president barack obama signed the order while vacationing in hawaii. cnn's jim acosta reports from hawaii. >> happy new year. >> reporter: the new sanctions are being dubbed by broad and powerful. senior administration officials say they're aimed at any and all officials at the north korean government its political hierarchy, as well as the heart of pyongyang's shadowy operation and the money that finances it. specifically blocked many dealings with u.s. financial firms, rgb, conan its primary arms dealer plus a chief research and defense firm. in a letter to the house speaker john boehner the president said it asked the sanctions already in place and is not targeted at the people of north korea but rather is aimed at the government of north korea and its activities that threaten the united states and others. the president vowed to hold pyongyang responsible before leaving for his annual vacation in hawaii. >> they caused a lot of damage and we will respond. we will respond proportionally and we'll respond in a place and time and manner that we choose.

the man was flying from tracy to hawaii and something went wrong with his plane's fuel system. this story does have a happy ending thanks to the plane's emergency parachute. kpix's ann notrarangelo joins us live from the tracy airport with the story. >> both the plane and pilot were here yesterday. the plane was being retrofitted from a long range fuel tank. wait till you see how this flight ended. >> reporter: coast guard video of the cirrus srnortheast of maui shows the propeller stall and a parachute deploy. it looks a bit unnerving with the plane's nose heading for the water but you'll see the plane levels out. getting to this point was hours in the making. the pilot realized he was going to be out of fuel before reaching land. an hour spent trying to trouble shoot left only one plan. divert to a nearby cruise ship. the plan worked as intended. there is how the plane landed in the water. the pilot pops out deploys a raft and waits to be rescued. he was in the water about 40 minutes when the cruise ship showed up. the pilot is 25-year-old lou morton out of the seattle. >> [
