darrell issa endorsing donald trump saying he's the obvious choice for americans. according to experts it's looking tough for gop frontrunner donald trump. national polls have him trailing hillary clinton by 10 points. if the election was today hillary would easily defeat donald trump. but if he can improve his polling average by 10 points and trump would win five of those battleground states to go along with the others. how close is this thing? let's bring in the panel. rich, hillary riding high in the polls. i think she had a 14-points lead in the more recent one. but its many early. are the democrats comfortable with this or do they understand this will be a nail biter? >> i think if you have had anybody from the clinton campaign under oath, they would tell you it's a polarized country, they are expecting it will be a very highly contested race. nobody is taking these 10-15-point spreads to the bank. the fact of the matter is it was entirely different circumstance with reagan. he was the government largest state in america among other things. when trump says i may win new york. he's

the three-cent-per-ounce tax to help pay for pre-k. darrell clarke, the city council president, is saying, "well, let's see about what we can do with half a cent, maybe one cent"... and then there's this other thing of, "is it worth it"? does pre-- everyone assumes pre-k does enormous good for children. does it really? is it worth the money to pay for, and can the city pull this off and have this up and running in a year... or two or a half a year? >> well, i think part of it has to be, how are they going to plan for pulling it off over a period of time? what the mayor campaigned on was universal pre-k for all children in the city of philadelphia -- whether it's three cent or one cent, you're not gonna get enough money to do it for all children in the city of philadelphia. and what i'm hopeful is that, you know, what happens -- and i hope the mayor continues with the program and council and he will figure out how to fund it. but the question's, "how do you keep it going so you actually do universal pre-k, you don't just check off a campaign promise with 3,000 to 5,000 kids getting

morning. actually, my name is darrell. host: darrell. sorry about that. go ahead. caller: that's all right. one thing i just like to say real quickly in regards to benghazi. if hillary clinton in fact had her server, how do we know for sure that her server wasn't hacked and the details of the security of the embassy in benghazi were not lifted off that server which actually prompted that attack in the first place? i think that question hasn't been asked and i think it really needs to be addressed. host: ok. caller: and for one, we sailed that waters in that part of the world. we have a lot of issues not just in the middle east. you have to look at the south china sea, north korea is definitely making some noise. and we have to look at what the russians are doing in the baltic. if we surrendered the baltic waters, what's next? do we see the entire north atlantic? you're going to have to make some tough decisions in the future. -- as soon w that as that house bill gets approved and into president obama's desk. host: roy, who do you think could make those tough decisions? who's the best

president darrell clark made clear it is not. >> never on the agenda to move sugar tax out to date. >> reporter: the fact is kenney administration's push to levee 3 cents per ounce tax on sugary beverages like regular sodas, most fruit drinks and lots of sports beverages remains in limbo. the beverage industry led by the teamsters called it a job killer and has been very vocal knots opposition. >> the tieing and the campaign against this effort basically says that poor people, the only thrill they have in life is to drink a coke. or a pepsi. >> reporter: the mayor wants to use the money tax for pre kindergarten programs, community schools and park and rec centers and this week local doctors weighed in claiming any drop in sugar consumption will improve health and even safe lives. >> councilwoman brown is proposing an alternative to the soda tax. a levee on beverage containers would would raise most of the cash the kenney administration needs. >> we have multiple ideas on the table. we typically end up with better out comes for the citizens of our city. >> reporter: 3 cents per ounc
