and 70s at noon. back into the 60s and 70s by 7:00. clouds and sunshine during the afternoon hours. frances. a new hit-and-run reported at the bay bridge toll plaza where traffic is backed up past the 880 overcrossing. this could slow things down a little further. this is one of our hot spots this morning. our other hot spot is westbound 4 in antioch. earlier motcycle crash may still be blocking the two left-hand lanes. the backup is growing as you can see. so it's a very slow ride there. also, a live shot of highway 87 in san jose, northbound 87, the capital expressway, an accident off to the right-hand side. a new crash reported in millbrae, north 101. we will check that out in my next report. developing news out of the south bay, campbell police are investigating a stabbing that left one person hurt at a gas station. this happened just before 3:00 this morning at the shell
station on east hamilton avenue. this is near the on-ramp to highway 17. police have not said who the victim is or what led up to that incident and the victim's condition isn't known. a terrifying home invasion with a shocking twist. mountain view police say it was an attempt to evict a family. police say landlord reenu saini was frustrated over late rent payments and wanted the family gone. she and four other people showed up to the home on monday night. they cut the power to the family's unit, and one of the crew tried using a knife to force the door open when the family refused to leave. the five now face attempted robbery and burglary charges. as we enter the most active months of wildfire season, pg&e has launched a new website to warn customers about preemptive power shutoffs. >> abc 7 news reporter jobina fortson has a look at how it looks. >> this is the new pg&e weather westbound site. it asks, could a public safety
weather outage affect you. let's check it out. we've got a couple things here. first off, it shows you the prediction for the potential for shutoffs for your power, and it ranks them here. we have not expected, elevated, public safety power watch and public safety power shutoff warning. those are the four rankings. if you move down further on the website, check out the menu. if you click here, you can see the wind gusts in your area, if we zoom in on that. also you can look at the temperatures in the area as well. there's a number of other options as well this is a video that pg&e uploaded for information about this. it's all in response to the harsh scrutiny pg&e faced for its role in northern california's devastating wildfires over the past two years. pg&e says the public safety power outage could impact more than 5 million customers. because extreme weather can last for several hours or days, pg&e
is suggesting preparing for outages that could last longer than 48 hours. a very long time there. the public safety power shutoff program now includes all electric lines that pass through high fire threat areas. it's important you make sure pg&e has your most up to date contact information. live in the studio, jobina fortson, abc 7 news. >> jobina, thank you. a formal google engineer is facing federal charges. >> accused of stealing trade secrets and taking them to his new employer, uber. anthony levandowski helped google's efforts in self driving vehicles. prosecutors claim he stole key files from google before he took a similar job with uber's self driving program. they say levandowski illegally downloaded 33 different files that belonged to google. >> each of these trade secrets was reasonably protected by google, had economic value and was not generally known. >> anthony levandowski is
innocent of these charges. he never stole or attempted to steal anything. >> uber has agreed to pay waymo $245 million to settle a civil lawsuit dealing with the possible theft of trade secrets. the companies involved issued statements after that announcement. this is from waymo. it says we have always believed competition should be fueled by innovation. we appreciate the work of the u.s. attorney's office and the fbi on this case. this response from uber. we've cooperated with the government throughout their vision and will continue to do so. it is 6:04. on to developing news now. puerto rico under a state of emergency as tropical storm dorian is expected to hit the island. the mayor of san juan is firing back at president trump over emergency funding. she says the money they received is not $92 billion. in fact, it's between $12 billion and $14 billion. >> we say to the president of
the united states will his lies end? will that ever end? will his racism and vindictive behavior towards the people of puerto rico ever end? >> abc news reports the trump administration plans to actually shift money from fema's disaster relief fund to spending on border related measures. let's get over to meteorologist mike nicco for a closer look at dorian's path. what's it looking like? >> pretty wet. that's will be the big issue as it moves through the virgin islands and eventually puerto rico tonight through tomorrow morning. half a foot to ten inches of rain possible. winds right now at 60 miles per hour. they could ramp up to about 70 to 75. they'll get close to hurricane-force. it looks like it's going to pass and turn into a hurricane as it starts to skirt the eastern kba hamas and head towards daytona beach saturday evening into sunday morning as a category 2 hurricane. so wind and rain for the florida peninsula could be devastating this weekend. >> mike, thank you. removing the debris

welcome back. remember the threat of dry thunderstorms? it's still out there. you can see it's mainly acramento valley through 9:00 this morning. that's going to head north and keep the threats going. look at the thunderstorms erupt along the sierra this afternoon. that's going to keep the fire threat going between 7:00 and 8:00 when the storms move across the border and dissipate during the eveng hours. for us the dew points are just now starting to creep up. that's the amount of moisture in the air. that's what makes it hard for your body to stay cool. look how much higher they get during the day today. we're in the muggy category. we'll stay there tonight. that's why we'll have drizzle tomorrow morning and milder temperatures, maybe not sleeping well tonight. as we head into thursday evening
they're still there. by the time we get to friday, they're gone. let me show you the temperatures at the same time. tomorrow, just mainly 60s and 70s around the bay,0s inland. friday we start to see 90s creep in. it starts to get a little warmer through saturday. these temperatures will hold through sunday and monday. just a few degrees warmer than average for the holiday weekend. we're supposed to say goodbye to summer. not going to happen for us this year which is unusual. i think it was really cool last year during the labor day holiday weekend. enjoy it. let's get back to the news. in the north bay drivers may soon see the number of electric vehicle charging stations double. >> the initiative is fueled by $5 million in state funds. currently there are about 460 stations in the two counties, it could grow to 1,100 by 2024 with a new rebate. my all-time favorite game, mario cart is coming to iphone

to 6. that's where we'll hover at 7:00. mid to upper 70s for our bay and inland temperatures at noon. never completely shedding the clouds. it will be a mostly sunny afternoon with mainly 80 do near 90 degrees. back in the 70s at 7:00. let's talk to frances. kind of busy this morning. >> it's gotten busier in the last ten minutes or so. southbound 680 heavy through walnut creek because of a new crash reported as you continue southbound on the right-hand side. westbound 24, there's a new accident just past 680. you'll find a stall westbound across the san mateo bridge in the center divide and then problems on both ends of the bridges as you make your way on northbound 101, traffic is heavy from san mateo up towards millbrae because of an earlier six-car crash. it has finally been cleared from the lanes. southbound 880 slow through hayward with another accident. i'll update you on the other accidents on the freeways in my next report. developing news this morning in mexico where a vay violent
attack at a bar left 23 people dead. >> and 13 others are hurt. take a look. this happened in the mexican state of veracruz in the coastal city of coatzacoalcos. here is new video into our news room. authorities say the attacker started a fire that burned through a bar killing eight women and 15 men. that fire may have been started by gasoline bombs. the governor of veracruz is suggesting a gang dispute was likely behind the attack. a hearing for the man accused of an attack outside her san francisco condo building. >> it turns out h h h he was not involved in the february attack. abc 7 news reporter amy hollyfield live in san francisco. >> reporter: prosecutors say they will be asking the judge to drop the charges, saying they got the wrong man. austin vincent wasn't here in san francisco when the crime he
is accused of happened. prosecutors say he was in southern california. the victim in that february attack called police when she saw him in the news. she said he was the man who threatened her with a knife back in february. those charges will be dropped today. he is still charged in the case that has attracted so much attention. vincent is accused of an attack captured on surveillance video. a woman is seen being assaulted outside her south beach apartment cox. the case sparked outrage when he was arrested but released from jail. the victim spoke out saying she did not feel safe. he is now in custody. his attorney will argue he should be released from custody today when those charges are dropped. that hearing is set to start at 9:00 this morning. live in san francisco, amy hollyfield, abc 7 news. it is 6:33. you are invited tod to a meetin about the proposed navigation
center. an advisory group has been created to monitor and provide feedback on the activities of the center. police and members from public works and the department of homelessness will be there to answer questions. that meeting starts at 5:30 tonight at the south beach harbor community room on the embarcadero at king street. happening to day, one of the thee suspected gunmen accused of a brazen shooting on san francisco's market street is scheduled to be arraigned. [ gunshots ]. >> one man was hit by the gunfire last week, but he is expected to survive. 18-year-old laron simpson will be charged with firing the gun. he was arrested along with 21-year-old elijah earnest when oakland police investigated the man. there is a third suspect on the loose. he is under the age of 18. in the wake of several mass shootings, washington, d.c.'s democratic heavy hitters were in town to talk about gun violence prevention. house speaker nancy pelosi and other leaders hosted a town hall at lincoln high school in san francisco.
they're taking a more aggressive stand against gun violence. congress is on a break, but once it resumes speaker pelosi hopes the issue of background checks will be resurrected. >> background checks saves hundreds of thousands of lives. it really is the most effective way to save lives. >> speaker pelosi will continue talking about guns this morning. she'll have another town hall meeting in colorado. >> shark tank judge kevin o'leary's boat was involved in a dadly crash in canada. tmz reports his boat rammed into a larger boat going directly over its bow and hitting a man in the head. he died and a woman was seriously injured. a person connected to the larger boat claims o'leary's boat left the scene. he says it's the other way around. he says he is cooperating with authorities. san francisco police are searching for the man who carjacked a shuttle bus at sfo.
shuttle operator sky park says passengers were just getting on the bus at the international arrivals terminal when a man walked up and ordered everybody out. he drove off in the vehicle and the shuttle bus was found a while later on ashby avenue in berkeley. fortunately no one was hurt. new development in the effort to fix san francisco's tilting millennium tower. the chronicle says a panel of experts signed off on a plan to drill 52 steel piles. the retrofit will cost $100 million. the millennium tower is leaning 17 inches to the northwest. residents blame the developer for not driving the existing piles deep enough. happening today in the east bay, 35,000 students in the fremont unified school district are heading back to school. we're taking a live look at at walters middle school where about 1,400 students are starting their school year today. it is newly renovated and expanded. for the first time it includes sixth graders, too.
schools in fremont unified are converting to middle schools to ease crowding in elementary schools. the second converted school will be opening up next fall. nearly 100 dogs rescued from a northern california puppy mill. now animal shelters need your help to find them homes. >> looking live at the big board at the new york stock exchange. we're down about 96 points. another update on how the markets are doing coming up next. putting housing into the fast lane. how one city is trying to speed up construction. first, you're never more than seven minutes away from my accuweather forecast. here is meteorologist mike nicco. >> good morning, guys. let's take a look at what's going on in the south bay. alum rock and milpitas and los altos hills at at. morgan hill at 58. everybody else in the low to mid 60s. same thing as you head up the peninsula on both sides. when you get north of alameda in san carlos, low to mid 60s. about 57 at half moon bay. a look at your commute as we look in south beach, 68 degrees. cloud cover is getting thicker, but mainly cloud cover.
not a lot of fog except along the coast and coastal valleys. we'll call it limited fog. cool to warm your temperatures on mass transit. becoming sunny if you're out on the bay. let's talk about the north bay, 50s, six, 70s and then 80s. 75 and sunshine this evening. for the east bay locked into the 60s through 9:00. at 10:00 we jump into the 70s. near 80 from 1:00 to 5:00. for san francisco, most of us in the 60s today. there may be a stray 70 here and there. upper 60s with a little humidity, that's not too bad for this time of year. take a look at the weekend forecast and a special treat for a special high school in brentwood coming up, also. has to do with social media and a positive aspect of social media. first let's bring fan ses in to tell us more about the commute. >> looking forward to that. for now we're dealing with a lot of problems on the freeways. here is a live shot of the
macarthur maze. for our emeryville camera, we turned it around thanks to brian jones in transition. we found this accident in the id manial lanes. three cars involved. apparently people were standing on the freeways. chp told them to get back in their cars where it's a lot safer. traffic is backed up on the eastshore freeway through emeryville and through berkeley as well. bay bridge toll plaza is backed up as well to the 880 overcrossing. taking a look at the westbound 80 stretch. highway 4 to the maze, 35 minutes. westbound 4 also slow antioch to hercules, 49 minutes because of an earlier motorcycle crash in antioch. northbound 101 about 20-minute delays from san mateo to millbrae because of an earlier
