i thought scott walker did a good job. mark: he is probably the strongest of the people that spoke today in terms of audience reaction which is weaving the message. he is very comfortable giving that kind of speech to that audience. the fact is as we try to figure out where scott walker is going to play in this notion of india you going to play in the establishment bracket, the social conservative bracket -- yes the play with the most votes are. he has great support amongst gun rights advocates. john: that is why he is dangerous to a guy like jeb bush. the wisconsin thing, that seems credible. mark: as comfortable as scott walker was, today was another opportunity to see if jeb bush could figure out to give a prepared speech. today, the results were at best mixed. jimeb bush: it is the worldview of barack obama and hillary clinton and eric holder and all that other people that want to take the guns out of the hands of the good guys and the hands of the law-abiding citizens. the second amendment is one area where the obama

one was scott walkers chief, one was a official in charge of veteran's affairs. they were charged with stealing more than $60,000 from local veterans organizations. that same criminal probe results in four other scott walker staffers and supporters being arrested on charges including paid public employees spending their paid time at work instead working on political campaigns which is what the other deputy chief of staff is going to prison for as of last week. one investigation, the one that resulted in prison terms for scott walker staffers and appointees and supporters, that one investigation relates to his first run for governor in 2010 when he was milwaukee county executive and trying to move up to state governor. the second investigation back home, an open investigation in wisconsin, that one concerns scott walker's run to keep his job as governor in the face of the big recall effort against him. that is about allegations of illegal coordination between governor scott walker and outside groups that spent money to help him stay in office. like rick perry and

jeb bush and scott walker have been over scrutinized at this point. that, if income is a huge issue for some you almost passed -- have to have had more scrutiny than he has had. mark: both jeb bush and scott walker have had bad days this year, in part because they have gotten scrutiny. it will be interesting to see of the bush operation which is the most aggressive in terms of research, let's see if jeff authorizes people going after his close friend. mark group -- marco rubio has done a good job of being in a lesser but finding the path to the nomination is like playing marco polo with your eyes closed and pumping into the wall. -- bumping into the wall. john: this is the $64,000 question and one that you and i agreed upon with our scatter report. he doesn't have a path when you think about geography. he is not an obvious i was player will stop there is no place -- he is not an obvious iowa player. there is no place that is obvious for him. what he has to hope for is that he never just gets behind jeb bush. and walker, maybe is too much in the conser

mark: today includes once from scott walker, ted cruz, and rick perry, and none of them much like the current federal tax code. is the issue of taxes a winning issue for republicans in 2016? john: it really depends on which republican becomes the nominee and what their tax plans are. there will be a big debate about tax reform in the republican party. we don't know what their tax plan will be. marco rubio's tax plan will not be rand paul's tax plan. if there is a tax plan at the republicans can get behind that looks family-friendly, that isn't just a big tax cut, that is a different calculus that the old school, we will cut rates on the rich. mark: everybody wants simpler, fairer, flatter. it is easier within the republican nomination fight to do that but they have yet to talk about deductions. in the general election, if you are for a flat tax against hillary clinton, you will be creamed. john: marco rubio doesn't want to cut rates and other reform conservatives want to keep the top rates high stop mark: it to come out for a flat tax without making it revenue neutral or progressive y

scott walker has said he's an outsider, and hillary clinton is somebody who embodies washington. mike huckabee just this morning told some reporters that he's beaten the clinton machine back in arkansas on their home turf, so they're all going to be jockeying not just against each other, but trying to position themselves as the candidate who's in the best position to beat hillary. jenna: it's interesting. shira real real clear politics said with the republican presidential prospects deciding to just go after clinton each other or both? do you believe it's going to be hillary clinton or do you think we could see fireworks between candidates and potential candidates? >> i think we've already seen some fireworks between some of the potential candidates. we saw chris christie rib jeb bush a little bit and jeb bush throw it back at him in the last couple of days. i think it will be tempered to the ire they're going to see them throw at hillary clinton. you could probably play a drinking game with the word hillary over the next two days. jeb bush, potentially scott walker seems to have the track that the establishment voters. but right now, they are going for markets. >> the challenge for those three that have jumped in already, rubio, cruz and paul, they are all freshman senators that the republican party just spent seven years explaining why a freshman senator didn't have the capability. gwen: if you are running against washington, is that a difference? >> here's the challenge. yes. barack obama tried to do it as well. not so good that you don't have republican experience. barack obama talked about executive experience. the governors have experience that are have close it the president. bush perry. you have chris christie. >> and bobbie jindal. you have people who are not of washington and have the executive experience. that's one of the -- the brackets will shift. one day you are in this bracket and the other day you are in this bracket. >> rand paul, for a second, we saw in that video a very smooth kind of presentation. but in the interviews, we have seen a testyness that they went after each other. gw

(laughter) let's talk about jeb bush. >> he was asked in new hampshire whether he was on his way to a coronation or whether he felt like he was the establishment guy who had all the money. he said, well, you know, if i have this all sewn up, why are all these other people here? i think new hampshire is very important for him in part because he is trying to lower expectations about iowa. new hampshire is sort of critical to his path to the nomination. so he was there trying to stand out amongst all these other people who are also there. >> ifi

i am not sure it is more impressive than scott walker victories in wisconsin. wisconsin is more of a blue state than florida is a purple state. that is the potential. let us see if it really materializes. mark: it seems to me a lot of presidential candidates, their strengths are their weaknesses. rubio's youth, vigor, and future looking our big assets for him. at the same time, he does not look like a man with a lot of gravitas to a lot of people. for a republican party that has spent six years, more than six years trashing barack obama for being a first-term senator with no experience, no foreign-policy knowledge -- a disaster because he was not ready to be president. how does that republican party wrap its arms around someone who looks so much like barack obama? al: you are right. if it were not for barack obama the challenge to have gravitas on foreign policy would be less of a styling block for marco rubio. it was 56 years ago, if my math is right, the same charges were named against a man named john f. kennedy during the cold war, another difficult time. t

scott walker is the midwestern governor bracket. jeb bush is the establishment bracket. he has to crack that first bracket. jerry: he has to make the establishment comfortable enough with him as the alternative to jeb bush. the front runner stumbles -- if the front runner stumbles, there is a rare amount of comfort among marco rubio among the establishment. al: karen, marco rubio is a first-term senator. his only previous experience was in the state legislature. he is in his 40's. haven't we seen this movie before? the republicans don't like that film. karen: on top of that, the real issue is his role in the senate passing a comprehensive immigration bill. that, for a lot of republicans, is a dealbreaker. al: it seems to me, jerry, he has done not a 180, but he won 60, if you will. that may put him in the balls -- worst of both worlds. al: jerry: that is a big problem. you can't get around that problem and they primary conversation. just like you can't get around common core if you are jeb bush. i think you'll have to explain it in a way that is credible to the base. whe
