. colonel jack jacobs is still with me as is the vice president at the center for intelligence policy. aki, how significant do you think it is and what do you make of the fact if this wall street journal report is correct that the united states is sharing what are called these targeting packages with the french? >> i would be very surprised if we weren't working very closely with the french on these issues and the united states and france has a very close counterterrorism relationship. the fact that french air power is pounding raqqa right now is also unsurprising because you know that the french have to actually show some sort of resolve to say that they're not going to take this lying down. however, chances are that the united states is the one that collected this intelligence in the first place. so if it weren't french warplanes hitting it, it would probably be american ones. so it remains to be seen whether these strikes were effective in doing anything to isis that's more than just tactical strikes. >> jack, do you agree with that? >> we have a hard time sometimes parsing the differen
