victim has come forward against a d.c. police officer who's accused of sexually assaulting teenaged girls. and prosecutors say the department knew about his sexual misconduct for years. news4's mark segraves is in d.c. superior court. >> reporter: for the second time this week, d.c. police officer darrell best was back inside the d.c. superior courthouse. this time just like on monday he did not dispute any of the prosecution's evidence. but when best asked the judgment to release him pending his next court hearing, that's when prosecutors revealed there are more victims. d.c. police officials knew of officer darrell best's sexual misconduct as far back as we have then when best was disciplined for groping and kissing a 20-year-old female cadet who he supervised at the police academy. in 2008 best was demoted after he sexually harassed and touched a female employee inside the fifth district headquarters. ne he's now charged with sexually assaulting two teens. one girl says she was raped inside the church where best is senior pastor. the second victim says she was assaulted inside po

troubled d.c. mom is facing a recommended nine years in prison after admitting she and her boyfriend tortured her disabled 9-year-old son. >> reporter: i'm bruce leshan at d.c. superior court. it is hard to believe this 9- year-old child with cerebral palsy even survived this three long months of torture, imprisonment and starvation. his mom, betty threatt, wiped away tears today here at d.c. superior court as she pleaded guilty to three counts of aggravated assault, child cruelty and child cruelty while armed. what happened inside this southeast d.c. apartment is almost incomprehensible. betty threatt today admitted she and her boyfriend poured scalding hot water on her 9- year-old disabled son, that they taped his arms and legs with duct tape and left him locked in the bathroom for days on end, that they gave him no food for months. the boy's far finally found his son and rushed him -- father finally found his son and rushed him to children hospital where doctors diagnosed the boy with extreme malnutrition and some 60 separate injuries. in d.c. bruce leshan, wusa9. >> it certainly

washington, d.c. a moment ago, you saw clarence page and the 2015 -- the 2015 gridiron president. we will not be able to go inside the dinner tonight. it is closed to cameras. but we will be bringing a guest arrivals over the next hour or so. president obama will be speaking tonight and two governors, scott walker in terry mcauliffe, will be speaking. president obama has attended the dinner three times during his tenure. last time attending was in 2013. last year's guests included secretary of state john kerry. he was speaking on behalf of the obama administration at the gridiron club. also last year, texas senator ted cruz and former florida governor charlie crist were in attendance at the dinner. again, it is closed to cameras. also, there is no tweeting or any other form of social media allowed during the dinner, which is something different for these journalists. the gridiron club founded in 1885 is the oldest journalistic organization in washington d.c. it is small, 65 numbers of reporters, editors and chiefs who work in the washington d.c., area. tonight's dinner is a white-tie even

district. d.c. bureau chief sam ford has been following this story. he joins us live in southeast d.c. with this big announcement from mayor muriel bowser today. sam? sam: yes, alison. well, the mayor said that she is going to be putting more ambulances on d.c. streets and it's not that people don't get care. these engine companies go quickly to the scene. problem is the holdup is getting transport there quickly enough. and to transport the patients. in a breakfast meeting with council members today, mayor bowser said she's increasing the number of ambulances on d.c. streets by 25%. that's from 39 units to 49. her deputy said they're paying overtime to current staffers to maintain the highest level between 11:00 a.m. to 11:00 p.m. there has been a higher demand for ambulances and the city will use more of its reserve units. >> we have more than 100 ambulances and we have half of them available for use so our long term plan and commitment to getting those vehicles operational is very important to our overall response. sam: and the mayor says that her administration has done a top to bottom a

be questioned about a controversial practice used by her officers in an appearance before the d.c. council. >> chief lanier is expected to face questions about things like stop and frisk or something close to that called a jumpout. delia goncalves is live outside the wilson building with a preview. is this something that happens all the time? do we know that, delia? >> many people may not be aware of these jumpouts but these protesters with the d.c. ferguson movement say they are happening all the time, especially in black communities to young black men. even old men. they say they have spent time recording testimony from a number of people who say they've been victimized by it. and so the chief of course at odds with a lot of these claims saying that crease tactics are not being used but the d.c. ferguson protesters say they in fact are being used and show racial bias. let's describe jumpouts for you. they are a police sweep used by officers in unmarked cars. police chief cathy lanier says jumpouts were once used in the district but they have not been used in about 15 years. they

pleaded with best to stop. today mayor muriel bowser reacted to the news of another d.c. police officer being arrested. >> we won't tolerate any employee preying on young people. we know that the accused was off duty when this happened but we think that the process has worked and we know that he'll face justice. >> reporter: several supporters of best were in court today like his attorney they refused to talk to reporters. >> nothing you can tell us about pastor best? >> nothing i can comment on. it's an ongoing case. nothing i can say. >> reporter: now, some more information on the evidence that police have. that 17-year-old victim who says she was raped inside a d.c. police headquarters they actually brought her down to identify the office that she said the assault took place in and the first place they took her was not officer best's office. and she walked in that office and said no this isn't the room. they then took her upstairs to the fifth floor to his actual office. the moment she walked in that office police say she began to cry. moments ago d.c. police chief cathy lanier issue

>>> breaking news, a person is dead after a shooting at a d.c. metro station and an officer was involved. thanks for joining us. i'm jan jeffcoat. >> i'm derek mcginty. we fine our mola lenghi -- find our mola lenghi who has got the latest. >> reporter: we know a man was shot and killed after being found in an area of the metro he was not supposed to be in. the officer who shot him, she is okay tonight. she was not hurt. metro received a call around 9:00 tonight about a man in a restricted area of the potomac avenue metro station. we're told that man was on the tracks about 400 feet down the tunnel off the metro platform basically toward the next station which is stadium armory. when the metro transit officer responded, she confronted the man and eventually shot him. it's those critical moments from when she responded to when she shot him that are still being investigated. it's unclear if the man was armed. that, too, is being investigated, also why he was down there and what he was doing in an area that is clearly unauthorized metro stresses. >> we don't know what he was doing
