hi, savannah. >> hi, lester. there is breaking news tonight out of washington where a third republican senator has now come out against the latest gop bill to repeal and replace obamacare. that's enough no votes to doom that bill. this comes hours after protests erupted inside the capitol, some demonstrators in wheelchairs dragged from the hearing. our alcohol correspondent kasie hunt was there for the dramatic moments and has all the late details. >> reporter: after an emotional day of protests and dozens of arrests, the last-ditch republican effort to repeal obamacare apparently dead tonight with senator susan collins of maine announcing she's a no after the nonpartisan congressional budget office said late tonight that millions more would lose coverage. this bill will have a substantially negative impact on the number of people covered by insurance, collins wrote in a lengthy statement. with only 52 and john mccain also voting no, there's no path forward. earlier today the bill's co-author -- >> somebody bette

i'm savannah guthrie alongside matt lauer. lester holt and al roker are in tampa, florida, this morning, and are also anchoring our coverage. we'll get to them in just a moment. >> we're sitting here with our maps of florida in front of us, all the counties, trying to figure out who's going to come into impact or have impact with this storm next. here's the latest on irma. packing quite a punch as it slammed southern florida, a dangerous category 4 storm. winds about 130 miles per hour. the eye wall hit the florida keys around 7:30 eastern time this morning. >> the number of power outages has been steadily going up all morning. three hours ago the total is about 200,000, but now more than 800,000 people are in the dark. >> by the way, massive. if you look at that satellite image, 350 to 400 miles from side to side. its reach is remarkable. of course southern florida is under hurricane warnings. well, just a short time ago, a tropical storm warning was issued for atlanta, georgia. that's some 600 miles to the north of where irm

take a look at this photo posted by a twitter user named savannah. it shows a collapsed crane on top of a building. this was a great fear that many people had in the city of miami. officials saying those things can become missiles in some of these winds that we're seeing, as dave price told us 80 to 100-mile-per-hour gusts. one has gone down. at least two dozen cranes still standing. them down. it could be a week or more to dismantle one of those. the counterbalance on those can weigh up to 2,000 pounds that, too, very dangerous if the crane collapses in high winds. guys, these are 900 feet tall in some cases. there are more than 20 in the miami area. many people watching this anticipating this over the last week, were very worried about this exact scenario. and now, we do have one of the cranes collapsed on top of the high-rise in miami. >> not a good sign, willie. appreciate that. jo ling in ft. lauderdale. jo, we're been tracking you. how's the weather now? lost her microphone. we'll get word that she's not technically being heard right now. we'll

take a look here at the scene of the rising waters in savannah. as you can see, that city is flooded. heavy rain, high winds and downed trees also to blame for dozens of power outages. check out this water spout. this was spotted near charleston today. and charleston looks just like savannah right now, a city underwater. the heavy rain and a storm surge pretty much left the water with no place to drain off. in florida the biggest concerns tonight are in jacksonville. there have been dozens of home rescues so far in that city of 880,000. the flooding there could continue for about a week, we're told as the storm surge persists and tides rise and >> three to four feet on top of a foot of rainfall which is causing record and historical rainfall along the st. john's river. >> we're just beginning to grasp the economic impact of irma. insurance losses alone including homes, businesses and vehicles estimated to cost between 20 and 40 billion dollars. doreen, back to you. >> leon, thank you. >>> florida's major airports are working to reopen for business

savannah is about to go from bad to worse with a lot of rain bands just now working their way to the north. the storm has picked up a little bit in terms of its movement. it is now moving to north, northwest at 15. but is it still has a ways to go. center circulation 20 miles west of lake land, category 1 storm with maximum sustained winds at 85 miles per hour. flood advisories posted for jacksonville because of all that heavy rain and a tornado watch including gainsville, florida up through brunswick, georgia. that will continue through the morning hours. let's ta l likely through the morning, that could change. looking at the heavy rain coming into atlanta as far to the west as birmingham, alabama, it's incredible. we have a tropical storm warning for atlanta which is unusual to see these storms produce a lot of rain. but keep in mind, in past hurricanes i'm remembering back to hurricane irene when we saw all that inland flooding as far in as vermont. so, sometimes these storms can produce flooding that goes well inland from where the storm is. >> we know how the airport is. it iss
