through fema for a variety of marina and water based projects. the goal of this funding was to enhance the department's water response capabilities. this funding expiration date was september of 2012 for the entire grant program with the department having to cease all grant purchases by june 30th of 2012. in august of 2012 the department was contacted by the fiduciary agent for this grant, that there was some additional funding available that had not been expended not necessarily in the city, but throughout the region, and asked the department if we would like to be able to expend it or if we could expend it over the next month in order to meet the grant deadlines. so, the department applied for and received an additional allocation of 3 76,000 above the originally approved amount to expend during this period and that is what's before you today. i apologize for the retroactive nature of the resolution, however, given the extremely short time frame and turn around time of approximately one month, it wasn't possible to get full approval before accepting the additional grant fundi
