nbc 10's jesse gary is on scene. jesse, what can you tell us? >> reporter: tracey philadelphia police have opened the scene, opened up the 4100 block of north franklin street. so people can get their cars and head off to work. these detectives have been talking to the victim's relatives. those people tell me the victim is able to talk even though she was shot in the face and over at temple university hospital. that's good news for these detectives as they investigate this crime. let's take a look at the video, around 4:00 this morning, investigators say someone knocked on the victim's door, she opens the door she's shot in the face with a small caliber handgun. then the two shooters run off. >> >> have two suspects that are being sought two males. but we don't know where they went at this time. we done know how they fled the area. >> i just talked to these detectives a short time ago. they say they are working on a description, a composite of the two men that shot this woman in the face. i'm supposed to check back with them in another 20 minutes

nbc 10's jesse gary is live at scene with the latest on the water main break. jesse? >> right now they are trying to determine if there's a problem to the gas service because of the water main break. you see that car with the back end resting up in the air? that's resting on a gas line. in case there's double they have evacuated the entire east side of 52nd street. all of those hopes, all of those residents have been removed from their home as they try to determine if there's damage to the gas line because that car is resting on one of the gas lines. we'll have an update on that coming up after our break. >>> not looking too bad in terms of the weather, but thing also change this afternoon. right now we're warm temperatures near 80 degrease. into the 80s in certain spots. a few showers earlier. now a mix of sun and clouds in philadelphia. temperatures around 81 degrees. off to a warm start. let's say you're out getting breakfast, doing some exercise do it this morning. it will be warm if not hot this afternoon. near 90 degrees. as we go throughout the day, bring the u

jesse gary is live at the scene on 52nd between westminster and wyalusing avenues. there's some new problems cropping up out there. tell us about it. >> reporter: that problem sits on top of a pgw gas line which is in the street under the street and that car, which is kind of with the back end in the air, that car is leaning on it. they want to get that car off the gas line as soon as possible to check and see if the gas line has been affected by a water main break earlier this morning. looking at our video from 4:30 this morning. that's when the first call came in of a 36 inch cast iron water main that ruptured. upwards of 12.5 million gallons of water was lost. it created flooding conditions washed over cars washed into basements, flooding basements. some residents told me it was ankle deep at some point in their basement. 14 people were being cared for initially. but i learned that the red cross shelter over at west philly high has been crossed. so the red cross is apparently no longer taking care those folks. we heard that mayor nutter will come out to the scene

jesse gary is live east greenwich township right now. jesse, i'm looking at the atlantic city electric outage maps. still more than 25,000 customers without power. the majority of them more than 15,000, are in gloucester county where you are. >> ted, a lot of them on somers avenue where i'm standing. to give you an update there's a tree removal operation at the end of the block. just talked to the operator of the truck. he said he had to reposition the crane so he could lift the tree. once they get the trees removed, they can begin the work of trying to restore the power. that's the transformer to go along with the lines, of course the pole lines themselves. they will have to come in, replace the transformers the poles, the lines and the houses. a lot of work left to be done. this is a hard hit area. talking about east greenwich, greenwich, and gloucester county in general. a lot of homes have damage. a lot of roads are closed with voltage lines down on the ground. we ran into one woman, sherry taylor, she said her power went out on tues

jesse gary is live outside penn presbyterian hospital where several victims were taken. >> reporter: yeah. three of four adult victims inside penn presbyterian hospital are in stable condition right now. as for the kids they have all been taken to children's hospital of philadelphia, all of them including the 18-month-old in stable condition. philadelphia police say the shooter opened fire around 11:30 last night at a block party at north 31st and ogden street in west philadelphia. the suspect may have been at the gathering earlier, left, then returned with a shotgun firing into a crowd of people as they enjoyed food and music hitting seven of them and sending a shockwave through an unsuspecting community. >> i heard a loud sound. i was in the house. boom. i didn't know what it was though. >> reporter: neighbors found out after the fact that seven people had been hit with gunshot wounds to various parts of their bodies. southwest detectives say they don't have a suspect or motive for the crime but they're working on it. we'll update you in the next 30 minutes. live outside penn presb

now i want to check in with jesse gary for more information on flooding this morning. jesse you're live in west conshohocken. what are you seeing there? >> >> >> >>. >> reporter: a little bit of a problem here. some people had moved cones. the police have put the cones back in place. they say they're going to keep route 23 closed. let the show you why. this is video we shot a half mile from where we're standing. we were actually headed back eastbound. and this is the problem. this is the remnants of flooding from overnight. but police say they are worried when drivers pull through this area of high water, it's not necessarily flooding but it's going to create enough of a spray where it could be a problem that impacts traffic coming in the opposite direction. spraying water onto another motorist's windshield which could lead to an accident. for now police are going to keep route 23 at bullock avenue closed until that water dissipates and that would be a little while. you're going to have more rain later today. we also have some other flooding to show you. this is off th

jesse gary is live on one of those roads in west conshohocken. jesse? >> reporter: ted, balligomingo road as the rain has returned and stopped for a short while and now it's back again. balligomingo balligomingo, we're about a half mile from the scene. we'll show you video. this is a mudslide that was caused by the rain overnight. that hillside has been cut down. because of that all that dirt is exposed. with the amount of rain we've had, that turned that dirt into mud. and it washed into one lane of the two-lane road. maybe four to six inches of mud. talked to west conshohocken police. they decided to close this down. they didn't want anybody driving through getting stuck or sliding and having an accident. the other road here in west conshohocken is route 23 which is a front. and that is shut down at bullock avenue all the way up to -- by the old inquirer newspaper facility. on swedeland road. that is shut down because of what you're seeing there. it's kind of standing water. not necessarily flooding but a lot of standing water from heavy rain. police

jesse gary is check out the flooding. he's live this morning where one major road is still affected. >> reporter: we're standing on route 23 right at bullock avenue here west conshohocken. the worst part of the flooding has started to recede. you can see traffic is able to get by. but about maybe a half mile down route 23 in between where we're standing there is some flooding at least a portion of the roadway where there's a lot of water where there are remnants of the flooding. that's what drivers will have to watch out for and be cautious of as they make their way down route 23. a lot of drivers see the road closed sign they're confused. so some are turned around. but others have moved the cones and they are making their way down as they head into bridgeport and king of prussia. you come to an area where you see some cones over barricades maybe the road isn't still flooded but it flooded earlier and the waters have started to recede, so there could be a problem ahead. use caution. and remember when it starts raining lat

. >>> nbc 10's jesse gary just arrived at a house fire in philadelphia. firefighters are searching for occupants of the home. what do you know? >> reporter: i just talked to firefighters. they say everyone is out of the home. they believe one of them may have been vacant. just within the past five or ten minutes able to tap out the flames on the home on the left. you can see the ladder crew to the left side of the screen. two firefighters on the ladder with a hose spraying the roof area of the home because the fire started on the first floor and went up to the second floor and then into the roof and then jumped to the neighboring home. these are both duplexes so jumped to the neighboring duplex to the right of the screen and now they are checking the back porch of that home because there was smoke inside. you can see a firefighter up on the second floor. the word from the fire department right now, no injuries and there was no one inside the homes at the time of this fire. we'll try to get more information and join you again in 10 to 15 minutes. live in g

jesse gary, nbc 10 news. >>> 5:04 now. new from overnight, a man is dead after being shot in the mayfair section of philadelphia. on leonard street the victim was shot in the leg around 2:00 this morning. rescuers took him to the hospital where he later died. police are investigating. >>> we are learning more about the accused shooter in the south carolina church massacre. an african-american friend says dylann roof told him a week ago that he planned to shoot up a college campus in charleston. he thinks roof couldn't get into the school because of security so he settled on the church there instead. right now roof is behind bars being held on $1 million bond. the 21-year-old appeared by video before a judge yesterday afternoon. roof faces nine murder charges and a gun charge. the justice department is investigating whether it could be a hate crime or domestic terrorism. and the people of charleston are uniting for prayer and vigil. they gathered last night to remember the nine people killed wednesday night. and we continue

nbc 10's jesse gary is on scene gathering information a live report in just a few. stay with us. >>> a frightening moment on a beach in florida after a 9-year-old boy is recovering from a shark bite there. the child was actually wading in knee deep water at cocoa beach when the shark bit him on the calf. lifeguards saw the boy, ran into the water, carried him out. he was taken to the hospital with what fire officials are calling a significant leg injury. >> two big waves came in. on the second big wave we saw what looked to be a juvenile bull shark. it had the dark gray with the black and the black tip. >> it is one of the worst ones we've seen out here in recent years. >> again, this boy was just in knee deep water. beachgoers were kept out of the water for about an hour after that boy was bitten. no word on the boy's condition this morning. >>> the dinavision d2 64 lights flash randomly as you're trying to hit those lights in time. you also have to follow prompts on a video screen. this helps athletes suffering from concussions. it helps them retrain their brains.

nbc 10's jesse gary is live at penn presbyterian and, jesse, did the patient who was discharged give you any clues about what happened here? >> no ted, he didn't. didn't want to talk about what happened or how badly he was hurt. we know his wounds are not life threatening. relatives identify him as tyrone jones, one of four dults s adults treated overnight at penn presbyterian hospital for a shotgun blast. police detectives say someone opened fire at 11:30 last night as this family celebrated a relative's birthday. seven people including three children were wounded in the violence at 41st and ogden street. the shooter used a shotgun and possibly another weapon. an 18-month-old baby is also among those wounded in this attack. all the kids are being treated at children's hospital. all in stable condition. three adults still here inside of penn presbyterian being treated for their wounds. one of whom we don't know his condition. as for the cause behind us the motive i checked in with southwest detectives they don't have a motive no suspect, just lots of questions. if you have any idea a

nbc 10's jesse gary is live for us. some high-flying action going on there right now. >> reporter: that's right. the helicopter just made its first trip from the ground up to the top of the bank building. now it's making a return trip back to jfk boulevard right at 15th street here in center city philadelphia. and latching onto convict andequipment and then raising that equipment over to the top of the bank building which is over on south broad street. this is probably going to take several minutes to take one piece carefully. because they don't want anything to break or go wrong or come loose. so there's the next portion of equipment that they are bringing over to the pnb bank building. all roads around philadelphia city hall have been shut down. the closures extend all the way down to chestnut and including jfk where we're standing right now. they've also restricted the flow of pedestrians as well. there's quite a lot of wind from the helicopter that's hovering and moving around city hall. so this is what it looks lik

nbc 10's jesse gary is live on the scene. jesse, what's the latest? >> reporter: vai, the school district told me a short time ago that there will be an early dismissal for the 457 students at the time of the fire and you see the camera moving past the camera and the northbound lane of broad street has been reopened and the southbound lanes from green all of the way down to spring garden is still closed and if you're driving in the area bear that in mind but the children are now starting to leave the school and skyforce 10 live over the scene and a teacher called the office between 10:00 and 10:30 reporting a fire in the ceiling of a fourth-floor science class. firefighters have since tapped out the fire and i am told there is a small fire and it didn't spread beyond the classroom and the fire marshall is inside the building trying to determine the cause and origin of the fire. the students were being held at the franklin learning center and just be within the past couple of minutes and now they're being allowed to go home with early dismissal. if you

nbc 10's jesse gary has been taking the temperature of the city, if you will. he joins us from south philadelphia. does it seem like the heat's keeping people inside today? >> reporter: well yes and no. there are people outside, i will move out of the way. we move to the east passyunk crossing. people started the weekend early and are outside having drinks and some food. one thing you will notice everyone is in the shade whether it's an umbrella or a tree but they are in some kind of shade. it's like an oasis in the desert, a place to go to seek relief. all day, the mercury has shown no mercy. sweltering conditions forced many philadelphians to improvise. >> you have to have a fan. there's no way to avoid it. you have to have a fan. >> reporter: and a plan in case the heat becomes more than an inconvenience. temple hospital e.r. doctor jennifer fisher says heat exhaustion can afflict the young and elderly when their core temps soar. >> their body is not able to effectively cool their system so they can have cardiac events. >> reporter: dr. fisher advises fluid

nbc 10's jesse gary at the scene of another house fire in the germantown neighborhood. what can you tell us now? >> reporter: new information to update you with. the fire started in the middle home. we'll go left middle right. started in the middle home. those residents are on vacation and not at home it spread in both directions to the left and right and those homes were occupied. let's look at our video. this is what flames looked like here in the 6,000 block of sherman street. residents on either side houses on fire all able to get out safely. the fire department is doing what they call a secondary search right now. the fire chief says the cause of the amount of smoke and flames they found when they got here and they have to make sure there's no one inside the home where the fire started. the fire started in the middle home and spread in both directions to the left and to the right from the rooftop from one to another and burned those properties. the home on the far right, number four actually that resident was evacuated waiting to see if there's damage to his house.

jesse gary is live outside penn presbyterian hospital with the new information. >> reporter: not only were there more victims, investigators say not one suspect but two suspects two men armed with shotguns firing bird shot in case you don't know bird shot is similar to buck shot but smaller. on the left-hand side of the screen is the buck shot on the right is the bird shot. tyrone jones left the hospital here at penn presbyterian earlier thissing. one of nine people hit with that bird shot. he was all mum, didn't want to talk about what happened last night. detective says someone opened fire around 10:00 as the family celebrated a relative's birthday. nine people including three children were wounded in the violence at 41st and ogden street. police say the shooters used shotguns and possibly another weapon. an 18-month-old baby girl is among those wounded in the attack. all of the children are being treated at children's hospital of philadelphia. they are all in stable condition. the remaining victims inside here are also listed in stable condition. again, police are looking for two m

"nbc 10's" jesse gary is live on scene in chester where he just talked to the fire chief. what did you learn, jesse? >> reporter: tracy, i've learned that the fire went up into the roof and this is a common roof. the fire wall does not extend up. so once it got into the roof line it just went straight across and burned row home after row home. the one on the far right, that was a fire from friday. the fire started in the abandoned row home to the left of that and went on down the block. some of the residents here trying to go inside and collect whatever they can as far as purses and i.d.s, stuff like that. things you take for granted. once a fire hits you don't have your i.d. that's a major inconvenience. they're trying to get some of those things out of their homes. the fire department has wrapped up the fire operations and they have all left the scene which is why it's much more quiet, but the investigation into the origin and the cause is still ongoing. we'll have more coming up in the next 30 minutes. live in chester, jesse gary "nbc 10 news." >>> meanwhile overnight i

jesse gary live at philadelphia school district headquarters in spring garden. officials sending kids home? >> reporter: that's right. it's not just the heat right now. believe me it's already hot. the heat coming later today. officials say the continuation of what's been going on all through the week. the classrooms that have been hot are hot again. and they are getting hotter as the day moves on. so early this morning, the decision was made to sends kids home at noon. that's 14 2,000 plus students headed home. the reason is lack of air conditioning in many classrooms which could lead to other problems. >> it could lead to asthma attacks in high temperature, high humidity. our buildings are old, not air conditioned. some are but not all of them. >> reporter: officials the normal return trip home is in place for all of them. if your child takes the school bus, they'll take the school bus. if you drop them off or pick them up, you need to pick them up. if there's a graduation at your school, that holds today. it's going to be steamy with a cap and gown on but the
