kris sanchez live in santa clara this morning to walk us through some of these changes. kris? >> reporter: hi there, laura. this is a change that means that students cannot be suspended for offenses like talking back to the teacher, or falling asleep in class. the suspensions would be reserved for more serious offenses. the governor just signed this in to law and it widens the ban that already exists on so-called willful defiance suspensions. such suspensions are banned kinder through third grade so this extension extends it through eighth grade. it applies to public school and charter schools, and according to the bill author, senator nancy ne oakland and san francisco unified along with other districts eliminated the suspensions. are research has shown students of color get more of these kinds of suspensions though their rates of misbehavior are the same. the idea is to keep the kids in school where educators can reach them with other kinds of interventions, like in-school suspensions, restorative justice and that positive behavior intervon programs that you may have seen at

i'm kris sanchez in for laura garcia. >> i'm marcus washington. breaking news in southern california, we're getting worked there is a water rescue under way off the coast of santa barbara. this is a scary situation for a lot of people. the coast guard is saying that more than 30 people are being rescued from a 75-foot boat, this is near santa cruz island. that is the channel island, in just a few minutes ago, a medical examiner was called out to the scene, and that is usually an indication that there is at least one fatality. the coast guard is also saying that this is launching multiple assists, as well as getting help from nearby agencies. of course we're going to continue to follow this story and keep you up to date of what's going on throughout the morning on "today in the bay." >>> right now we want to get a track of what we can expect with the weather today, labor day, a lot of people expected to get out? >> hopefully they'll be able to enjoy slightly cooler temperatures today. a live look with clear skies over walnut creek, and it's also a

. >> and i'm kris sanchez in for laura garcia. we'll get right to bob redell live in san francisco with the latest. that is a lot of folks who have no power? >> reporter: well the good thing is they've gotten most of the customers restored. i just spoke with a pg&e spokesperson and they say there is only 330 customers still without power here in san francisco. because of a third party who cut through a power line in this section of road behind me. it was around 8:00 this morning and pg&e annville builders were digging when they cut through a 12,000 volt line. no one was hurt but 22,000 customers were thrown into the dark. the outage extended west of here to the twin peaks neighborhood and up toward the ballpark. trafficna out in number of places. drivers had to treat intersections as four-way stops which slowed things down and in places officers directing traffic. above ground muni was not impacted but the subway between west portal was shut down because the computers lost power. those trains are now back up and running. here is a

kris sanchez is joining us live with what we know so far. >> we know the accusations are very serious, and a former teacher talked with our unit exclusively, said somebody is changing grades to boost graduation rates, and that teacher told oakland unified she knows at least eight students had their grades changed and they graduated, though they failed required coursework. >> they were given the grade of an f and when i went back into the database right before graduation or right after to get the diploma. >> one retake failed classes online, however three other teachers told us they saw passing grades for incomplete work, and students passing despite showing the equivalent of a couple day's work and not the equivalent of what it would take. a spokesman told us they plan to hire an outside investigator to look at the online courses. what did the acc know. we have asked to talk to the former principal and former one, and there has not been anybody available. there's a press conference at 1:30 today and we will be there. >> sounds good. thank you. >>> teams have that recovered all but one

i'm kris sanchez in for kira klapper. vianey arana has the forecast, it's going to be a bit of relief to you, cooling down. >> finally, right? it felt like forever. even though we're technically still in summer. this is a nice shot of san francisco but we have some fog creeping in and we're expecting the winds to kick up today. current temperatures in san jose about 60 degrees. we're pretty comfortable overall. temperature trend for the afternoon, notice our daytime highs are slower to warm. yesterday we were at the 70 degree mark at 9:00 a.m. today we're sticking to 64. we get a little bit more cloud cover and going to keep a combination of the sun and the clouds. by 1:00 we'll be comfortable at 76 degrees and here is a look at daytime highs. we're cooling down because there's a system just to our north and get this, that system may just bring a chance of seeing some rain in some parts of the bay area, but i'll tell you who is going to be seeing the chance of that rain and we'll go over how your work week will be shaping
