i just got off the phone with the pg and e representative. she tells me there was an equipment problem that led to a fire at a substation and that, in turn, triggered in large outage impacting people through the east bay. we are into downtown berkeley. here's the situation along shaddock avenue. you can see the lights are out. it is the case at many intersections through the east way. a major inconvenience for drivers in this area. it left a couple of people inside stuck inside the elevator at the hotel shaddock this morning. we were there at that scene. berkeley firefighters were called in. they had to use special equipment to rescue those two people from the elevator. now, this outage also prompted the closure of the downtown berkeley bart station. bart says because there was no power, trains were not stopping at the station for a time, but that station has since re- opened. now, the outage happened about 9:30 this morning and it is due to a fire at that pg&e substation. people were without power in berkeley, richmond, san pablo and el cerr

pg&e trying to get a gas leak under control. kpix 5's mark sayre says the effort could block traffic until into the evening now. mark. >> reporter: that's right, allen. this is creating a mess. we are on camden avenue off 17. so all the commuter traffic is heading south on 17 and what you're looking at here heading towards us is the eastbound direction. that's backed up all the way on to the freeway now. the pg&e crews across the street are repairing a 2" gas main hit by a contractor around 1:00. we just got off the phone with pg&e who said it took crews three hours to cut the gas. so between 1 and 4 p.m., the gas was actually spewing under the street. several businesses were evacuated. several restaurants were closed while all this is going on. they do estimate that this repair could take until 10 p.m. right now, of course, the urgent issue is the traffic situation. backed up on 17. they are working as fast as they can. mark sayre, kpix 5. >>> in the east bay a young girl says a dental assistant molested her in an exam room. 24

the state is demanding pg&e pay $90 million to cal fire for the devastating butte fire. the fire forced evacuations up in amador county last september and burned for three weeks spreading into calaveras county. two people died in the fire. it burned through 71,000 acres and destroyed 550 homes. three days after it started, pg&e said a pine tree slumped onto one of its powerlines and started the fire. >>> a san francisco -- as san francisco undergoes a building boom the city is considering tougher safety rules when it comes to the construction cranes you see towering over the city. since 2013 56 construction cranes have risen in san francisco. at a hearing yesterday there were calls for local regulation changes. crane safety has captured the attention of the board of supervisor following recent fatal construction crane collapses in new york city in february and just last month in florida. the city is considering changes such as having onsite safety inspectors and requiring a flagperson to be onsite when the crane lifts loads over roads or sidewalks. >>> the san jose shark

the city and pg&e are now conducting a thorough investigation. pg&e saying they apologize to residents and will work to make things right. >> we're waiting to get our lives back together. it's going to take a while, for sure. >> reporter: the road remains closed and crews will be escorting residents in and out of the area. janet o, "abc7 news." >>> a head-on crash between a ford pickup truck and a big rig hauling wine left one person dead. it happened at 7:00 a.m. outside of petaluma. the ford pickup drifted across the center line and right into the path of an oncoming big rig. the pickup driver was taken to the hospital where he died. his passenger was hurt. >>> u.s. department of housing and urban development secretary julian castro is in the bay area. and right now he's preparing to speak at uc berkeley. "abc7 news" was at san francisco city hall where he met with bay area leaders, including mayor ed lee along with the san jose and oakland mayors. the main topic of discussion was expanding affordable housing opportunities across the bay area.
