to celebrate. and i want to first and foremost thank one of the people that i have had a chance to work with, and i think she is a proud member of the filipino-american community here in san francisco, and that has been my chief adviser on families, children, education, and of course she is the president of our school board. hydra mendoza, thank you. thank you for being here. [applause] you know, as we celebrate filipino history month, we recognize the filipino history that is inextricably a part of our city's history. and during the historic struggle that we kept seniors -- remember those years where we stood on an alliance to protect our senior residence of the international

and being in the city now, i also have the ability to understand how the city works, and ask that we are sort of melding these things together. clearly, i will bring that expertise to this role. i would like to say that having worked for the redevelopment agency for 15 years and seeing some of the projects that have been adopted and started, i would like to see them progress. the role of these projects are to provide public benefits not only for those particular communities, the creation of jobs, the creation of affordable housing, the creation of residential housing, and many public benefits. this is a little off-course, but the city would have preferred to have the agencies they. we are diminished, in some respects, without the city. clearly, we need to continue these very significant projects. my role is to ensure that we move forward in a professional and expeditious way. supervisor kim: i really want to appreciate, i know you worked to make sure that we preserve the affordable housing projects so that we can continue to create those units, i appreciate your work on that. next we

there have been dozens of cities across the country including new york city, oakland and los angeles that have passed resolutions to call on congress to limit corporate influence and members of both houses of congress have proposed amendments to the constitution. today my resolution would propose that we support this nationwide movement in asking for a constitutional amendment related to the rights of corporations in relation to campaigns and elections and essentially to overturn the citizens united decision. i also of course want to take a moment to welcome our newest colleague, supervisor olague. as obviously you and i know, we've worked together on many occasions over the years and i know i'm very excited personally that you're joining us and i'm excited for your expertise when it comes to land use and advocating for seniors, for communities that need advocacy and i know that you will reflect the values of your district and i look forward to working with you on district five issues as well as on citywide issues. the last thing i want to mention, colleagues that i've just circulate
