>> a minute before 8:00. the big stories this morning, a u.s. soldier shoots and kills 16 afghan civilians, we'll bring you reaction. gas prices are on the rise. we'll show how much you have to pay to fill up. >> rain is on the way to the bay area. we're getting ready for a series of storms. let's start with a quick minute of bay area weather and traffic. >> we'll start off with the freeway shot looking back at san francisco, you see the sunlight bathing the buildings, sunny conditions today, changing into the overnight hours. a quick breakdown of the temperature chart, we're seeing 36 in santa rosa, 35 napa, still cold to the north bay with mid-30s. 46 in san francisco. 40 san jose. just a couple spots in the east
bay in the 30s. concord, and livermore, in the 38-degree mark. we'll leave with you this. current conditions show dense fog on the 101. expect visibility to get down to a quarter mile or less. we'll have our extended forecast coming and talk more about that rain for tomorrow and the rest of the week. now to traffic with george. >> good morning. we're tracking a hot spot around the bay area. we have had a big backup at the bay bridge toll plaza, we've seen improvement westbound especially here for the 880 approach to the bridge and here in the heart of the toll plaza. we haven't seen any accidents or stalls in the last hour-and- a-half. there was a minor incident this morning with a stall on the inclean cleared quickly but did mean slow activation of the metering lights, and that's why we're backed up still in the main here to the heart of the toll plaza. your ride to the san mateo bridge, problem free all
morning long. we'll switch from there, back to the golden gate bridge for your ride on 101 southbound where we have an easy commute, not only coming from but headed through marin county. justine? >> thank you, george. here is what's just in. a boston to chicago jetblue flight was diverted this morning because of a bomb threat. the plane landed in buffalo. the new information we've learned is authorities are saying someone made a call to jetblue and said there may be a situation with a passenger and possible bomb threat. the plane is in a secure location and a female passenger has been detained. the other 85 passengers and luggage has been removed from the plane, k-9s were brought in to do part of the investigation. i'll keep you posted as soon as new information comes to the kron 4 newsroom. >> we want to take a look at gas prices. the average price of gas has jumped 12 cents over the past
two weeks nationwide. and jumped a lot more in the bay area. let's turn to jackie sisel live in emoryville looking at the cost. it doesn't seem to be stopping people from filling up. >> reporter: you have to get gas. that's the problem. you're going to pay more at the pump. you talked about the 12 cents over the last two weeks nationally. that brings the national total to $3.80 for a gallon of regular. we're going to pay more in california. in fact, right now we're at $4.35 for the national -- for the california average, and that's up over 50 cents a gallon in the last 30 days making us number two only trailing hawaii for the most expensive gas in the country. and it seems like it continues to go up. let's take a look at the numbers. what you'll pay for a gallon, 4.41 in san francisco, 4.33 in
oakland, san jose 4.34 a gallon. a new "washington post" poll says 2/3 of the people polled in the survey disapprove of the way that the president is handling the gas situation, this being an election year that may play a role in who our next president is. >> we'll see. nothing but up. mark? the latest out of afghanistan, the taliban is now vowing revenge after an american soldier shot and killed 16 civilians. the u.s. saying the shootings in two villages were carried out by a sergeant now in custody. witnesses say the soldier went house to house shooting people. most of the dead, women and children. afghans are expressing doubt that a single soldier could have carried out the shootings in houses over a mile apart. the attack follows an incident in which u.s. troops burned korans outside a military base last month. president obama saying he's
deeply saddened by the shooting of the civilians. hamid karzai is calling them an assasination. >> with respect to this tragic incident, we haven't taken any specific measures to improve force protection at large across the country. this is clearly the act of one individual for motives we don't understand. very tragic. but it is not having a major effect with respect to the mission. >> afghans in the bay area demand a thorough investigation of the killings. fremont has the highest afghan population in the world, outside of afghanistan and pakistan. the san mateo county coroner identified a man who was struck and killed by a cal
train last year. he's vice-president of pay pal, 39-year-old eric salviterri of palo alto, with the company for five years. he was on the tracks near ravenswood avenue when struck by a northbound train. his death is still under investigation. new in the south bay, residents are getting $900 million closer to getting bart trains in san jose. in a few hours the federal government will make it official by signing papers that will release the money towards the project. will is in in fremont with details about the sign. >> reporter: we should say trains from fremont in 2016. people said yes. the reason why is look at the cars in the parking lot. for san jose residents, this is the first stop for them to head north, because fremont is the last stop as far as bart trains
are concerned. all of these cars you see here not necessarily all fremont residents. these are consisting of south bay residents coming up here, hopping out of their cars and hopping on the bart trains. this project will cost $2.3 billion, half of the money will come from the federal and state government. the other half will come from citizens in santa clara county that voted for the tax increase. they didn't think this was going to happen because along the way it was rejected by the federal government. they said, yes, it's going to look good which is why they are going to get money, opening construction projects beginning this spring. bart is working on an extension from fremont to warm springs. this will allow that project to continue and open up all kinds of new jobs for the south bay as well as east bay residents. back to you. >> thanks for the update. 8:07. we'll be back with more in just

>> welcome back to the kron 4 morning news. some sunshine but a lot of rain is on the way. let's get more on the forecast with james fletcher. >> good morning, mark. here is the view from the roof camera showing you the dome atop the san francisco city hall. sunshine out there. we've got some clouds mainly to the north. and we're expecting wet weather for the week. here is a breakdown. the first storm hitting us tuesday into wednesday, early
tuesday morning. wind, rain, one to five inches possible, a good rainmaker. thursday is lighter, but it will still give the north bay a decent chance of good rain totals. friday night into saturday another one. this one will be a good one too. the winds are such that we could stir up a few thunderstorms, some hail could be brought in as well as water spouts too. we'll watch that, that will be an interesting one too. tuesday, right on through saturday, wet for us. today the last day to get some stuff done. here is the wide view. you can see the rain already in far northern california, working its way down the state taking most of the day to get to where we are. you can see by 9 p.m., maybe light showers north of santa rosa but more than likely late tonight, early tomorrow morning, that the north bay will see the rain come in. light at first, changing to more heavy rain later on in the morning. 8a.m. we're looking for a good chance of a wet morning commute with heavy rain to the north and by 3 p.m., widespread rain all over the bay area.
this will be a steady rain with us all day long, all night long too. you can see 10 p.m. still dealing with that rain tomorrow. and as i said, it's not over. we've got another system for mid-week, one for later in the week, sporadic breaks here and there of some dry weather, just for a few hours at a time, the next system will roll in. it will be a wet one tuesday, even beyond this coming weekend we may start spring next week with a wet note for you too on monday and tuesday. we'll have more on that as we get closer to it. 8:16, let's get the latest on traffic. good morning, george. >> thanks, james. good morning! we've had a hot spot around the bay area. a backup at the bay bridge, things are moving. big improvements for the 880 ride which has no backup now except the string of cars awaiting the open toll lane at the extreme right side of the toll plaza, the one right next to the car pool lane. otherwise here, drive times are
improving, 18 minutes, 16 minutes if you're from the eastshore freeway, and less than half that if you're coming from the nimitz freeway. the ride to the san mateo bridge has been good. do we have that image up? maybe not. we'll skip it and instead head to the -- oh, it's back. here it is. there's the westbound ride. you'll see the commute looks good headed toward foster city, coming from it, back toward heyward, also an easy ride. the golden gate, the commute from the 101 southbound looks good. i'll show you the ride through marin county in a second. first we'll update the sensors on the east bay freeways, 80, a great drive time, 18 minutes. 680 southbound no big delays, 24 slow it's from crossroads to the tunnel. south bay freeway lighter than usual here for 101 northbound, especially for highway 85. and your north bay commute, no wonder the drive time is less than 32 minutes out of novado to the golden gate bridge, some
of the lightest traffic for monday morning. >> thank you, george. more about the bart extension, expecting construction to start today as the valley transportation authority signs the papers and starts to work at 10:00, a ceremony to commemorate the $900 million in funding from the commitment from the federal transportation administration for the bart/silicon valley/berryess, a extension. a fire killed an elderly woman, the police were the first to get there and they tried to rescue the woman by kicking in the front door but they couldn't get inside because of the heat from the flames. >> to oakland, police arrested five people in connection with two weekend robberies, three of the suspects were arrested here on the 500 block of 18th street, around 8:00 last night.

gallon in the last 30 days. and that puttings us behind hawaii for the most expensive gas in the entire country and it seems like prices continue to go up daily. let's take a look at the numbers around the bay area and see what you'll pay for a gallon of gas here. according to aaa, san francisco is $4.41. oakland, $4.43. and san jose, $4.34. and according to analysts, this is not the end. by the time summer rolls around, we may pay close to $5 on average for a gallon of gas. >> at that point, your say just round it up to five, especially if you're paying for the premium. i got a discount and still paying $4.53.
the taliban is vowing revenge after one american soldier shot and killed 16 civilians. the usa -- carried out by a single american soldier who is now in custody. he went house to house shooting people. most of the dead were women and children. we have video to show you. afghans expressing doubt. they're saying a single soldier couldn't have carried out the shootings in houses a mile apart. the attack follows an incident in which u.s. troops burned korans outside of a base last month. and president obama is deeply saddened by the shootings. the president expressed his shock to hamid karzai over the shooting rampage. karzai called the shootings

hills. thursday a slightly less intense system rolls through. a good bit of this rain will fall in the north bay. and friday into saturday we've got another round of wet weather. that one could have pretty severe winds that go along with it. that could stir up thunderstorms. water spouts, hail a possibility. that's a quick breakdown of what to expect this week with the storms rolling through. as for what we see right now on the radar, you can see rain in the north and it's tracking its way south. we're talking 9:00 light rain north of santa rosa. by 4 a.m. tomorrow morning we're looking for widespread rain with heavier stuff coming in to the picture. and as we go to 8 a.m, the peak of the morning commute. depending on where you are, you could have a wet ride throughout the morning.
and the rain could stay with us. as we head to 10 p.m, still with the rain. we'll get a good dose of it come tuesday and it will stick around to wednesday. and we're looking for thursday, friday, and saturday to be wet days for us. hopefully, we'll try and dry out a little bit and keep on absorbing the wet weather that's yet to come. we could see rain continuing to next week too. we've got the spring solstice or the spring equinox on the 20th. and it could start on a wet note. at 8:48. let's get updated on traffic. >> reporter: wove been enjoying a pretty good ride around the bay area. we haven't had any hot spots. and things are improving for the west bay bridge drive. the backup is near the
macarthur maze. nimitz freeway is the easiest approach to the bridge. your ride to the san mateo bridge has been fairly consistent all morning long. an easy ride off the nimitz freeway. crowding from 101 through san mateo. and the newt to the golden gate bridge is delay free and problem free. 680 has been a great ride out of walnut creek and into the san ramon valley. 101 northbound, slowing and a lighter than usual ride from 85 up to the montegut expressway. and continuing up to mountain
view north of cupertino. a man in livermore is getting the help he needs for his weight. he's headed to the dr. phil show. the young man began the journey to change his life. >> reporter: you're watching 23- year-old robert gibbs do something he hasn't done for six months, leave his apartment complex. 3 emts and a paramedic were there. robert believes he weighs between 650 and 700 pounds. friends and family were there to cheer him on including his mother, sister, and niece. he asked for dr. phil to help him lose weight so he can live to see his niece and nephew grow up. robert's sister was emotional as she watched her brother begin this journey.

overnight. we will look at the numbers right outside the door. we are in the 30s in the north bay right now. 38 in santa rosa and same thing for napa and downtown san francisco. for the most part we are off to a mild start. in the afternoon, temperatures will be around the seasonal average. we will look at those and the timeline for the expected rain coming up in my next report. interesting mix at the toll plaza of heavy and light traffic at the same time. the heavy traffic is here on 580 coming out of macarthur hayes and this is from the of berkeley curve. right hand lanes are doing well. 880 approach is not backed up. even the right hand lane which usually slows for all the traffic headed to the open toll lane at the right side of the plaza, that is backed up right here to the top of the ramp. looking at the ride to the san mateo bridge, it is over
here. no longer any back up on the approach. still heavy on 101 at 92. the golden gate bridge ride has been a trouble free commute all morning long for the southbound 101 ride. thanks. first, you have to fill her up and the price has gone up. the average price for gallon of gas has gone up 12 cents. in the bay area, we are always paying more. we have more from our solo reporter jackie. >> reporter: i feel like the grim aper, it is -- grim reaper, it is bad news. and that brings the the national average to $3.80. here in california, it is a way higher than that and you are looking at $5.43. almost 50 cents more a gallon than 30 days ago. that puts us behind hawaii for
the most expensive gas in the entire country. some believe that prices will continue to go up through the summer, we may be paying $5 a gallon before the summer is over. >> what you are going to pay for a gallon, according to triple a, it is $4.41. $4.33 in oakland. san jose. rounded out at $4.34 for a gallon of gas. this is starting to effect the political campaign. washington post came out with the poll that said 2/thirds of the people they poll disapprove of president obama's gas handling situation. this is an election year. the price of gas will play a big role in who is the next president is. >> thanks a lot. here is what is in for the
kron 4 newsroom. there was a bomb threat and we have more to show us what happened as the plane landed safely in buffalo. what we have learned so far. a phoned in bomb threat caused a jet blue plane to land in buffalo, new york. flight 923 and it landed safely this morning and now has been cleared of any possible threats. the fbi is involved in the investigation. fbi officials are saying the plane is in a secure location and a female passenger has been detained. we are gathering new information on the story. we will get more to you as soon as we get it. the taliban is now vowing revenge after one american soldier shot and killed 16 civilians burning their bodies. the shootings in two villages were carried out by one single soldier. an army sergeant is in custody. he went house to house shooting
people. most of the dead are women and children. they doubt the single person could carry out all the shootings. it follow as incident last month in which they burned qurans outside of a base. pro is deeply saddened by the -- the president is deeply saddened by the rampage. karzai condemns the attack and calls it an assassination. >> they are convinced the war in afghanistan can be a success. >> reporter: with respect to the incident today, the very tragic incident, we haven't taken any specific measures to improve force pro across the country. this is the act of one individual for motives we don't understand right now. it is very, very tragic. it is having an effect on the mission our troops are doing
every day. >> residents in the area are demanding an investigation. fremont has the highest afghan population. this man was killed by acal train. he is 39-year-old eric salvaterra, he has been with the company five years. he was standing on the tracks near ravenswood avenue when he was struck by a northbound train. his death is still under investigation. new this morning, the work finally about to get underway for resident insist the $900 million that the bart extension in san jose will get from the federal government as the federal transit administration throwing in $900 million to get the project off the ground. we are live in fremont and when we will see bart trains rolling

for novato and san francisco 48 degrees and 46 the common number in hayward and fremont. we are dealing with dense fog north of the golden gate bridge and the red on the screen does indicate it is down to quarter of a mile. you can expect hazardous conditions. and both directions until you reach the 580/101 interchange. that will burn off and temperatures will be around the seasonal average. expect oakland to reach 32 degrees and keeping it at 63 for sarge. we will see upper 50s. and -- for san jose. and for santa rosa. and mid 50s expected for richmond. and san francisco. now stormer tracker 4 does show we have wet weather and it is starting to slide down the top most portions of northern
california. future cast 4 predicts we head into the 9:00 hour later on tonight. we could see rainfall. and it becomes more intense into the overnight hours. >> by 8:00, we could see moderate rainfall in the north bay along highway 101 and continue to see it build relatively widespread in nature and that will be the case as we head into the rest of the week. >> the seven-day forecast shows nothing but wet weather as we finish up the work week. it is 50s and low 60s and hold on to the chance of showers as we head into the weekend. george? >> we monitor a good ride around the bay area. no hot spots. we have a back up at the bay bridge toll plaza. it is breaking up for sure. reaching between 880 and west grand avenue. 14 to 16 minutes drive time and half that, if you come in from the imitz freeway and interstate 80. if you are heading to the
san mateo bridge. good ride for you. no delays on the approaches as you come to 92. when you are coming down 101 and head to the golden gate bridge, you will find light traffic from san rafael all the way down. and slow lanes to timberland boulevard. checking the traffic maps, pretty good ride for you here around the bay area. 80, 24, 680 all look good. south bay freeways. 85 northbound. 280 completely cleared out for the west valley ride. and the trip on 101 northbound has the slowest traffic right here around the guadalupe parkway -- parkway. and from novato to san rafael. they are trying to figure out what caused a fire in
sonoma county, they killed an early woman who lived alone. the windsor fire department responded and it was the police that got there first and they tried to rescue the women and kick in the front door. they couldn't get inside because of the intense heat and flames. >> to oakland, where they arrested five people. this is in connection with two robberies. they were arrested in downtown oakland. the location here on the google maps and 500 block of 18th street at 8:00 on sunday. later on in the day, 4:30 in the afternoon, two other suspects were arrested. they matched the description of suspects in previous robberies in the area. police are investigating if they are all connected. taking a look at decision 2012. four bop presidential hopefuls remain. mitt romney won wyoming and rick santorum took kansas. now it turns to pivotal races

only hawaii is in front of us for the most expensive gas in the entire country and the bay area is even higher than that. we are paying. and on average, for a gallon of gas here in the bay area, it is $4.35 a gallon. let's take a look at the averages around the bay area. and according to triple a. $4.41 for a gallon of gas here. and $4.33 in oakland. and $4.34 in san jose. and most believe that by the start of summer, sometime in may or june, we may be paying close to $5 a gallon. we see the increases, it doesn't look like there is any stop to them right now. it looks like we will continue to go up and be close to $5 a gallon before the summer is over is what most analysts believe. >> that is the driving you do for fun. you have to fill up to go to
