nbc 10's jesse gary is on scene. jesse, what can you tell us? >> reporter: tracey philadelphia police have opened the scene, opened up the 4100 block of north franklin street. so people can get their cars and head off to work. these detectives have been talking to the victim's relatives. those people tell me the victim is able to talk even though she was shot in the face and over at temple university hospital. that's good news for these detectives as they investigate this crime. let's take a look at the video, around 4:00 this morning, investigators say someone knocked on the victim's door, she opens the door she's shot in the face with a small caliber handgun. then the two shooters run off. >> >> have two suspects that are being sought two males. but we don't know where they went at this time. we done know how they fled the area. >> i just talked to these detectives a short time ago. they say they are working on a description, a composite of the two men that shot this woman in the face. i'm supposed to check back with them in another 20 minutes

jesse gary is live at the scene on 52nd between westminster and wyalusing avenues. there's some new problems cropping up out there. tell us about it. >> reporter: that problem sits on top of a pgw gas line which is in the street under the street and that car, which is kind of with the back end in the air, that car is leaning on it. they want to get that car off the gas line as soon as possible to check and see if the gas line has been affected by a water main break earlier this morning. looking at our video from 4:30 this morning. that's when the first call came in of a 36 inch cast iron water main that ruptured. upwards of 12.5 million gallons of water was lost. it created flooding conditions washed over cars washed into basements, flooding basements. some residents told me it was ankle deep at some point in their basement. 14 people were being cared for initially. but i learned that the red cross shelter over at west philly high has been crossed. so the red cross is apparently no longer taking care those folks. we heard that mayor nutter will come out to the scene

jesse gary is live on one of those roads in west conshohocken. jesse? >> reporter: ted, balligomingo road as the rain has returned and stopped for a short while and now it's back again. balligomingo balligomingo, we're about a half mile from the scene. we'll show you video. this is a mudslide that was caused by the rain overnight. that hillside has been cut down. because of that all that dirt is exposed. with the amount of rain we've had, that turned that dirt into mud. and it washed into one lane of the two-lane road. maybe four to six inches of mud. talked to west conshohocken police. they decided to close this down. they didn't want anybody driving through getting stuck or sliding and having an accident. the other road here in west conshohocken is route 23 which is a front. and that is shut down at bullock avenue all the way up to -- by the old inquirer newspaper facility. on swedeland road. that is shut down because of what you're seeing there. it's kind of standing water. not necessarily flooding but a lot of standing water from heavy rain. police

nbc 10's jesse gary has been taking the temperature of the city, if you will. he joins us from south philadelphia. does it seem like the heat's keeping people inside today? >> reporter: well yes and no. there are people outside, i will move out of the way. we move to the east passyunk crossing. people started the weekend early and are outside having drinks and some food. one thing you will notice everyone is in the shade whether it's an umbrella or a tree but they are in some kind of shade. it's like an oasis in the desert, a place to go to seek relief. all day, the mercury has shown no mercy. sweltering conditions forced many philadelphians to improvise. >> you have to have a fan. there's no way to avoid it. you have to have a fan. >> reporter: and a plan in case the heat becomes more than an inconvenience. temple hospital e.r. doctor jennifer fisher says heat exhaustion can afflict the young and elderly when their core temps soar. >> their body is not able to effectively cool their system so they can have cardiac events. >> reporter: dr. fisher advises fluid

nbc 10's jesse gary at the scene of another house fire in the germantown neighborhood. what can you tell us now? >> reporter: new information to update you with. the fire started in the middle home. we'll go left middle right. started in the middle home. those residents are on vacation and not at home it spread in both directions to the left and right and those homes were occupied. let's look at our video. this is what flames looked like here in the 6,000 block of sherman street. residents on either side houses on fire all able to get out safely. the fire department is doing what they call a secondary search right now. the fire chief says the cause of the amount of smoke and flames they found when they got here and they have to make sure there's no one inside the home where the fire started. the fire started in the middle home and spread in both directions to the left and to the right from the rooftop from one to another and burned those properties. the home on the far right, number four actually that resident was evacuated waiting to see if there's damage to his house.

"nbc 10's" jesse gary is live on scene in chester where he just talked to the fire chief. what did you learn, jesse? >> reporter: tracy, i've learned that the fire went up into the roof and this is a common roof. the fire wall does not extend up. so once it got into the roof line it just went straight across and burned row home after row home. the one on the far right, that was a fire from friday. the fire started in the abandoned row home to the left of that and went on down the block. some of the residents here trying to go inside and collect whatever they can as far as purses and i.d.s, stuff like that. things you take for granted. once a fire hits you don't have your i.d. that's a major inconvenience. they're trying to get some of those things out of their homes. the fire department has wrapped up the fire operations and they have all left the scene which is why it's much more quiet, but the investigation into the origin and the cause is still ongoing. we'll have more coming up in the next 30 minutes. live in chester, jesse gary "nbc 10 news." >>> meanwhile overnight i
