tv   U.S. Senate Majority Leader Mitch Mc Connell on Election Security  CSPAN  July 29, 2019 11:09pm-11:35pm EDT

11:09 pm
by explaining his actions and pushing back on those who were euestioning his motives. welcome back for a busy week. first there's something i need to address. over the last several days i was called unpatriotic, un-american and essentially treasonous by a couple of left-wing pundits on the basis of bald-faced lies. i was accused of aiding and abetting the men i singled out nearly 20 years, vladimir putin. this was less than 24 hours after the outrage and industrial complex. i was disappointed yet again by

the special counsel. partisan democrats and their allies were crushed. a few months ago when the report cleared the president of conspiring with russia during the 2016 campaign and now the hyping of the special counsel's congressional testimony has fallen flate once again. but the conspiracy theories and reckless accusations have to continue. too many people have invested too much time in the hysterical eco- chamber simply wind it down and join the rest of us and the real world the outrage industrial complex needed a new target, and that's where i come in. mitch mcconnell, the hawkish foreign policy conservative who spent decades pushing back on russia every way i can think of
11:11 pm
was accused of what amounts to treason by multiple media outlets within a couple of hours. these absurd smears were not thrown out there by anonymous twitter account. it was pushed by big time. the smear that i am a russian asset ran in the opinion pages of thege washington post. the quote that i am un-american was broadcast on msnbc. this is the state of left-wing politics01 in 2019. it's like an inflationary crisis but with outrage instead of dollars. they've borne out the volume knob so much that they have nothing left but the most unhinged beers.
11:12 pm
welcome to modern-day mccarthyism. last week i stop democrats from passing a bill through the senate by unanimous consent. i ask for unanimous consent to pass the bill everyone knows isn't unanimous and never will be. these theatrical requests have been alhappenall the time here .
11:13 pm
i promise nobody involved including my friend at the democratic leader that made the request a actually thought he would get a republican senator instantly unanimously passed a bill that got one republican vote. if excess policymakers with a different opinion. but the outrage industrial complex can'tit let a little thg like reality get in their way. started wit it started with the angry lies on msnbc. to dismiss as, quote, a hoax.
11:14 pm
i've spoken extensively about the unacceptable interference. let me make this clear the hyperventilating but haven't actually followed this issue. both are defensive. claims to the contrary. multipurpose and distortion, not
11:15 pm
clever, just total fabrications. to applaud the remarks and we are at war. they are not going to necessarily continue to play fair. let's remember how they waded into the conspiratorial fever swamp over the past two years. they give time with one guest who among other things in the formal white house adviser was s close to being executed espionage.
11:16 pm
msnbc built segment after segment, show after show on building anticipation for a big reveal. but then the report took some of their stories right off the table and then last week i disappointed the political left yet again. so they needed a new target. a few hours later came the "washington post" column authored by a pond and spent mucpundit had spentmuch of the n

carrying water for its failed foreign policiesnd and excusing president obama's weakness on russia. mitch mcconnell is a russian asset. a shameful smear and based on more lies he repeatedly claims i thought all efforts to raise the defenses against russian meddling. the coordinate work between congress, the administration and the states which are primarily responsible for the elections and the senate has passed major positions on the subject this year what's more, one of the specific pieces of legislation he claims i walked is something
11:18 pm
i will never have opposed. the online column links to a bill and it's something that i've never opposed. these would at least consult a fact checker before accusin accn elected official of aiding and abetting vladimir putin. nbut alas, it isn't even the piece. piece. just sloppy work. now ironically he is frequently written pieces lecturing republicans who he has impugned others patriotism. back in 2013, the same guy wrote a piece insisting that, quote,
11:19 pm
in america a political opponent is not always the enemy. in 2015, he criticized and others for criticizing the president's patriotism is said thait issaid that such beyond te rhetoric have to be thrown out to have a civilized debate. so mr. president, you get the picture. when a liberal politician is being criticized, left-wing are clling for civility and decency and high-mindedness. when it's time to smear somebody on the other side, they are delighted to lead the charge. as recently as 2017, this columnist wrote, quote, let's pause to remember we all love our country. that's all our colleagues know
11:20 pm
i've spoken at length about the attack on american democracy. i worked to ensure they sent hundreds of millions to this data to improve their defenses and applauded the whole government efforts they continue to carry out with states and localities. the good news, it may not selling newspapers, ratings were help off democratic fund raisin, but the fact artifacts and that is that this administration has made huge strides on election security since 2016. they've made a noticeable impact in securing the 2018 election and vigilant and proactive as we head into 2020. a few weeks ago, every senator had the opportunity to attend and all members of everything that i helped organize detailing the major work that's been underway since 2016.
11:21 pm
i've been in a lot of classified briefings over the years. it's not exactly common for the members to break out in spontaneous applause, let alone bipartisan applause, but that is exactly what happened in a classified briefing. behind closed doors, democrats join republicans and applauding the progress made since 2016. this administration thanks in large part to our friend and colleague dan coats, whom i was very sorry to hear he'sy steppig down has increased and improved our intelligence collection on these threats. it's built better and more functional relationships with state election authorities. authorities. it's enlisted were held in the private sector to identify and counter the foreign influence campaign and worked with allies and partners to face similar threats from russia. it's imposed real cost on russia
11:22 pm
for its misdeeds and cut down on the ability of the russian intelligence to operate inside of our country. in particular, the department of homeland security has deployed special capabilities in all 50 states by detecting the line cyber activity. it's deployed cybersecurity advisors all across the country. it operates a national cybersecurity communications integration center and supports an election infrastructure information sharing and analysis center. among its many offerings to the states, gh -- dhs offers and prevention tools, training for election officials, all free of charge. and using the hundreds of millions of dollars congress has sent to the states with which i probably voted for, the authorities who actually conduct them on the frontlines have froe gotten themselves better prepared.
11:23 pm
this is a long list of significant achievements. achievements of my democratic colleagues applauded and cheered on behind closed doors when the administration briefed us a few weeks ago. but in public, in front of the cameras, some of my colleagues quickly pivoted right back into the hysterical observations that only player to the flames of this modern-day mccarthyism. the pundits are lying when they dismiss the work that has been done. they are lying when they insistt i personally applaud actions which i've championed and the senate has passed. they are lying when they suggest either party is against sending the democracy. this work is essential and it will continue. over two years ago i asked the

chairman of the committee to take a hard look at all aspects of the threat and the steps the obama administration took what they are prepared t prepared tod against it. here was the headline, decemberr december, 2016 from nbc news. mcconnell back to the senate investigation a russian hacking. we want a serious detailed investigation, not a political sideshow. on the press, i'm grateful for the nonpartisan work of the committee staff under the leadership of the chairman and vice chairman warner. the committee's report from the various aspects of the threat are now being released. he one of the vital context and analysis and inform what to do about this ongoing threat. i'm sure all of us will be open tote discussing further states that the executive branch and the states and private sector
11:25 pm
might take to defend against foreign interference. any further legislation must be informed by thise detailed repot and by all the steps the government has already taken. at the same time, mr. president, you can be sure i've spoken out against democrats efforts to seize on the crisis and use it to advance their other long-held partisan goals for the political process. some of the changes were long before the 2016 meddling, long before it. so, though, i'm not going to let democrats and the media use the attack on our democracy as a trojan n horse for the purpose d wish list items that wouldn't actually make our elections any safer. not going to do that.
11:26 pm
my opposition is not news to anybody that's what my career or knows anything aboutut congress. "the new york times" editorial board noted over the weekend that while they certainly don't agree with all of my views, they are principled back decades. and they have to admit tha had e democrats are playing politics by introducing legislation with no chance of passing the senate that serves to harden the partisan divisions. it's "the new york times" this weekend. so on complicated o matters at e disagreements we used to be able to have without mainstream media outlets screaming at one side as traitors. and this congress, this entire country only works when we refused to let them displace the

real debate. benjamin franklin said we had this republihavethis republic wn among other things, it means we cannot let modern-day mccarthyism when. so here's my commitment, no matter how much they lie in the bully, i will not be intimidat intimidated. for decades i've used m i used o stand up to russia and protect the united states of america. i am proud ofs my record and proud that it's right there in black and white" wires cannot gaslight it away. in the 1980s as a freshman senator i probably served with process to become president reagan on missile defense and other policies while the liberal media was shrieking that the reagan-bush foreign policy
11:28 pm
wouldn't work, i was honored to support him with my goat andou then watch communism crumbled. then in the 19 '90s i used my place on the subcommittee to sound the alarm on president clinton when he was too soft on russia. here's "the wall street journal" igcember 1994. kentucky senator accused to be the most potent foe of clinton's russia policy. here's the article said. the real challenge to the policy is the plan to attach political conditions to that aid with a cut off unless they stop meddling in favor the affairs. so let me say that again. as early as the 19 '90s i was on record as laser focused on russia meddling an of its bordes
11:29 pm
and making sure that they were held accountable and i askid consent that this article be placed in the record. >> without objection. >> on the other hand, i used hearings to grill democratic officials soft on president boris yeltsin and optimistic about the president elect putin. i didn't share democrats face that he would be our friend. excerpts of my statement from april 4, 2000 calling for a stanc2000: three stands onthe s one about vladimir putin appeared at this point. regardless of which way the political winds are blowing i have consistently treated russia like the threat that it is. even under the republican administration i spoke out when i was afraid that they were not doing enough to stop the erosion of democracy and rule of law in

russia. the managers remained concerned with the deterioration and systematic dismantling of democracy and the rule of law in russia. we pushed president bush's administration of the republican administration to do more and they helped lead thihelped leadt the obama administration. he mocked the 2,012th opponent for taking russia to seriously. his administration saw a reset with the kremlin and for eight years the charge against such weakness. a placeholder for the stance that we knew was necessary to commit to deplore debate could

deploy missiles into the sweeping legislation to authorize sanctions following the killing of the obama administration when an it triedo tiptoe to avoid messing up the offensive but we backed them into a corner on the side of the bill and the lawaw and in 2014,i and other republicansus constany pressed president obama took it upon russia with respect to the aggression in ukraine. i did ask consent that news article dated march 4, 2014 ortitled mcconnell obama's passive foreign policy is a mistake in the record. since 2017, i've continued reminding everyone that putin is not our friend. russia is going to continue trying to meddl meddle and we na comprehensive strategy to contest the russian aggression.
11:32 pm
once more for good measure mr. president i ask unanimous consent that the news article dated august 15, 2018 entitled u.s. senate's top republican ren likened russia to old soviet union be included in the record. >> without objection. >> i don't normally take the time to respond to criticism you when they have no clue what they're talking about, but this is damaging because of the way that it warps the public discourse. facts matter, details matter, history matters. in the middle of the 20th century the original mccarthyism

hurt america's strength is diminished standing in the cold war by dividing us against ourselves and crowding out reasonable politics. politicize from legitimate efforts to contest the soviet union including the efforts to rule out the agents in our midst in the short they did the work for them. mccarthyism did the work for the russian. here we are in 2019. again they seek to promote fear and division in the country to undermine faith in the

institutions, to exacerbate political differences until we tear ourselves apart and it seems there are some who take the debate calling on the officials treasonous because of a policy disagreement. if anything is an asset to the russians, it is disgusting behavior like that. i would make a three factor points. first, russia did interfere in the 2016 elections. every tillage insurgency, everyone who's looked at this is 100% clear that russia interfered. number two, a and attempt to interfere in the 2020 election
