dt reporting to the city cio. the role of the city cio is to create a clear vision for technology city wide, develop strategies with departments for new projects, and implementing what has been approved. he should be concerned with integrating and cord naided interdepartment activities. dt on the other hand focuses on daily operations that are shared throughout the city. combining these two roles causes confusion, particularly over the role city cio and in combination it's too much for one person to do properly. information -- pardon me for a moment. our report points out specific deficiency in how dat is gathered, organized and presented. one example is reflected in budget reports. while budgets are made on a department by department basis there is not a complete agreement on certain definitions. for example, where does one budget for radio systems? not in technology. as a result the controller presented a city budget for technology of just under $200 million. through our interviews with technology leadership we

the city needs to recommit ourselves to the values that our city was named after. st. francis believed in compassion for those who have less -- had less than others. those of us with opportunities have to give back. part of that entails taking care of the most important among us, the folks who have need, including our homeless. >> let's talk about the transportation situation in your district. you mentioned that transit could be better. how is parking and traffic? is there enough muni service now? >> you are talking to the one member of the board that does not only car. i get around my district by muni, bicycle, or hailing a cab. our transit system is truly challenge. our bosses are late one out of four times. -- our buses are late one out of a quarter times. they're still not as clean and safe as we'd like. we can do better and investing in our muni system. we need more taxicabs on the streets. is difficult to obtain a cab. i support the concept of centralized taxi dispatch systems so you know who you can call to get a cab. i am a big believer in pedestrian bicycling

of city wide needs. partially disagree. while few departments say their needs should trump city wide concerns bureaucratic turf has created this culture and not promote cooperation. finding number 26. the cooperative attitude among departments and dt previously founded by earlier civil grand jury has faded and what i have said to that i would actually disagree with that. i think in the last few years there has been improvement and cooperation between departments but still a good chance to achieve. i will say partially disagree. finding number 27, a department first perspective, not the city wide perspective, intended in the administrative code has resulted in lack of coordination and communication between the departments and for this i would state agreed. the fact that these projects have taken so long to take forward is the attitude that perminates city agencies. next i also agree and it's difficult to move departments in the same direction. 29, department heads and cio's don't grant the authority for t

like many other cities, we are congested in our parking. parking is really a challenge in the city. for people who own vehicles, and introducing people to car- sharing programs and ideas have been a wonderful experiment for us. as you know, we have been working to create not only public garages but also in congested neighborhoods. when a private company like bmw registers their interest in car- sharing, that is a complement to the direction we are heading to be morris -- more sustainable. i want to think bmw for being here. we are in negotiations to get us into our fleet so we can utilize. unless we do it with the latest technology, people will not appreciate the mayor driving a bmw. [laughter] but we are doing it for the right reasons. i want to showcase that as we lead this country into a thought process, a challenge that our major cities, our urban settings can have solutions to our parking problems, have sustainable mobility as part of our alternatives in the vehicles and car-sharing as a principle for us to join our automobile makers as well as our vehicle owners and rentals as

digital sister cities. on your last visit in 2006 to commemorate the 10th anniversary of our partnership, we signed an accord being digital sister cities. this accord has facilitated numerous parisian company ins establishing companies in san francisco such as parisoma which we will visit tomorrow. and we see companies based in san francisco that create branches in paris such as soef fee nova whose ceo, a member of the city sister committee is with us today. there are many other examples of successful and flourishing business and commercial relations between our two cities, an atmosphere made part in possible due to the close working relationship between our two close municipalities. finally, as each of the mayors before me, i must comment on the world of art and culture of which san francisco and paris are two world capitals. our cultural exchanges are often, live the highest quality. many san francisco cultural institutions of every size perform frequently in paris. san francisco's symphony presents every

things like city attorney and city treasurer will get lost in the shuffle. the big problem is city government, making sure the people actually pay attention. we have had a problem for a long time with san francisco and dysfunctional san francisco. that's depending on other city issues that are up, the coalition to san francisco neighborhoods is going against them. we have a city government that's very out of touch in many ways and we're, frankly, annual elections would be very wise to keep the people paying attention it what's happened. we have very strong developer interest, strong lobbyist influence, and very little public interest. things get sidelined and they wonder why things suddenly get opposed like the park bond which is being heavily opposeopposed. >> thank you. supervisor, do you believe having the elections all at one time is better for the electorate or does it get lost when you have so many positions up for election? >> since he did raise the issue of the parks bond, we're not here for that. the parks bond has very overwhelming support. going b

i do think things are changing at city hall and with city government generally. in the last budget process, we read able to get a full-time person in the office of economic and workforce development who will focus exclusively on nightlife and entertainment. that is a huge step with the positives of the industry. i would have worked very closely with supervisor chiu to get a budget for the entertainment commission. at times, the entertainment commission has been set up to fail because we expect all sorts of enforcement and make sure that people are cracking down on the rules, but we have not committed the resources necessary to do so. we are slowly doing that to make sure that they can meet their mission. and the of all special use district that i mentioned before, i think we lost -- we will finally start seeing some reform there. we have a lot more work to do. i recently asked the economist to supplement the impact study for the night live with a similar study for outdoor fairs and festivals, which we know contribute mightily to our economy. i'm very committed to

our city is a social, economic and political cross roads. in so many ways, the every-day people that keep this city special, the artists, the students, the young families, the seniors on fixed income, working people and every day people of all strides are having a harder and harder time surviving much less thriving in our city. one of the reasons is that our economic development policies are currently much too focused on the big business interest. we need to reorient our city's development policies to focus on the 80 percent of the economy which is our small businesses or mom and pop shops. san francisco needs to develop more affordable housing. the association of bay government says that they need 18,000 new units of housing and we are nowhere close to that. prop c, something that i encourage you to vote for, but let's go back to the ballot in the years to come and pass an affordable housing bond something that san francisco has not done in close to two decades. we need to improve our public schools in san francisco if we are going to be a

do you think the city should spend money to keep the 49ers? supervisor chu: america's cup has the potential to serve as an economic engine for us. we knew that going in, and that is why it was such an important effort on the city's part, to bring that activity to san francisco. not only would it result in improvements on the pier that we were not able to afford any other way, but it helps to bring about jobs, people coming to visit, helping with our tourism industry, everything else associated with having a major event in the city. that is something that helps bring up the economic opportunities of a community, and that is very important. if you think about the role of sports in san francisco, we have to think about the giants and how amazing that whole experience was for us in terms of the world series. we had people in my district as we were coming in for the parade on muni. everybody was dressed in giants colors. everybody was in such an elated mood. everybody was brought together, no matter what ethnicity, what community, what neighborhood

i think that should be the position of the city and county. >> miss selby? >> when i look at bicycles, i actually like to look at bicycles in two different ways. i think they are recreational bicyclists and then commuter tourists and i think it's actually quite confusing to bike in san francisco. especially if come from somewhere else you may have no idea what is going on. so one we have an extra fee for people who come from -- who are tourists, maybe an extra dollar that they may when they rent the bicycles, so they can have some idea of how to bicycle in san francisco. because a lot of bicyclists don't even know that you can't ride -- it's not legal to ride on the sidewalk, for example. and i personally i'm kind of scared when i ride in san francisco. so for me, if you are looking to assess fees, i would assess fees perhaps to the tourists, who are coming in to town, and have as part of that assessment an educational process of how do we ride bicycles here in san francisco? because it's kind of confusing. >> thank you. >> the next question is for miss bree

what other steps should the city take to make pension and health care benefits for city workers more sustainable? mr. everett, miss olague and miss selby? >> i have been engaged on this issue as a community service, i host a radio and tv program called "folk law for ordinary folk," it's a very tough one in the sense that workers at some point are essentially giving up higher salary and higher pay in exchange for those pension benefits. so to come back later on and essentially cut that out from under them, the question is one of fairness and of equity. that being said, as far as police and firefighters, obviously those are public safety areas and it's a little bit different in the sense that we definitely need to protect those pensions in a different manner than we do others. as far as other ways to save, i would certainly look at capping pensions moving forward, so that they don't increase incrementally over time. i think we need to put a cap on that now before it starts to burgeon and get out of control. >> thank you. >> miss olague. >> i believe i was one of the individuals who ans

the city of san francisco is one of the only cities and, in fact the only city that did not respond to a survey of water recycling. the city will not do anything and they say they cannot recycle water for ten years, even though there is already best practices. so this study would find out ways that we can improve -- we used to get most of our water from the undergroundwater infrastructure, but that has not been maintained properly. so we have been relying more and more on hetch hetchy, which was created by damming the tuolumne river, where we get our water. so it's a study to fund researching ways to improve our water system. >> it's interesting that hope and i get this question, because we just remailed on this topic about two hours ago and i have been trying to get more information, because we usually agree on a lot of things. i have opposed this measure, because i think it's -- at a time when we don't have a lot of funding, i think the spirit of the measure is in the right place, looking at some issues of water. one is what i'm concerned with is, i'm the only health go and it could

we have 85,000 at city college of san francisco balboa park is the gateway to the city college and the surrounding communities and there needs to be more connection between the station and the community and making sure that when we are evaluating whether we're going to be redesigning the different buildings in the area around the balboa park station. that they support the needs not just of the community to make sure that pedestrians are safe and make sure traffic isn't overimpacted, but there are a lot of needs of students at city college of san francisco that aren't able to find housing. i personally didn't have housing for a period of time in san francisco and if we're going to be look at redeveloping the area and making sure it's a safe place and if there is potential to create more of a high density neighborhood. so that people don't have to drive in the area. that that make it a better, safer, more walkable community considering we're a transit-first city. i have also worked in public transit and worked in the school district government. so i hopefully you kindly consider my appoi
