. >>> i'm ali velshi "on target" tonight from the iranian capital city of tehran >>> well, it's another day and another deadline blown. iran says it is not ready to make a deal until it gets what it wants from the west. the west says it's not making a deal until it gets what it wants from iran. the question is how closer they, they've been hearing from both sides because they were closer than they have ever been, and they are not walking away until they know there's cause to do so. it does make it wonder, david shuster in our studios in new york. what does the deadline mean? >> it means that there's proof that the word deadline means something different to nuclear negotiators of journalists and others who lives depend on getting work done by immovable date and time. the meaning of the term deadline says back to the civil war. it was a literal line inside a prison, and prisoners who step over it risk being shot to death. by contrast the deadlines in nuclear negotiations are self imposed and have no penalties. it may be a reason why so many of the iran nuclear deadlines come and go. since

ali velshi has more from tehran. >> reporter: it is wednesday morning in tehran. the sun rising and it is another day after which another deadline has passed for a nuclear deal. in fact things have slowed down a little bit in vienna. some foreign ministers have left the negotiations. however, u.s. authorities and iranian authorities insist that negotiations are continuing. they still remain in their own characterization closer than they have ever been before. and there is still talk of a deal by friday. the sticking point now is the u.n. embargo on convention alarms in iran, not nuclear arms. iran has for sometime been unable to trade legally in non-nuclear arms and it would like the right to do that again. in most cases the western powers think this is a non-starter. they don't want more narms this region, fearing that iran will arm others in the region in what some are calling a proxy war. on the other hand russia is interested in iran having more armaments for a few reasons. one of which is that russia could sell those arms to iran the other of course is that r

ali velshi has more from tehran. >> reporter: as thursday comes to an end in tehran still no word on a deal for the nuclear negotiations in vienna. however, good tone of optimism coming out of iranian media. there seems to be some sort of press offensive starting this morning when the iranian foreign minister said that world powers are closer together than they ever have been. but that there are political decisions that remain to be made. political decisions mean that much of the technical stuff has been worked out. there is agreement on language and things like that but people have to say yes or no to the deal coming out of tehran. hard liners are stepping up their offensive in iran against such a deal. they are expecting some demonstrations tomorrow, friday in iran whether or not there is a deal. there are reports in iranian media that the deadline has been extended to monday that has not been confirmed -- in fact it has been denied off of the record by some people in vienna. but lots of journalists coming in this here more people talking about the fact that there may be a deal. th

they have been trying to reach a deal to limit tehran's program in the easing of sanctions. james bays is in vienna. what are you hearing about the possibility in managing to conclude this on today on monday? >> well certainly the optimism about an imminent deal on monday i think is fading away as the hours go on here. it's now after 6:00 p.m. on monday evening here in vienna. all the foreign ministers are in place. all the foreign ministers iran's foreign minister and all the six international countries negotiating with iran. one of those meetings that took place for some 50 minutes was with the u.s. secretary of state with foreign minister of iran, and with the e.u.'s high representative of foreign affairs. now at the end of that meeting we didn't get a proper reed out of what happened, but frederica marogurini came out on her balcony of the hotel and i was able to conduct a brief interview. >> are you making progress? >> so that was what we heard from frederica margarini. i can tell you that similar balcony appearances have happened. perhaps shedding more light on where w

his foreign minister, sergey lavrov said he hopes arms deliveries to tehran will be possible within the next five years if approved by the u.n. he has been involved in this whole process going back and forth between moscow and wherever the talks have been taking place pressing for a deal for sanctions to be lifted and that is because russia and iran are allies, good friends they share certain elements of foreign policy and we expect to see cooperation between the two sides increased. of course, if iran comes on to the energy market, that could be competition for russia, but for now at least, i think here in russia, there is relief that this deal has finally been done. >> iran's president said the lifting of the sanctions would have a huge impact on ordinary iranians. this issue saying that iran is at the stage of developing mass destruction weapons from the other side, from the developing, it was important for our country, for the research and development and while this issue was considered as a dignity for our nation and people and from the economic point of view is that those who sanc

. >> reporter: it is friday in tehran. this is a holy day, a particularly holy day, and the last friday in ramadan throughout much of the muslim world is a day of protest against what they call the israeli occupation of palestine. hard liners in iran have called for greater demonstrations today. they have called for demonstrations not only against israel, but against imperial powers in which they describe america. the result in iran has not been substantially greater than the turnout that there would have been for this day of protest, but it is a symbol that the hard liners are concerned that a deal is near. they have opposed a deal with the united states. they have opposed a deal in which iran gives up anything particularly its nuclear program. negotiators from the government which is a more mod grate government, a government that was elected on the of opening up relations to the west, are facing this protest not only from hard liners on the right, but on reformers on their left who say they are not doing enough to engage

particularly in tehran. frederik pleitgen is in tehran. he spoke with many. fred what are these people telling you? >> reporter: the government officials, interestingly, john i spoke to two up in the high government. they say the talks have been going on for some time and they say that is unprecedented. they say if a deal comes through, it could lead up to additional cooperation and softening of the stance with u.s. and iran on other issues as well. well. of course a lot of politics at play here. if you ask the majority of the population in tehran most will tell you they want a deal and sanctions relief. they want investment in the hydro carbon industry. you also have a large group, a sizeable group who want to make no concessions whatsoever. this is something that iranian politicians have been navigating as the talks are going on. this is something they are looking at as talks are getting in the final stages. everybody here seems to be really well informed. a lot of rumors of what is happening and what tentative agreements may be reached. the entire country

ali velshi is in tehran where it's early in the morning. if the u.s. breaks its promises iran will start up its nuclear program. what impacts does this have on the talks? >> i think it's a mirror of what we heard president obama saying. if john kerry gets a deal in vienna, he has to put it to congress by july 9th, which is why the deadline was able to be extended by july 7th. the real deadline is july 9th, and he knows he'll have a very, very tough time getting it through republicans in congress, many of whom have written to iran to say hey this is president obama's deal. he's only around for less than two years. and we may not stick to this deal. the new president may not. well president rouhani has the same situation here. in iran it is not going to be put to the parliament but the supreme leader who gets to say yes or no to this deal. they're both holding one another to the account. in iran the issue here is that the economy has suffered as a result of the sanctions. iran is trading off its nuclear program in exchange for the removal of sanctions an
