began removing traffic barriers to re-open the block. there was a sizable group of onlookers as officers started moving the barriers. they actually asked the crowd to help them move the flowers, candles and other items. this afternoon federal alcohol, tobacco and firearm agents finished their work and left. the building has been encircle wed with a fence and has been red-tagged to warn people that it's structurally unsafe. a parent of a victim helped move the flowers. they live in washington state and wanted to see this place before returning home. >> we have discovered a whole community of people that love, and he loved the community we didn't know existed until now. >> reporter: also here was derrick almena, the primary tenant of the building. he win into the ghost ship before police opened up the street. he was here for a few minute and

in pacifica crumbled away. and an apartment building continues to give way. cornell bernard is live. >> reporter: the city says it will survey the cliffs tomorrow where erosion seems to be a never-ending issue. this foot path to the beach is closed tonight after a large section gave way during recent rains. a lot of neighbors on esplanade avenue are worried. >> something that was waiting to help. >> reporter: she loves to walk on the beach but now she can't get there. the only coastal access route off esplanade avenue was wind out after a 30-foot section of the concrete path buckled and collapses into the pacific. >> it's terrible. a lot of people are scared. those who live close to the ocean. and their properties are --

their values are going down,. >> reporter: this viewer shared this drone video of the collapse, showing a large green pipe now exposed a clear view through the hole down to surf. >> didn't take el niño to do this. >> just feet away, more earth under the apartment building has crumbled. >> so this section, the section that you see here, is what went out on thursday. >> reporter: willby used to live here until thety yellow-tagged the building last winter and demolished two buildings last march after erosion made them unsafe to occupy. now a popular foot path has failed. >> this is standstone and sand and there's water draining through them. >> the pacifica city manager says this coastal access path is private property, own bid a nearby apartment communitying. in pacifica, abc7 news.

>> cleanup crews spend the day chopping up trees hundreds of year old. one tree let a house, and one other didn't cause damage. more rain is coming to the bay area this week, tonight it's the sierra seeing its first significant snow of the season. drew tuma has more about the snow and the simms lined up for us. >> it's a temporary lull in action but a series of storms in the next seven days will bring a lot of snow into the sierra. we have a winter storm watch in effect until thursday. four to eight inches above 5,000 feet. over the passes 18-inch is possible and the highest peaks could see as much as four feet of snow. this storm in the sierra will also bring about rain here in the bay area. the next seven days a very active pattern guying on tuesday, wednesday, and thursday, where the rain chances ramp up after a quiet start tomorrow.

>> tomorrow a major change is coming to drinking water in san jose. it is the biggest city without fluoride added to the water. a 1995 california state law requires water providers to add fluoride. supporters say it reduces tooth decay in children. critics believe it's not safe. a new california law could make the state's already high teacher shortage worse. proposition 58 ends english-only teaching in public cools. advocates say it allows bilingual education to help with learning and give some children help with complicated concepts

in math and science from a teacher who speaks their own language. the problem is california doesn't have enough bilingual education teachers to go around. >> we'll have a tremendous teacher shortage in bilingual education once we start that kind of program. we hope we can retrain any of the current teachers that are in the system. >> california lost a third of its bee lingual education teachers when english-only teachers was mandated in 1998. a mountain lion cub is being nurtured back to health. here's a picture of rescuers using plywood blocks to block the cub from get can away until it could be put into a crate. the cat is estimated to be four months old and appeared to be thin and dehydrated. experts think it wandered away from mom. up next, beamed into the bay

the typical cool spots, santa rosa, but elsewhere the starting temperatures on monday mainly low to mid-40s. on monday, limited sunshine. clouds will stay intact but will be a dry day on monday. chilly, though. temperatures only 55 in the afternoon, 56 in san jose, 53 in san francisco. 51 half moon bay. we bring back the storm impact scale on tuesday with the next storm. it's a one on the impact scale. highest totals in the north bay, lowest in the south bay. so future weather going hour-by-hour on your tuesday, perhaps a sprinkle first thing in morning-nothing widespread. the action picks up tuesday afternoon. from then on out it's just a steady right rain. the rain will accumulate in north bay to around a half inch there, a quarter inch is a pretty good estimate for the heart of the bay area. you can see lower totals in

mountain view and san jose. but then the storm system will actually intensify and strengthen. so on wednesday we upgrade to a two. a moderate storm and there will be a dramatic range in rain totals. part of the the reason why the storm system will stall in the north bay, outside of the north rain, less than quarter inch. everyone will feel breezy wind so we'll showous front is going to rebound to the north on wednesday and then in the afternoon going to set over the north bay, bringing scattered showers south of the golden gate. future tracker showing on wednesday the winds will pick up. over 20 miles-per-hour by 2:00 wednesday afternoon. higher guests along the coast, and then our third storm looks to arrive thursday morning and with it looks to have very strong winds, especially right along the coast. wind gusts over 50 miles-per-hour.

this is still four days out but for the guidance shows strong winds we have to upgrades the storm to three instead of a two. the accuweather forecast, we're dry on your monday. tuesday, light showers. it's a one on the storm impact scale. wednesday, we're turning breezey with soaking showers north bay. thursday, there's the third storm, and if the winds look to be over 50 miles-per-hour on the coast we have to undergrade the number to a three. i'll have new information at 11:00. >> thank you. >> well, i didn't think it could get any worse but the niners found another way to lose today against the jets. started out well after a jimmy ward pick, and then a toss to carlos hyde. 7-0. hyde had 141 yards rushing at the halve, career high 193 at the end. 47 yards here sets up the touchdown. niners up 14-0.
