for urban and small stream floods possible as the storm system moves in this evening. up to 1 inch an hour possible from that storm system. win advisories have been issued for tonight through early tomorrow morning for the entire san francisco, monterey bay. there's a winter storm warning in effect for up to 2 feet of snow at higher elevations. we'll have your complete forecast coming up. >> thanks, christine. the california department of water resources is about to conduct its first snow survey of the new winter season. the survey helps determine what the water supply will be for the coming year. today's survey will be the first of five months of measurements to help water supply planners estimate how much snow melt will flow into resevoirs in the spring. officials say three years of drought could be over if we continue to see at least average snowfall in the sierra. now, encouraging news there.

this means that we can see flash flooding with 2 to 4 inches of rain before this moves through tomorrow and turns to showers. wind advisory for the entire bay area with winds out of the southwest. 20 to 30 mph. gusts to 45. area ponding likely as a result of the storm system as it moves through this evening. winter storm warnings. we will see no level to 5,000 feet. lower by wednesday and thursday night down to 3,000 feet. strong gusty winds. 1 to 2 feet of snow. so it just continues. the winter of 2010. and this is what we're expecting, the heavy rain and gusty winds to continue through tomorrow. then we'll see very cold air follow the storm system and that will bring the snow level down in the sierra. could see a dusting of snow perhaps in some of those showers wednesday into thursday on bay area hills. new year's eve day right now looks dry but then some showers on saturday. so it just continues and we'll
