yesterday on the education circuit, marco rubio whipped out the pump. he wants students to pitch themselves to investors who can pay for their education. which claim will be a bigger winner? mark: i give rubio credit. he is making efforts to be a reformer on education. i think both of these guys are talking about education because they have a great sense of how to speak aspirationally about education. they will do well with these issues. heidi: i do not know many people are paying attention to this. he is preempting jeb bush, who has made the opportunity gap and organizing force in his campaign, but has not come up with anything specific on how to address it. marco rubio's idea sounds like it would work. it would appeal to republican voters. it is market-based. it might appeal to young voters. mark: i agree. the thing about jeb bush, he gave two speeches on education in thinking about running for president. can he catch up to rubio? both of these guys, younger guys who understand the aspirations of the working class. heidi: it is the issue of millenials

marco rubio says his campaign raised $12 million through the end of last month. that puts him in about third place overall in our ranking of republican candidate warchests. he has just shy of about $44 million he has brought in. that puts it behind j.crew -- jeb bush and ted cruz. who is performing expectations? who is underperforming? josh: i thought rubio had a solid number. it showed he is in the top tier of candidates. nobody's going to compete with jeb bush when it comes to raising money. he is the new york yankees of the gop field. this tells us rubio will be able to go pushed -- toto with bush walker -- will be able to go toe-to-toe with bush, walker, and anybody else. if you want to talk about disappointments, i think the big one is rick perry, who was a pretty solid fundraiser last time around, but has only managed to raise a tiny fraction of that amount this time. i think the ship may have sailed for rick perry. who do you think is over performing? mark: i agree with all of that. i think the cruise -- cruz number, $40 million, was huge. the first one i

what would president marco rubio do? >> i think what people have to understand is the american portion, the u.s. portion of the sanctions were passed by congress and they are in the law today. the way the president will lift that is through the use of a security waiver. the next president of the united states simply has to undo the use of the waiver and the sanctions necessary place and they would be reinstated. you don't need a cabinet fully stormed to do that. in fact, i'm telling everyone if i'm elected president, we will not use the waiver to hold back sanctions, especially not as a result of this deal. >> the deal as you point out, lots of people can poke holes in it and point out flaws. the obama administration said what's the alternative. they argue that this deal and the sanctions depend on international cooperation and the russians and chinese were already talking about getting rid of sanctions. is it not possible that this is the best deal any american president could have gotten? >> i don't think that's true.

to marco rubio, and to scott walker. so if you're a republican and you're looking at the map in 2016, this is obama versus romney. that's a tough map to look at for republican. but play out what we just saw. what if republicans win colorado. win iowa. and win virginia. now, under this scenario hillary clinton would next still be the next president of the united states. but how do republicans if they can do that get to the white house? here's what they think. win the two big ones. you take florida, you take ohio, that's a republican presidential. and the democrats narrowly lose. that's a long way off but remember it's a tough map for republicans. but they can do it with just five states, actually. just change five states and you can do it. lisa lerer at the core of the questions in colorado virginia and iowa about hillary clinton her honesty and trustworthiness. with that as the back drop it cannot be a good thing to have the justice department now getting a referral to investigate whether sensitive classified information

marco rubio has put out a tax plan that has gotten some degree of comment, criticism, and praise. let me make sure i got it right, two brackets 15% and 35% and getting rid of capital gains and dividends. what do you think? rick: there is something i like about it. this time around we will put forth a flat tax. we can't assume things to make sure it doesn't impact middle income americans but creates a much more dynamic progrowth environment. i don't like the idea of getting rid of capital gains tax. i like the idea of taxes not weighted toward capital against labor. i think that we will end up with is a lot more investment in people and i don't think that is the thoroughly a good thing. our tax -- that is necessarily a good thing. our tax rate will have the same rate of taxation on corporations and individuals. john: might you tell us what that rate will be? rick: we are working on it right now. the tax foundation, which is a group of been working with for about three months, we are tinkering with it. we are not quite there. mark: there is a way that you think will not be bad for t
