chicago is bracing for protests after the release of a dash cam video footage that shows chicago officer jason van dyke shooting and killing 17-year-old laquan mcdonald in a deadly and disturbing confrontation last october. officer van dyke has now been charged with first-degree murder for shooting mcdonald without legal justification. the dash cam footage has been known to reporters and local activists for some time. they've been seeking its release for months now. and a county judge ruled last week that the video must be released to the public. prosecutors describe the video as, quote, violent, and chilling. there is no audio on this recording. what you will see is graphic. it does not have sound, though. it is graphic, however, and may be disturbing. >> what you just saw there is a portion of what authorities have released tonight. we have stopped the video after those first shots were fired. the chicago mayor rahm emanuel and the police south dakota addressed the volatile situation in a press conference that wrapped up just in the last hour. mayor emanuel urging his city to remain ca

chicago police department. judge we listened to the list reason after reason as to why the chicago police department had no standing to withhold the video from the public. and so for us, we know that videos of black people being gunned down a police officer's are nothing new to the american public, and a broader international public. on the other hand, we also know that between mayor rahm emanuel, superintendent garry mccarthy, there has been moment after moment of inaction and poor decision-making regarding policing in this city. we live in a city where the chicago police department takes up 40% of our budget, all at the same time, just a few years ago, we close over 50 public schools. so it says a lot to us about what and who are city prioritizes and who we don't. y: so here you have the story of a white police officer, jason van dyke, who shot and killed 17-year-old laquan mcdonald on october 14, 2014. talk about, charlene, when you started to understand what had actually taken place. in fact, didn't you hav

problems with chicago policing ran so deep that chicago even operates its own form of a black site. i was just like, what? that doesn't happen in the united states nuts. i started looking at it further and talking to more and more attorneys, particularly, those who do frontline visits to police facilities. they said, no, there is this place called homan square. we try to get access and routinely we don't. one attorney tommy does become amongst people in his legal community is like an open secret where if you hear from someone that the relative has been picked up by police but there's no record of them in central booking they just figure, well, they must be at homan. >> we just showed two white prisoners at homan, brian jacob church and a clip of who you interviewed, and victoria suter. you say mainly what we're talking about, people taken to the site as you call it, disappeared, are black and brown people in chicago. >> that's right. the attorneys who do this frontline police told me that typically, these are people of color who are most often impacted. including people, when we tri

i think have been building up for many, many years in a great city of chicago. >> in that same chicago tribune article, the police officers, representatives of the police union say mcdonald was shot in the chest and didn't mention the fact he was shot 16 times including while he was lying on the ground in the street. we know some of the statements made by police on that day after are directly contradicted and we've seen the dashcam video right now. so here is the question, with some local residents say they don't trust police. you understand why they say that, is there truth in that? >> well, i think that what we've seen in this case, which once again, we've seen it in many of the high profile cases we've seen is there is an effort to spin the story or really, wolf, to tell a false story about what occurred, and but for the dashcam and we can see that this young man seemed to be walking away from those police officers, but for the dashcam and but for the pressure from the community and from the courts, that video may not have been released. so i believe that the trust is broken there i

authorities in chicago, illinois , have released police dashboard camera video showing a chicago police officer fatally shooting 17-year-old laquan mcdonald. it was more than year ago when officer jason van dyke shot the teenager 16 times. but it was only yesterday that van dyke was charged with murder one day before the city faced a , court-ordered deadline to release the shooting video. police had claimed laquan mcdonald lunged at van dyke with a small knife. but the newly released footage appears to show van dyke jumping out of a police car, pointing his gun at mcdonald, and opening fire when laquan is many feet away. the video shows police bullets can generally hitting mcdonald's body even after he falls to the , ground. we will have more from chicago after headlines. in minneapolis, minnesota, nearly black lives matter 1000 protesters took to the streets tuesday night after alleged white supremacists opened fire on demonstrators the night before, injuring five people. police have now arrested three people in connection with the mass shooting, which took place outside a police preci

people in chicago are nervous once the video comes out which is very disturbing the folks in chicago will react very angrily, here is a white police officer shooting this black teenager. you want even to remain calm. >> yes, we definitely want everyone to remain calm and to pursue nonviolent means of protests and demonstration. but this charge of first-degree murder occurs against a backdrop of a lack of accountability. so where you have 10,000 complaints filed analyzing the study, 19 of which were responded to with disciplinary action. 85% of these complaints were investigated without talking to the officer. the point here is this charge comes against a backdrop, long sordid history. and so i think the authorities have a reason to be concerned in chicago. however, we've spoken with our naacp branches in the city, our state conference, people on the ground, and we're encouraging people, yes, to be nonvie lebts, to express their righteous in-dig thags adignation and ang need nonviolence and certain forcefulness in our protest. you because this is unconscionable. this a 17-year-old you
