a tragic story in the south bay. a mother and her two children are dead after an apparent murder-suici murder-suicide. police responded to the apartment on dent avenue yesterday afternoon. the woman died by suicide after taking the lives of her two young saons. the father returned from the grocery store and discovered the horrific scene. >> he was saying help me, my boys are dead. that's all he said. >> police have not confirmed a motive. one neighbor and family friend, though, says she believes the mother may have been battling depression after recently losing her job. investigators are asking for the public to come forward with any information. if you or someone you love is struggling with suicidal thoughts, you can find your ally at abc7news.com/take action. we have links to resources on suicide and other issues like domestic violence, bullying and school safety which we hope

this is abc 7 mornings. i'm tracking rain around cummings skyway. highway 4 in pinole valley the western parts of contra costa county. temperatures that are running around 49 to 51 degrees. in the south bay, pretty much everywhere. novato and is sebastopol. if you're out and about, showers and shine. brelland sunglasses. not as well if you're exercising. high country, still snowing. be careful heading up there. we start in the 40s in the north
bay, end up in the 40s from 8:00 to 6:00. in between, low to mid-50s under a mostly cloudy sky. our least likely area to have wet weather. in the east bay, mostly cloudy all day with temperatures spiking in the mid-50s and the peninsula, mostly cloudy conditions with a random shower. we'll be in the 50s until the evening hours at 48. alexis? mike, a little bit of better news here on the bay bridge commute. westbound 80 on the incline. that's where we've had a disabled semi blocking the right lane for 45 minutes. i watched them slowly start to tow that away with a big rig tow truck. i don't think they've made it to treasure island yet. i'm hoping they can take it off there until getting it into san francisco. as soon as we have an update from chp, i'll let you know. i'll show you what that's doing to traffic. in the meantime, a look at the traffic mans. quite heavy past the maze to get to the point where we had a lane down. 9 miles per hour for you. before you get to that point, we've got heavy traffic northbound 880, as far as i know, we have a disabled semi there blocking lane number 3.

welcome back. b.a.r.t. riders see it every day. fare evaders jumping over the gates and hopping on to trains without a ticket. the chronicle reports, even if they're caught, they rarely pay fines. b.a.r.t. fare evasion teams caught thousands of evaders last year. more than 90% have not paid up. here's a breakdown of the numbers. b.a.r.t. was owed more than $497,000 in fines from nearly 6800 violators last year. fewer than 600 have paid fines. bringing in $64,000. half of that money, i should say went to a private company which processed the tickets and b.a.r.t. was left with just $32,000 from an enforcement program that has cost $1.4 million since going into effect last year.

we've learned that they were on an international flight that landed at sfo last month. two of the not clear if the person knew they had measles at the time. health officials say the public is at a low risk and so far, no other cases have been reported. we're hearing from the oregon man who survived a snowstorm by eating only taco bell hot sauce. jeremy taylor says his suv was stuck in the snow last week. he planned to strap his ski rack to his feet and walk three miles for help. but another blizzard forced him back to his vehicle. taylor was stuck there for five days. he says he ate the only edible things he could find. three small packets of taco bell fire sauce. >> there's onions or hajalapeno something you can chew on for a second. whether or not it's nutritional

over to help after the first spinout crash. sounds like a couple other vehicles -- it is the counter commute direction. that's a little bit of good news. definitely seeing a backup in the area. improving news in oakland, too. looking much better on northbound 85. we had the disabled semi sitting in one of the middle lanes before the -- well over an hour. chp got there, cleared it. all of those residual delays cleaned out quickly. east bay facing possible classroom disruptions. >> teachers in the san ramon valley district could soon be on the picket lane. amy hollyfield is live in danville with an update on the late-night negotiations. amy? >> reporter: jessica, they walked away from a marathon negotiating session without a deal. they do not have any plans to meet today. 98% of the teachers in the school district have voted to authorize a strike. they have reached a tentative agreement on a pay raise.
the sticking point right now is class sizes andrs, nd counselors. >> district unwilling to negotiate with us around this class size to something that our membership will be willing to ratify, we have to go to a strike. >> reporter: a district spokesperson to san ramon valley is the fourth lowest funded unified district in the state of california. both sides had expressed a lot of hope that they would reach a tentative agreement yesterday. but that did not happen. teachers could strike as soon as the end of april if they don't reach an agreement. reporting live in danville, amy hollyfield, abc 7 news. happening today, classes will resume at richmond high school one day after they had to be canceled because of a power outage. the school will be on a modified schedule, though, meaning that classes start at 10:00 this morning and go to 2:30 this afternoon.
the equipment that caused the outage should be repaired before students return to campus this morning. also new this morning, new allegations against singer r. kelly. >> the detroit police department revealing that they tried to contact the woman who says she was victimized in 2010 0 1 only 13 years old. that new allegation comes as kelcy waking up in jail. he was arrested after the explosive interview on cbs. three the alleged victims are minors. >> how come it was okay for me to see them until they wasn't getting no money from me? y'all trying to kill me? >> that interview was something else. the cook county sheriff's office says kelly will remain in jail until he pays back the more than $160,000 he owes in child support. we turn now to the north bay. sonoma county supervisors meet to get an update on the recovery
after the russian river flooding. growing piles of trash are a major concern. we were in guerneville where people are asking for help. the county is providing places for people to dump flood debris, but you have to haul it there yourself. >> you're never ready for this. i've been through a flood before. but not this. >> everybody knows it's been a tragic event, but jesus, give us some help here. >> the county in the red following the wildfires in 2017. the supervisors may turn to the state and federal government for more cleanup money. the i-team learned that the federal judge wants to prohibit pg&e from issuing dividends to investors until it does more to prevent wildfires. it's the latest development involving the utility. as we've been reporting, the judge overseeing the probation for the san bruno pipeline explosion has ordered the company to trim or remove trees so they don't fall on to power lines and spark wildfires. pg&e says that order is too
costly. here's reaction from katherine sandoval, a california public utilities commissioner. >> em hoping for an attitude change in pg&e because they have come back a couple of times and said this is impossible. this is a really -- >> the final decision on the judge's order is expected next month. >> in the north bay, a beloved santa rosa restaurant that burned in the 2017 tubbs fire is starting a new chapter today. tweet t's restaurant is reopening at its new location off brooks road in windsor. they look very happy about it. these are photos from the soft opening on friday. the restaurant's owner are promising to serve the same southern-inspired dishes long-time guests remember. abc news tried to get a reser vase online, but they're booked until monday. that's a great thing for them. >> from open to close, part of hi in big sur is close to lands. cal trans closed the highway between mud creek and paul slide
until further notice. recent storms are triggering landslides. cal trans says it's found unstable boulders and mud flowing off the hillside in the area. part of mud creek slumped three to five feet since last thursday as well. cruising the bay to get to oracle park could soon be more expensive. >> transportation officials will hold a public hearing to get your input. the san francisco bay ferry provides extra service from oakland, alameda and vallejo on days when the giants play. they need to raise fares to cover operating costs. if you wanted a ferry ticket from oakland or alameda. you would pay up to $9.60. youth and disabled pay slightly less. a ticket from vallejo, much more, $15.90 for an adult. today's hearing starts at 1:00 this afternoon at the port of san francisco. all right. here's a look at what's going on. i wanted to start with the newest information from the u.s. drought monitor. we're out of it.
no dryness here anywhere. look, it's just across the border with oregon and the mexican border that we have abnormally dry conditions. a little over 10% of the state is technically dry. that's the lowest since august of 2011. so long time ago. we're in the upper 40s to 50 degrees in san francisco. some of our milder temperatures. we've got 50 in richmond, belmont. american canyon, pittsburg, tracy, union city. if i didn't mention your neighborhood, dress for 40 to 45 degrees. a deck of clouds still letting go of some drizzle. even light clouds here and there. it will be damp for many of us. just soggy spots for mass transit. damp. it will be calmer on the bay. a few showers this afternoon mo afternoon hours. we've had drizzle to light showers elsewhere. the radar is shooting over them
because they're so low. that's why a lot of the road are damp. a mostly cloudy day, 51 at 8:00 to 56 at 2:00. 8:00 back down to 49 degrees. the south bay, this is where we have our best chance of scattered showers. especially during the lunch-hour into the early afternoon hours. san francisco, a little bit of drizzle. then just mainly cloudy with spotty drizzle the rest of today. a more organized area of a shower or two maybe here during the evening hours. it's just a 1 and mainly for the south bay. are you seeing anything better this morning because of yesterday? >> overall, much, much better than yesterday. however, i have a pretty significant problem. let's look at sky 7. they're on the way to an issue right now. this is in south san jose. southbound 101, just past state route 85 there, a few minutes out from getting to the scene of the crash. we'll check back in with them in a few minutes. i can show you where this is on the traffic maps. it is a sig-alert. as many as 12 vehicles involved. although, i am seeing three of the vehicles need tow trucks.
