tv   Palestinian President Abbas Remarks at U.N. General Assembly  CSPAN  September 21, 2017 6:14am-7:01am EDT

6:14 am
announcer: in his speech at the u.n., palestinian authority president says israel wasn't genuinely interested in a peace deal. his remarks are 45 minutes.
6:15 am
>> we will now hear from the president of the state of palestine. i will request protocol to escort his excellency. [applause] >> on behalf of the general assembly, i have the honor to welcome to the united nations the president of the state of palestine and to invite him to address the assembly. president abbas: in the name of god, the compassionate, the merciful, his excellency, secretary-general of the united nations the president of united , nations general assembly, ladies and gentlemen, peace be upon you. 24 years have passed since the signing of the oslo accords that was an interim agreement that set a five-year period for bringing an end to the israeli occupation. granting hope to the palestinian people that they would soon achieve independence within their state. and achieve peace between palestinians and israelis.
6:16 am
what is left of this hope today? president, ladies and gentlemen, we recognize the state of israel on the 1967 borders. but israel continued refusal to recognize this borders has put into question the mutual recognition we find in oslo in 1993. bash the mutual recognition that we signed in oslo in 1993.
6:17 am
since my speech before your august assembly, when i appealed for 2017 to be the year for ending the israeli occupation of the territory of the state of palestine, the israeli government has pursued its settlement campaign on our land, in contravention of all international conventions and the relevant resolutions of palestine. also persisted with its flagrant disregard for the two-state solution, resorting to progress nation of -- procrastination policies and devising pretexts to invade toto evade responsibility end its occupation of the territory of the state of palestine. instead of addressing the underlying issues and the root causes of the conflict, it has tried to divert international attention towards secondary issues caused by its colonial policies.
6:18 am
while we call, just like the international community continues to do, for an end to the israeli occupation of the territory of our state. they continue to make false accusations and pretend that there is no palestinian partner and imposes unreasonable, obstructive conditions. are,l is well aware as you that is occupation breeds incitement of violence. this military occupation by israel of our lands, has now lasted for over half a century. 10 years ago, we agreed together to establish a tripartite comprised of the
6:19 am
united states, palestine and israel to address the nature of incitement, and that the decision lies with the united states. for committee has worked some time, but then it was canceled and since then, we have been calling for the revival of this committee. to no avail. so, who is doing the incitement now? who is now trying to maintain incitement? it is very strange to hear some of those who hold the responsibility to end this occupation, referring to it as a half-occupation or alleged occupation. what do you mean by alleged occupation? for 50 years, we have been languishing under this
6:20 am
occupation. and now, somebody who is responsible is saying that this is an alleged occupation? this is not fair and incorrect. and an acceptable. unacceptable. the continuation of this occupation is an affront to israel and the international community. the united nations bears a legal political, moral, and humanitiarian obligation to end this occupation. to enable the palestinian people to live in freedom and , as an independent of palestine with the occupied jerusalem as its capital. june, 1957th of
6:21 am
borders. this is the responsibility of the international community. this is draining the quagmire of colonial occupation of our at -- of our land, and ending this illegal occupation is practice against our people. this would have a great bearing to fight terrorism and deprive terrorist groups of one of the key rallying cries deployed to promote their ideas. therefore, we reiterate that ending the israeli occupation of our land is of urgency. it is needed to supplement the effort that we are all undertaking to confront such groups. we palestinians are a national and international organization.
6:22 am
regardless of its nature, its or its character, we are standing against international terrorism and we are fighting it. [applause] gentlemen, ladies and we have explored every avenue and exerted far-reaching efforts to achieve peace with our israeli neighbors. and together, with the arab and islamic states, have adopted an invaluable initiative -- the arab peace initiative, aimed at resolving the palestinian and arab-israeli conflict. according to this initiative, israeli chaco withdrawal from the palestinian territories occupied since 1967 -- upon israel he -- upon the israeli's
6:23 am
withdrawal from the palestinian territories occupied since the 1967, arab and islamic states would recognize israel and normalize relations with them. so, what was the response of israel to this initiative? 57 arab and islamic states said they are ready, that if israel withdraws from those territories, all the states would normalize relations. and israel is not interested. there was also the four tet tetdmap in 2003, the quar roadmap in 2003, put forward by the quartet for peace endorsed by the security council and accepted by palestine.
6:24 am
it was also rejected by the israeli government. so israel is above the law. to ensure successful peace efforts, there came the french initiative, aimed at salvaging the peace process and the two state solution. it was done at the paris conference earlier this year and was attended by 70 state. repeat, and for international organizations. all of these efforts were met boycotting by and israel. the presidents of russia and china have launched initiatives for peace. the latest of these these
6:25 am
efforts, all of which we are thankful for, are being led by the united's president, donald trump. where are these initiatives? and why is israel not accepting these initiatives? on our part, we have also repeatedly tried to revise the peace process, and called on the israeli prime minister to our firm, to only affirm the commitments to the two-state delineate the borders between israel and to open ain order path for meaningful negotiation. to resolve all other final status issues. sitting together, resolving the issue of borders and then discussing other matters. unfortunately, it was rejected by the prime minister. we continue our efforts for success of the peace process. despite these efforts, israel continues to breach its
6:26 am
commitments and obstruct efforts by continuing to build settlements everywhere. there is no place left for the state of palestine. and this is not acceptable, for us and for you. you have responsibility. israel also rejects the two-state solution which poses a real threat to both peoples, the israelis and the palestinians alike. this compels us to undertake a comprehensive, strategic review of the entire process. ladies and gentlemen, commitment to peace should be from one side.
6:27 am
a commitment by one side is never enough to achieve peace. we have warned in the past and continue to warn of israeli policies, either we are free or not free. we have warned in the past and continue to warn of israeli policies aimed at entrenching the occupation and colonial pacts on the ground in east jerusalem. fewer religious animosity could lead to a religious conflict -- we've called on the israeli government to uphold the historic and legal status of the holy sites in the city. however, the israeli government
6:28 am
and is occupation of east it is an and 1967, occupying power. jerusalem is occupied. israel has repeatedly annexed jerusalem. by a unilateral decision. israel decided to annex. it did so, and we rejected that at the time and we rejected still today, alongside the whole international community including the security council. there have been many resolutions abducted by the security council, the authority of the world, saying that this annexation process is a legal. -- is illegal.
6:29 am
to whom should we go? the resolutions of the security council and those of the assembly are not implemented. so to whom should we go? , we're not going towards terrorism or violence. jerusalem is an occupied city. israel's decisions and practices are novel and board -- null and void and illegal. in their entirety. the same applies to all israeli settlements in eastern jerusalem into the rest of the occupied territories. it is an occupied territory. theel's attempts to reject historic status quo, vis-a-vis the status and integrity of the al-aqsa mosque can only be
6:30 am
described as playing with fire. jordan and palestine are responsible. we have cautioned the israeli government of the applications. both of us are responsible for the city. we hold it fully responsible for the consequences. don't ever try to go towards a religious war, it is really dangerous, for you and for us. we do not want it, our conflict is political. let it remain political. stay away from religious issues. gentlemen, ladies and despite of this ongoing occupation, and its oppressive policies and practices, we have to build the
6:31 am
institutions of our state competently. which hasn't recognized by a majority of member states of this organization. recognized byeen a majority of number -- of member states of this organization. 138 states among you. the majority of the membership the majority. to thank all these countries that have recognized and voted for the upgrading of the status of the state of palestine in the united nations. by doing so, you are redressing a part of the historical injustice of selected on our people and endured by our people. this supports the objective of these between israelis and palestinians in the middle east and across the world at large.
6:32 am
last year, before this august assembly, i stressed the status quo in the occupied territory of the state of palestine is not sustainable. however, as the situation has only deteriorated due to for assistance on continuing its aggressive policies and endless violations. israel, again call on the occupying power to fully respect and uphold all of its obligations, stemming from this occupation. consequences.the to be an continue authority without any authority.
6:33 am
we cannot remain an authority without any authority or allow this occupation to continue without cost. we are fast approaching this point. if they don't want the two-state solution and they do not want them bear the responsibilities and the consequences of these responsibilities, because we are not going to in this case. the two-state solution today is in jeopardy. we cannot stand still in the face of this threat targeting our national, political and social existence on our land. and endangering regional and international peace and security. we will have to take steps or look for alternatives.
6:34 am
to preserve our national existence and at the same time, to keep open the prospect for peace and security. however, all of the options that we are seeking will be peaceful. peaceful, peaceful. in such a situation, it is our right to search for alternatives that preserve our rights and protect our land and our people from an entrenching system of apartheid that came to an end in so that, a long time ago, it still exists in palestine. is this acceptable? can the world except an apartheid regime in the 21st century, in palestine? why? hand, we have
6:35 am
called on the international criminal court, this is our right. if nobody wants to listen to us, then let us seek all avenues. we have called on the international criminal courts to open an investigation and prosecute israeli officials for their involvement in settlement activities and aggressions against our people, and we will continue to pursue our accessions to international conventions, protocol and organizations. acquired aas observer status in accordance with the united nations generally assembling -- general assembly resolution 67/19 of 2012. call for the convening of the palestinian national council in the near future to have a strategic review. president, ladies and gentlemen, we as palestinians and arabs and
6:36 am
the whole world have the choice of the international law. and the two-state solution of the borders of 1967, and we will grant every chance for that resolution being undertaken by president donald trump and the and the international community to achieve a historic agreement or deal. we have heard that they are seeking a historic deal and we would like to thank them, we hope it will take place. so, we stress the two-state solution, enabling the state of palestine to live side-by-side with the state of israel in security and peace. but if the two-state solution were to be destroyed due to that recreation of a once they'd
6:37 am
-- aty with two systems one state reality with a two system of apartheid, this a be a failure. we would not have any choice but to continue to struggle. neither you, nor we, will have any other choice that to continue the struggle and the man full equal rights for all inhabitants of historic palestine. this is not a threat, but we are warning of the realities and consequences that would happen as a result of the ongoing actions that are greatly undermining the two-state solution. what do they want? let them talk about other issues, but our choice will remain the two-state solution. our problem, ladies and gentlemen is when the israeli colonial occupation, not with
6:38 am
judaism as a religion. , christiansstinians never --ms, we will they will never be considered a threat, it is an ever have make religion just like islam and it is an app or have make . an abrahamic religion just like islam and christianity. it will never be considered a threat. all these religions are equal and we are not distinguishing between profits or messengers. we are congratulating the jews -- we are not distinguish in between prp.
6:39 am
ophets and messengers. we are congratulating the jews on the occasion of the new year. starting tomorrow. ofs is a demonstration rapprochement between religions. president, ladies, we have due dutifully upheld our responsibility. since then, we have provided all forms of support on our own to our people in gaza, who are gravely suffering from the cruel israeli blockade. we have repeatedly affirmed that no one is more conscious about the interest of our people in the gaza strip.
6:40 am
we are keen on achieving the interests of our people in gaza. we said that there will be no there will beand no palestinian state without the gaza strip. this is a false dream. our state will only complete with the gaza strip. today, i must express my relief on the agreement reached in cairo as a result of egyptian efforts. we are thankful for these efforts in nullifying the measures taken by hamas following the division, including the formation of a government. now the government has been canceled, now there's commitments to the national consensus government to enable it to exercise its authority in
6:41 am
the gaza strip and a for general elections to be held. this agreement has been reached and we are satisfied with the agreement. next weeks, our government is going to the gaza strip to us you is responsibility. we wish the government all success. president, ladies and gentlemen, in my speech before this assembly last year, i appealed , thee british government government of great britain to rectify the grave injustice inflicted upon the palestinian people when it issued the in 1917,eclaration promising jews homeland in palestine. despite the fact that palestine was already inhabited by palestinian people. 97% of the population at that time were palestinians. we were disregarded.
6:42 am
again, palestine was inhabited by the palestinian people and was among the most progressive and prosperous countries and should not have been colonized or placed under the mandate of a great power. the british government has not taken any steps until this moment to correct this historic injustice against our people. the british government should withgize and provide us compensation and recognize the state of palestine. we talked to them atlantic, and so far, they have not ended -- they have not responded. but even worse, in a november they would like to celebrate the hundredth anniversary of this crime against our people.
6:43 am
the silence of the international community as to the israeli aggressive policies has emboldened israel to continue such policies. let me remind you that israel has violated international itslutions since establishment. it has violated the united nations charter and continues to do so as resolutions 181, 184, 242, dividing palestine. it said, through articles 42, it says that those who conduct of aggression towards the land of force will be defeated by .
6:44 am
israel has taken a large part of our territory and it was not deterred by the united nations. resolution, 194 providing for that return of refugees at that time. however, the united nations has not adopted any resolution. there is also another one calling for the withdrawal of , and also 338 resolution 2334 of the security council last year. so where is this resolution? cannothe united nations implement its resolutions, who will implement them? israel doesn't want to. israel as above the law. is it above the law? ladies and gentlemen, there is a double standard in dealing with
6:45 am
countries. this is your responsibility. president, to salvage the peace process and the two-state solution, i urge this organization and a your honorable state to do the following. effortsctively pursue to bring an end to the israeli occupation of the state of palestine within a set time frame. say, within this timeframe, the occupation will come to an end. it is no longer enough to issue generic statements calling for the end of occupation and the achievement of peace without a deadline. be made tot implement the peace initiative, including the just solution for the palestinian refugee question, in accordance with
6:46 am
resolution 194. the arab initiative was great in issuing the solution for the refugees, in accordance with resolution 194. were resolutions disregarded by israel. written -- ridden rou ghshod over these resolutions. to whom should we go? to whom should we complain? second, actively bring to a halt all occupation in the territory. as demanded in numerous united nations resolutions, including the most recent resolution 2334, in addition to the operative paragraph of the fourth geneva convention. an occupying power should not
6:47 am
expel the people from their land, this is the text of the fourth geneva convection -- convention. who is responsible for implementing these texts? what are we saying as an international community? third, implement international protections for the land and the people of the state of palestine until the end of the occupation as we are unable to provide protection to our people. given all of the forces, the harms that we are facing every day, who would protect us if you don't? many a time we have tabled draft resolutions and these go in vain. fourth, demand that israel
6:48 am
endorses and commits to the borders of 1967 as of the bases the two state solution and sets such orders in line with international resolutions. each party can act in its territory as it pleases, without affecting or damaging the rights of the other party now israel -- of the other party. israel builds wherever it wishes, demolishing houses everyday, even schools, hospitals are being demolished. nobody raises an eyebrow. now i must ask you, all the member states of the united nations, those who have recognized israel, they should state that they recognize israel orders, asis of the 1967 aligning themselves with international resolutions and reaffirming their commitments to these resolutions, even those basis of the
6:49 am
resolution number 181. that resolution was violated. question, to ask the where are the borders of israel that you are recognizing? where are the borders of israel that you are recognizing? where are these borders? how can you recognize a state that has no borders? it has not even decided on its own borders and international states that the state is a land with borders and israel has no borders. so how can you recognize a state that has no clear borders? sixth, i call on all states to and all forms of direct and indirect involvement and report to the illegal israeli settlements regime. on the land of the occupied state of palestine in accordance
6:50 am
with you and resolutions and -- in accordance with united nations resolutions and the a friend positions of states in and similar to the international community's approach to the apartheid regime in south africa. we should not deal with settlements. we should not condone settlements. the blacklist of countries who are dealing illegally with the israeli government should be exposed and revealed. those dates that have not recognized the state of palestine yet, to do so. hown't understand recognizing the state of of 19ine on the borders
6:51 am
67, there could be minor amendments between the two parties, but the foundation and the basis is 1967. our borders are well known, so where are the borders of israel? i don't understand how recognizing the state of palestine harms the chances of peace, especially since we palestinians have recognized israel on the 1957 borders. eighth, we look to the security council to approve our application for fall number ship of the state of palestine to the united nations. -- the 1967 borders. what do we lack? what is there that is missing? every day, we prove that we are eligible for such status. all those who support the two state solution should recognize the two states, not one state. palestine and israel.
6:52 am
if you recognize israel, you should recognize palestine. ninth, we urge the international community to continue to provide economic and financial support for the palestinian people to achieve self-reliance. if the occupation comes to an end, we will tell you think you. -- we will thank you, we will be self-reliant. [applause] unfortunately, because there is occupation, we can only seek assistance and we are grateful to you, because you are rendering such assistance. help us to get rid of occupation and we will thank you for your help.
6:53 am
we also urge you to continue providing support through the united nations relief and works agency for the palestinian refugees. in order for it to continue rendering assistance, in this respect, we are warning that there are events to eliminate item seven on the agenda of the human rights council or do thehange the mandate of organize and also to restrict the efforts of companies operating in israel settlements. this is the blacklist. why should we had this list? it is similar to terrorism. everybody should see this list to know who violates international law and who respects such law. so again, the blacklist of companies operating in israeli

settlements in the territory of the occupied state of palestine. 10th, we once again affirm our commitment to respect human rights and international conventions and to implement the united nations development -- sustainable development agenda, 2030. the paris agreement on climate change and all other treaties and conventions that we have acceded to. anything that we have acceded to we accepted and we are part of this international community. the state of palestine will reflect on these imperatives and draft resolutions. as appropriate to be represented to the united nations general assembly. , allll upon you preserving
6:55 am
of you, to vote in favor of these resolutions with the clear aim of preserving the two state solution, and salvaging and promoting the chances for achieving peace. to achieve prosperity for the israelis and palestinians alike, and the peoples of the region at -- at including allow me large. in closing, allow me, ladies and gentlemen, to salute our great people who remain steadfast in their homeland. [applause] despite the suffering, those who are struggling against foreign occupation peacefully. the culture of case is prevailing among palestinians. among all palestinians. who are those people who join daesh, isil? none of them are from palestine.
6:56 am
what does this mean? i salute our people in jerusalem who have given one of the most bright examples of peaceful popular resistance against the israeli colonial operation. when they prevented them from praying, they prayed outside. they were praying, and they were victorious. [applause] i salute our people in exile and in the diaspora. i support our people who remain steadfast in the west bank and we had and also the besieged gaza strip. i salute our glorious martyrs. and our courageous prisoners who are in israeli jails. i tell them all that freedom is coming. it is inevitable. it will come. and occupation shall come to an end. it will either be the
