we'll bring in bill henley to let us know why that is bill? >>> good morning, vai. we're starting off with showers and thunderstorms, but it's later this afternoon that those storms could turn severe. right now rain is coming down. it's been on and off. right now it's a murky, somewhat foggy view from cape may. that's a live view from the lafayette hotel. a first alert weather day for late this afternoon and this evening. that's potentially when we'll see severe storms with damaging wind, hail and heavy downpours roll through the area. the threat will be here later today into the early evening hours. but look what we are starting with. heavy downpours strong gusty winds and thunderstorms with rainfall falling at a rate of three inches an hour just to the south of jackson and ocean county. be on the lookout for the storms burning off to the northeast. during the day today, a chance for more showers. on and off showers are possible with temperatures held back by the clouds. we get breaks in the clouds but numbers go higher. 54 degrees at 11:00. 2:00 this afternoon, we

bill henley saw the rain coming. >>> yeah we were talking about it over the weekend. heavier downpours and that's what we're seeing now. the heavier rainfall is moving up from the south. it is falling in center 12icity. that's the dreary view. northeast philadelphia the first alert radar showing it extend into montgomery county. the rainfall will be heavy at times this morning. then you get periods of lighter rainfall but look to the south and that's more heavy rainfall that's moving through new castle county in delaware. the dover area most of kent county is seeing the heavier rainfall. crossing delaware bay into cumberland county this morning. look to the west. you can see it's already drawing out in d.c. and baltimore. this is not going to be an all-day rainfall. this rain will come through during the morning commute. then we'll get some breaks of sunshine this afternoon. look at the winds coming in with that rain. winds gusting to 35 miles an hour in philadelphia. a little bit stronger in the dover area. go through the day hour by hour when i'm back with the futur

bill henley has issued a first alert. he'll have details of the timing comeing up. >>> investigators are waiting for toxicology results. meantime, we found a longer more clear video that shows officers arresting phillip white. this video was recorded by a witness appears to show an officer calling over a canine and punching white on the ground. critics say the officers used excessive force. but a lawyer for the police union disagrees, saying the man was combative and was resisting arrest, and he believes the toxicology report will show why the man was out of control. >> expect it to state that mr. white unfortunately ingested pcp along with cocaine and a mixture of other drugs which caused or contributed to a cardiopulmonary event causing his death, not the police officers. >> now, white's family has paid for an independent medical examination. nbc 10 will continue to check for results on that along with the official autopsy results as this investigation continues. >>> we're also learning more about the case of the kidnap
