martin was talking about that full spectrum readiness earlier and the risk wes had to take withthebbatoour modernization, you're right, we would have to bolster our fourth gen aircraft. so we have dollars for both f-16 and f-15 service life extensions, modernization programs here now, this is an area we have to take risk in in this budget so we don't have robust programs and that, too, is a result of the reduced amount of dollars that the bbi gave us but we do have some dollars in there. >> so what do you get? do you get the structural upgrades or radar? >> with the f-15 we do a couple things. we put structural dollars in there and we have the f-15 e-pause program as well so that will make it viable in those environments against higher class adversary. for the f-16, as you know, perhaps you've heard we do fund some asa radars in two trenches. the first is 24 f-16s for the national capital region. that's a homeland defense scenario. then there's another trench of radars with digital radar warning receivers of 52 asa radars. that's to put more of the asa radars throughout the fleet ov

fiscal year 2017 i am guardedly optimistic thatthebbawillprovide some predictability in this year's appropriation process. we have a number and i theep this subcommittee under the chairman's leadership will be allowed to make the difficult and deliberate decisions needed to strengthen our defense and minimize the risk of our nation and those in uniform. secretary carter, you have stated that this bubbling gdget major inflection point and takes the long view. you have indicated that this favors readiness posture over force structure. i was pleased to hear both of those sentiments, but based on the outcomes of the last handful of budget requests, i am skeptical, again, of any strategy, plan, or program that is reliant on relief from the bca camps in future years. i certainly understand the motivation behind d.o.d.'s decision to deal with funding in the out years. i am aware that assumption may not come to fruition. i assure you that i am working with my colleagues which, again, necessitates the addressing of both revenue and mandatory spending. in conclusion, i would simply als
