this is the oroville dam you are looking at in california it's 80 miles north of sacramento. an emergency spillway has eroded thanks to recent heavy rainfalls which is causing the threat of the break. thousands of people were ordered from their homes. you can imagine what that would have looked like, 130,000 people getting out of the area to move to higher ground. many were told to go north to the town of chico. i'm told an emergency shelter has been set up. or ohville has 16 -- o -- orovie has 16,000 residents. the 770-foot dam is the nation's tallest. we are waiting a news conference from local safety and emergency management. adam housley is on the scene. and he tells us there are reports of homes actually get this, being looted after people have evacuated them. so what a nightmare that created. the scenario as adam was reporting earlier on our previously update on this situation in the area. he went on to tell us he grew up in that area. one of the problems you have with this disruption in people's lives because of the heavy rainfall that has now ensued with this smj spil

many down in the sacramento area. they are shutting them down this morning because people are being allowed to return home. they are not in the clear just yet because of all the rain that's moving in to that area and erosion problems. they are still working on fixing those issues. authorities feel confident enough this morning to start letting people back home. that's what happened late yesterday. the order lifted for almost 200,000 people who live below the orrville along the feather river basin. many of those people have been staying in shelters since they were forced out of their homes suddenly on sunday. that is when state water officials feared an emergency spillway at the dam was in danger of collapsing and sending a wall of water rushing down river. even as people returned home yesterday there was a warning from the butte county sheriff. is he saying they may have to be ready to leave again. >> this film if -- it'll be real this time. not to say it wouldn't be last time. >> reporter: crews continuing to work on

other than that, it was pretty chaotic. >> reporter: the dam sits north of sacramento. and holds water back from the lake, now as record levels and in danger of spilling over into towns after a series of storms and snow. last week, chunks of concrete in spillway, creating a -long 200-foot long, 30-foot deep hole. this has never happened before. it forced dam managers to hold off even as it reached its limits. officials trying a never before used emergency spillway. >> the efforts by dwr to lower the lake level by utilizing the spillway to reduce the water has been effective. now, there is no more water going over the emergency spillway. >> engineers don't know what caused the cave in that is expected to keep growing up t i it reaches bedrock. >> the dam itself is safe, but this is an deck situation. personnel being brought in to help patrol the cities and help in search and rescue operations. stephanie ramos, abc news, washington. >>> the mad rush out of town caused traffic jams.

there was a lot of water to cover here from texas to just outside of sacramento. right now we know that there have been so many areas completely waterlogged in northern california. some could get as much as 5 inches of rain. that's on top of what they've already received and we know that there are some areas that have had to evacuate on very short notice. a lot of voluntary evacuation orders for people in maxwell, california, a small town north of sacramento. mountain runoff has overwhelmed a creek causing flooding there a toll on roadways with potholes, sinkholes and erosion. the outer lane of interstate 15 through the cajon pass is certainly giving way too. to cam tran with more of our weather. >> good morning, gio and adrienne. looking at the barrage of storm systems with another one moving in right now. another one moving in late tonight into tomorrow and between the two storm systems we're looking at over 3 inches of rainfall across the bay area. locally higher amounts across the central valleys of california and the foothills including the oroville area. in
