wisconsin, the donald trump camp is taking a break from heading into new york -- before heading into new york's pivotal primary. the polls are putting donald trump as the frontrunner there. he is well ahead of number two john kasich by more than 30 points. and if trump hangs on to that lead in new york, he may improve his chances at snagging a majority of delegates going into the gop convention. if not, trump's winner take all victory in florida could actually give him a boost at a contested convention. a rule unique to that state requires that all 99 florida delegates to vote for trump through the first three rounds at the convention. let's talk about that and a whole lot more with white house correspondent for the "wall street journal." colleen, good to see you. let's start with new york. trump is clearly refocusing his campaign on new york. he canceled a bunch of out of state appearances. i guess he's trying to hit that sort of 50% level in new york, but this state has kind of a different primary system in a way there is 27 separate primaries, aren't there, because most of the delegat

african-american community. will they listen. >> he did this also in wisconsin just a couple of nights ago. he has very poor polling among african-americans in the united states. he's going to have to do something about that to improve his overall prospects in november. there's some polls that show him 1%, 2% of the african-american vote. the law and order message is effective pretty much for every citizen of the united states. who doesn't want the streets to be safer, but i'm not sure donald trump's message to african-americans that we're going to put more police on the streets is going to suffice. i think the issue is careful policing, policing that's in concert with the community. it's a much more complicated topic than i think donald trump is projecting. >> some when they hear the words law and order, you remember president nixon won in '68 on that and the black lives matter, we could hear that in a negative connotati connotation, in minority neighborhoods they're the victims of crime. you have black on black crime and horrible issues that they will argue that liberal democr

billion-dollar cost overruns with the denver v.a. hospital, when you see in wisconsin candy land as they call it with the v.a. hospital -- >> right. if you bear with me, because i want to go there in a moment. i don't want to skip over something that you just said, congressman. and that is you said you have to fix it. so how do you fix the department of veterans affairs, and how quickly could it get back to, you know, working effectively and treating our veterans completely and in a timely manner? >> well, so a few different things. but one is under the current rules and system, the management at the v.a., the administration needs to hold people accountable, whether it is written counseling or to the extent of firing someone. we can improve the laws, and the house passed a v.a. accountability act last year. the senate needs to pass this legislation now and the president needs to sign it, which will give the v.a. more flexibility to hold additional employees accountable. under current law, the albany straton v.a. director was removed from their position by the v.a., and the review bo

, pennsylvania, virginia, ohio, michigan, florida, wisconsin. i mean, what are trump's biggest challenges and roadblocks in some of these states, and if he doesn't get overwhelming support, what's the base level vote percentage that trump would need in the blue states to beat hillary clinton in a general election? >> well, he's going to need to pick off a handful of those states in order to get the electoral college vote up to the point where he can win this thing outright and get to 270. and in trump's case, if you look at the hillary clinton campaign, that's as good of an indication of any where they see real threats from donald trump. they have begun to put resources in place like wisconsin. >> what are the rod blocks? >> pennsylvania. >> can you tell me some of the roadblocks that trump would face in some of the blue states. >> the roadblocks are going to be to convince democratic voters that he's not a wild right winger which i think would not be a difficult challenge for trump, especially because he is sort of socially liberal and does have liberal ideology and is very appealing among w
