. >> reporter: governor brown signed 1,000 new laws into effect in 2013. some you might not notice. others you'll want to know about. for instance, it will soon be easier to take care of loved ones who are seriously ill. california's paid family leave program is getting more generous. starting in 2014, californians will be able to get paid time off to help care for siblings, grandparents, grandchildren or in-laws who are seriously ill. now, right now, the program only covers immediate family members like a spouse, parent or child. also in the medical front, fitness and other apps that capture your health information will not be allowed to share or sell it without the user's permission. and drivers will have to give bicyclists more room. the three feet for safety act requires drivers to give cyclists at least that much space when passing someone on two wheels. if that's not possible the driver must slow down and only pass when it's safe. the law takes effect in september. and as of january, many restaurants are expected to get rid of that mandatory gratuity for parties of six or more
