welcome back, rain. it's been so dry over the past month. and year. that seeing sprinkles is a good thing. there has been light rain throughout the bay area since last night. some areas have seen sprinkles of rain. this is what is looked like in novato. the rain was "on again, off again" last night. coming in waves. erica has the latest. >>erica: the morning james. we haven't seen any rain in the past several weeks to take a look at storm tracker. all lit up. moving through the north bay. the

rain that's falling is very light in nature so definitely drive with caution and have your windshield wipers on for your ride the route 1013 that the rain starts north of santa rosa. it extends down to the richmond san rafael bridge and even closer to go walnut tunnel. but some light rain in the concord area impacting portions of highway 4. in portions of san francisco just the eastern edge getting some rain right now. books like that already passed by ocean beach. the second little bit of rain and the sunset district. and for those of you in the bay view looks like a cell containing moderate rain pushing its way closer to oakland and alameda. turning our attention to the rest of the east bay light rain along the 580 corridor for your ride into dublin castro valley impacting 880 through san leandro and down and the south bay just catching some stray sprinkles. here's

the water to a satellite and radar. fact not only are we receive your rain in the bay area but are currently seeing a little bit of snow formation and the sierra nevada. when this is all said and done we could see a couple of inches right around lake level. futurecast 4 shows mostly cloudy conditions. the rain i show you is pretty much the last of it. could see pockets of showers as we head into the afternoon and looks like some of that drizzle will continue on as well. could see birds of sunshine but overall looking for a cloudy conditions and temperatures in the upper 50s and low 60s. so far we've only seen about two tenths of an inch of rain when this wraps up the could see a little more i think the biggest impact could be early thursday morning. we're talking very slippery

real effect on the current drought emergency in our state. rain and sleet in the sierra. the first significant storm there in nearly two months. the rain came down all day yesterday in the lake tahoe area. at three thousand feet, it was mostly rainfall. but at higher elevations, the sleet and some snow came into play. with stronger winds and colder temperatures. other good news, resorts in the sierra were expected to get fresh snowfall overnight. the 14-year-old boy accused of killing his sister last week, in the chinatown in police custody. mario toliver allegedly shot his 17-year-old

sister, justice, last thursday. accompanied by family members, toliver walked into the oakland police department yesterday afternoon. police haven't released a motive for the shooting family members say mario shot justice because he was mad that she had bleached his clothes. detectives credit the family for pressuring toliver to turn himself in. toliver is currently in the

juvenile detention center charged with murder. a fight involving a transgender teen at hercules high school last november. and a federal report last fall saying investigators found widespread sexual harassment in the west contra costa unified school district. are all leading to some changes in the kron-4's philippe djegal reports. the west contra costa unified school district board of education says it is in the process of revising its policies on student conduct, sexual harassment and hate- motivated behavior. a title 9 coordinator is overseeing the policy revisions, which at the board meeting in richmond were said to include better tracking of conduct related complaints, more training for staff members and education for students on how to deal with conduct issues, including gender related harassment. jewlyes gutierrez, the 16- year-old transgender student involved in a november brawl at hercules high school, says she wants more protections for bullied students. all of the students involved in that fight were

suspended. but jewlyes is the only one facing charges from the district atrorney's office. the board will take public comments on the new policy revisions and is scheduled to hold a vote on the changes in march. in richmond, philippe djegal, kron 4 news

410 is the time. happening right now. richard thomas, the 16-year-old charged with setting sasha fleischman on fire on an a-c transit bus, returns to court today. we may see him enter a plea. that step was postponed at a court hearing last week. thomas will be tried as an adult. police say he confessed to setting sasha fleischman's skirt on fire back in november. fleishman does not identify with either gender. he is recovering from severe burns. new details this morning on the fire at a metal plant in redwood city last month. investigators now believe the fire may have been deliberately set. they're looking at video taken from several locations around the sims metal facility. and while they haven't determined an exact cause of the blaze. police say an employee heard a loud explosion the morning of the fire, and that flames sparked in stockpile of metal recyclables shortly afterwards.

a santa clara county correctional deputy is behind bars on drug charges. san jose deputies arrested juan carrillo monday. he was a deputy for 14- years in santa clara. authorities say carrillo was letting several known criminals live in his home while they gave him illegal he is also accused of being under the influence -- and in possession -- of a controlled substance. carrillo is on administrative leave. a pennsylvania woman is accused of using a mcdonald's drive-thru window to sell heroin along with happy meals. courtney brennan reports. a mcdonald's happy meal costs no more than 2.99.unless you bought it at the mcdonald's in east liberty near bakery square and gave the special code word to this woman, shantia "were you selling heroin in those happy meals? no i wasn't." dennis denies it, but police say she sold happy meals, like this one, for 82- dollars.two dollars for the toy and 80 for the heroin inside. "it surprises the hell out of me, that you can come to mcdonald's and get a happy

meal and some fries and a bag of dope, man. come on." investigators say anyone who wanted to buy the drugs simply pulled up to the drive-thru, ordered a happy meal then said "i'd like to order a toy" - police say you had to ask for a boy's one. "it's sad, it's supposed to be fast food restaurant but you got fast food and dope, what a gift." dennis is the second mcdonald's worker in two weeks to be arrested for allegedly selling heroin on the job. police caught theodore upshaw at the mcdonald's in murrysville. investigators say dennis' alleged actions were even more dangerous because she was using a kid's meal to push the deadly product. "it's possible that this could have been given to somebody else with a child in the car who was legitimately buying a happy meal and it could have been very dangerous for a child to get this heroin." police say it's unclear how long the operation had been going on. the be walking you through the kron474 cast when the

415 is the time. check this out. take a look at this car in georgia! it's in a sinkhole -- covered in water. the reason? slippery roads. the driver of this mercedes slid into a fire hydrant and then in to the sinkhole. center talking about georgia let's talk about atlanta. the mayor of atlanta says there is "shared responsibility" for the tuesday traffic nightmare which trapped some people on roads for more than half a day. as the clean-up continues, andrew spencer reports many people are questioning why georgia wasn't better prepared. >>:drivers head back to their cars, after a few inches of snow brought the country's ninth-biggest metropolitan area to a screeching halt. many drivers spent more than 12 hours stuck in traffic. others with no food or water or access to a bathroom -- or those whose car batteries died or who ran out of gas -- simply left their vehicles behind. "my drive shaft blew out,

responsible for the streets atlanta." he and governor nathan deal have said more than one- million people trying to leave the city at the same time, tuesday afternoon, resulted in massive gridlock, which blocked d-o- t crews from doing much about it. others, such as former new york city mayor rudy giulliani, say the city and the state should have been better prepared. "relentless preparation is the key to emergency performance, whether you're talking about a terrorist attack, you're talking about a snow storm." after a college of marin student is kidnapped from the campus at gunpoint. and sexually assaulted. the college system is looking at ways to step up security. at a safety meeting last night. the college provided information to the students about the investigation. and communicated about what sorts of security upgrades were made. to help make the campus safer. the college says it is adding new, temporary lighting to the parking lot where the kidnapping happened. as well as increasing its campus police patrols.

by doing so he has contributed to peace. nominations for this year's nobel peace prize goes on saturday with the winner announced in october. >>: facing an assault charge, justin bieber turned himself in to police in toronto wednesday. randi kaye reports on the says pop star's latest troubles. what happened on the night of december 29th last year in toronto is still unclear- but it's justin bieber who may be on the hook for it. the pop star traveled to canada tonight to face an assault charge in connection with an encounter with a limousine driver one month ago. according to cbc news, toronto police were calledthat december evening -- in response to an alleged assault involving a limousine driver. at the time, it was reportedly unclear if the incident was connected to justin bieber, or a member of his entourage. bieber was booked at a police station and given a notice to appear in court at a later date. with bieber's arrest wednesday night. it will be his second arrest in a week.

we're coming up on 4-30. here are the big stories we're working on for you this morning. the rain is back. there has been light rain sprinkling throughout the bay area since last night. it's going to be a slippery morning commute, so be careful. and up in the sierra, ski resorts are getting some of the snow they've been hoping for. the 14-year-old boy accused of killing his 17-year-old sister. has turned himself in to oakland police. mario toliver not yet formally charged with the crime. family members say, he shot his sister -- justice -- in a dispute over laundry last week. and a deadly ice storm continues to paralyze georgia. and much of the south.

thousands of drivers ended up stuck for more than half-a- day on icy roadways and highways. the storm also forced thousands of students to stay at school overnight. up in the sierra, the much needed rain is turning into snow at northstar california. the national weather service in reno issued a winter storm warning for the lake tahoe area early this morning. moderate to heavy rains and mountain snow developed overnight. rain and sleet hit the mountains earlier in the day yesterday. the snow it turned into overnight. is so important for ski resorts, which have been hit hard by this winter drought. some areas could see a foot of snow.

passenger. while the coroner says the 16-year-old chinese girl survived the crash and died as a result of being run over by a fire truck at s-f- o, the city of san francisco has released a new report saying that is not true. dan carmen shows us the latest. >>: more than six months after the crash of a ag on a flight to 14 in the controversy over how 16 year-old yet among one died. last july the san mateo county coroner said this. >>: multiple injuries that are consistent with being run over by a motor vehicle.
