now from abc7, live breaking news. and that breaking news is out of san francisco. a coast guard boat and helicopter are looking for a man missing in the surf near baker beach. rescuers lost sight of him after he appeared to be unconscious in the water. firefighters rescued another man who tried to help the victim in the water. that man suffered non-life-threatening injuries. thank you for joining us tonight. >> we're also monitoring developing news in san francisco tonight. >> more a dozen people complained of being sick after pepper spray was released inside a busy shopping mall. >> firefighters evacuated the stone's town galleria after 8:00 this evening. >> paramedics treated and released 13 other people, with three going to the hospital. now to our other top story,
the raiders' re-location to las vegas. >> the lone nfl owner who voted against the move is telling abc7 news why he's against re-location. >> we have the story from phoenix where nfl owners made that decision today. >> reporter: after weeks and months of hand-wringing, especially in the bay area, this vote wasn't even close. in fact, to hear roger goodell and the owners tell it, oakland wasn't even in the game. >> for them to give us the support they did today is unbelievable to me. >> hours after nfl owners granted him permission to move from oakland, raiders' owner mark davis seemed intent on moving forward in las vegas. >> every time i've been down there and seen people around, they're really excited about it. and i don't know if anybody thought it was going to be really a reality, become a reality. and i'm still not sure that i really have taken it in yet. >> the decision to allow the
vegas move was nearly unanimous except for miami dolphins' owner stephen ross, who did not think the raiders met the criteria. >> it's like owning a utility company and i just don't think everything was done for them to try to stay and oakland. >> reporter: but the commissioner said oakland's offer fell well short. >> we need certainty, a viable plan. >> reporter: veteran wide receiver brandon marshall said he'll miss playing in oakland. >> people always asked me what was my favorite place to play, i've been in the league for 12 years, and played for several different teams, it was always in oakland. i love the black hole. >> in phoenix, ray perez and gris jones were a part of that black hole. two more years. >> i'm not going. if you're a season ticket holder, sell them back. >> reporter: mark davis is

commiserating their loss, misery loves company. share your sadness with a raiders badge and see how other fans are reacting. new at 11:00 r six cars were damaged in an accident that began with a vehicle running into a bull. the bull was trotting on highway 4 shortly after 8:00 tonight. one car smashed into him, the other five crashed in quick succession. one going airborne and flipping over, as you can see. a woman was taken to the hospital. the bull was killed. three people are now confirmed dead from a fire that broke out in a three-story apartment building in the east bay. tonight, one person may still be missing hours after this fire started. it all unfolded on san pablo avenue in oakland, where abc7 news reporter lilian kim is live tonight with new details. lilian? >> reporter: dan, this area is still blocked off to traffic as crews need to make sure everyone is accounted for, while investigators try to determine
the cause of the fire. firefighters planned to be here overnight, describing the work as slow and methodical. the building, just too unstable. >> it pretty much pan caked from the fourth, to the third to the second. that's making the search efforts slow and difficult. >> reporter: the fire broke out at 6:15 a.m. rea residents running for their lives, some hanging out of windows. >> i heard people screaming, back banging on the walls and windows, telling people, get out, get out, get out. i grabbed my kids, grabbed our shoes and we ran outside. when i opened the door, it was like back draft. >> reporter: three people have been confirmed dead. the coroner identified one of them at 64-year-old edward anderson. those who made it out alive checked in at the temporary shelter at the ew oakland u center on market street. >> i just don't know what to do. i lost everything. i don't have nothing.
but the bags, the free clothes. i have no underwear. i don't have nothing. >> it's unclear how long the shelter will remain open. the goal is to find a long-term housing solution for the fire victims. >> maybe the health needs, the drug needs, that's going to be the challenge, being able to find the places that will take the individuals in. >> reporter: leaving dozens of people with an uncertain future. in oakland, lilian kim, abc7 news. the building that burned down housed a non-profit housing group, whose client lived on the site. we've learned the landlord tried to evict them after december's deadly ghost ship fire, but the tenants got a restraining order. urojas ministries serves the homeless and mentally ill. they complained about the dangerous and unsanitary conditions in the building, holes in walls, momomomomomomomo
leaking pipes, and rodents. >> we talked to the powers that be to let them know we've been having issues in this building. tat's what we've been doing, trying to get assistance with it since december. >> reporter: city records detailed 20 complaints dating back seven years. the owner told said the non-profit was behind on rent. you can download our app today so you know what's happening where you live. several riders opted for uber and lift to get to work and boy did they pay through the nose. before 8:30 a.m., the accident caused a powerful line to fall near the west oakland -- closing the station, uber and lift engaged in surge pricing. according to posts on social media, a ride from oakland to downtown san francisco costs between $60 and $110.

an inmate inside this south bay jail was stabbed dozens of times. and tonight's sheriff's investigators say he was attacked with a make shift knife, also known as a shank. >> two inmates face attempted murder charges. katie marzullo is live at the santa clara county jail in san jose with new details about one of the suspects. katie? >> reporter: it happened here in a wing that houses inmates
accused of murder and attempted murder. tonight a source tells me one of the alleged attackers is charged in the double murder of two teenagers and that his mother was on the blue ribbon commission for jails. the santa clara county office says these are what two inmates attacked another. >> he was stabbed in the head, in the back, in his sides with a manufactured weapon of a metal material. >> reporter: the stabbing was so brutal, the blades were went in the attack. one of the suspects is matthew clifford, who is awaiting trial for murder in the shooting deaths of two teenagers behind the kohl's store on jackson avenue. the other is being held on an attempted murder charge. >> this was a calculated attack. >> reporter: they say the suspects and the victim were among 40 high-level offenders who were out of their cells for free time. >> in this case, officers were able to respond in a timely manner and catch the individuals with the weapons on their
person. >> reporter: this judge says the stabbing shows the importance of the committee's recommendations. >> the recommendation that there be independent civilian oversight in the jails, that there be new leadership in the jails. because it's just getting a bit old, seeing these kinds of things happening again and again. >> reporter: the suspects in the attack face attempted murder charges. the victim has been treated and is back in custody. katie marzullo, abc7 news. one of san francisco's largest taxi companies might sell for less than half of what you'd pay to buy a house in san francisco. yellow cab is being sold. city wide has offered to buy it for $400,000. yellow owes millions in debt. taxi companies blame uber and lift. comcast plans to launch a
low-cost service aimed at streaming video, reuters reports it would be called xfinity instant tv. comcast is marketing it to broad-band customers who don't want to pay more for traditional cable. packages include major broadcast networks with options for other channels. the professional women of business conference will be held tomorrow. and hillary clinton will be the keynote speaker. this will be the first time she'll be in san francisco since a pre-election trip in october. they'll also hear from taraji p. henson, rosario dawson, jackie speer, and memory banda. even i will serve as conference co-host. >> that's going to be a great experience for all concerned. wonderful. >> yeah. >> nice thing, the weather will cooperate. last year or the year before we were racing around with
