the toll to 101. ( james )happening today.... north bay commuters can expect some relief while driving on the richmond-san rafael bridge. a new lane will open on the shoulder going eastbound. this new third lane will help traffic during peak hours. the new lane will be open from 2 in the afternoon... until 7 p-m seven days a week. ( james )also happening today... many will head out to golden gate park... to celebrate california's first legal 4-20. thousands of pot lovers are expected to be in attendance. kron 4's charles clifford spoke to neighbors near that park about how they feel about the unofficial holiday. organizers say that as many as 15 thousand people could attend.this year, like last year, the city is helping organize the event. local

merchants have also raised about 200 thousand dollars to hire security, put a fence around hippie hill here and help coordinate traffic around the event. now,one of the downsides of this event is that it creates an incredible amount of trash not only at the event, but as people move in and out of the area. i spoke with several neighbors who have seen this event grow over the years. no one cares if people smoke po but everyone asked at party goers pick up their tr there will be hundreds of trash and recycling bins around the festival. 30 portable toilets have been brought in as well. the city will also have a clean up crew working during and after the event to pick up trash.

( james ) in san ramon... police say a freshman at california high school was arrested for allegedly making a threat to the school. police say... the student planned to do harm to students and staff 3-years from now during their senior year. the school district says.. it takes this threat very seriously and will take the appropriate actions.. officials also say... the safety of the students, staff, and parents is their highest priority. ( james )in the north bay... an elementary school teacher is accused of attempting to have sex with a minor. police arrested the teacher thursday after an on-line undercover investigation. kron 4's justine waldman reports from vallejo on the

accusations and the outrage. sot it is awful i feel like i need a safer school for my childrenparents at vallejo's glen cove elementary school learned police arrested a teacher on thursday from a letter sent out by the superintendent.nat reading letter we were told the allegations involve inappropriate conduct with a minorkron 4 has confirmed under arrest is andrew lund. here is his photo from school's website, he is in charge of coordinating with teachers on curriculum. the district attorney says he was arrested for two felonies.. suspicion of attempting to sendarul material to a minor.and attempting to engage s with a minor, under the age of 16.the investigation started after undercover officer posed as a teenage girl online and the officer and lund started chatting, and planned meet-up to have sex.sot he always gave me the creeps and i could never tell you why and 3 moms said the same thing to me today just something funny in your stomachthe school district superintendent tells kron 4 news...he is saddened and disappointed in the arrest. and the allegations do not involve any students.the sheriff's office came to the school on thursday and searched lund's classroom and

( james )the search is on for a convicted sex offender in petaluma. authorities say 45-year-old... thomas steger... failed to register with the petaluma police

department when he moved to the area. steger... whose has had numerous run-in's with the law... also failed to register with the rhonert park police department... when he lived there. police say steger is known to stay around the gateway shopping center but they haven't been able to catch him.

first time in nearly 25 years that he's living as a free man. the 68 year old had been on death row since 1993.he was convicted of sexually assaulting and murdering his then girlfriend's 21 month old daughter.last month, the state supreme court overturned his conviction citing that it was based on false evidence.and on thursday he walked out of san quentin prison a free man. we are very grateful that this day finally has come. he will not making any statements to the press. and i don't have any further comment. according to the innocence project which has been following the case . the little girl may have died from being hit by a car. lawyers from the habeas corpus resource center.. which represented benavides - tell us the sexual assault conviction was also based on error. attorneys for benavides say when medical experts re- rereviewed the little girl's records. they concluded that injuries originally attributed to sexual assault.. were

( james ) happening today... the two men charged in the deadly ghost ship warehouse fire will be back in court. max harris and derick almena are asking for a bail reduction. both men are facing 36 counts of involuntary manslaughter for the 2016 fire that killed 36 people. both men have pleaded not guilty. ( james ) just days after marking the anniversary of the deadly 19-06 earthquake... the city of san francisco announced it is expanding it's emergency training program. the program is meant to help keep people prepared for the next big earthquake. it began back in 20-15 in the

city's chinatown neighborhood. the program offers several workshops on how to prepare for the next disaster as well as... basic first aid... earthquake response and fire safety. now the program is expanding to all of the city's districts. and the workshops will be offered in several different languages. ( james )( james )in the east bay... much needed help is coming to drivers who use interstate 6-80. the sunol grade is among the worst commutes in the bay area. but as kron four's philippe djegal reports... a new express lane is expected to improve drive times. congestion along northbound i- 680 in alameda county, for years... has been a point of contention for drivers. and, now help is finally on the way.richard valle/actc- "this is gonna reduce your commute time, it's gonna get you to work, uh quickly." much like the express lane added to the southbound side of the sunol grade back in 20-10... alameda county tranportation commission exutivdirector art dao (dow) says when the new lane is added to the northbound side... commutes will move faster, compared to what it's like now.art dao/actc- "you're inching along at 10, 15 miles per hour. once this process is complete in 2 years people will see -- should be able to travel 55 to 60 miles per hour." caltrans and the a-c-t-c celebrated the groundbreaking of the new project from the side of the freeway... joined by local leaders, who welcome the corridor improvements with open arms.lily mei/mayor of fremont- "our city looks forward to this critical project to improve traffic flow and eleviate congestion."

the a-c-t-c says this is the sixth most congested freeway in the bay area. the new express lane will stretch nine-miles. between highways 262 and 84. for people who choose to ride alone -- using the express lane will come at a cost... paid for by using a fastrak transponder.richard valle/actc- "carpools are free. two or more people riding can take this commute at no charge." the project is funded with money approved by alameda county voters in 2000 and 20-14. it's expected to be completed by 20-20. in alameda county, philippe djegal, kron four news. ( james ) space-x c-e-o...elon musk... proposed los angeles tunnel is moving forward after clearing a permit hurdle. los angeles city officials aprroved an environmental review exemption wednesday for musk's proposed underground transportation system. members of the city's public works committee say they want to approve any proposal that could help with the city's notorious traffic. musk's proposal has elevators lowering driver's into

tunnels... and onto electric sleds. the exemption still requires approval by the full city council. ( james )if you have noticed.... there are fewer scooters rolling on san francisco sidewalks. that's because they are being scooped up by the city's department of public works. kron4's haaziq madyun has the story since last friday there has been close to 300 e-scooters poundebysan francisco department of public works. this is an sfdwp photo of iple scooters that were blocking a sidewalk in front of an apartment building. the scooters are not there any more says sfdwp spokesperson rachel gordonsotit is images like these that prompted the sf city attorney's office to issue cease and desist orders to three e-scooter companiessot

( james )today is 4-20... and san francisco is getting ready for the big pot day. this is the first year people can celebrate on hippie hill -- and legally buy recreational marijuana. as many as 15 -thousand people are expected in golden gate park. hundreds of port-o-poties are being set up, and extra shuttles will be used to bring people in. tents, tables, and anything that even looks

like a weapon -- are strictly forbidden. the park will only be open to those 18-years of age... or older. ( james )a south bay city is considering whether park rangers should carry guns... due to rangers wanting to feel safer when investigating homless on park property. kron four's rob fladeboe has the story. some but not all rangers have been tasked with patroling waterways like the guadlupe river and coyote creek that border city park land. details are scarce but there have been a handful of incidents of late where rangers have had to interact with the homeless and and what some describe as a "criminal element," in these areas to the point where they do not feel safe. the vast majority of the more than 200 parks in the city of san jose are quiet neighborhood parks but some are now also surrounded by development. they're large, urban parks that are touched by crime says veteran supervising rangter pam helmke.

she couldn't say how many of her fellow rangers want to carry a gun but says the idea will be given serious consideration.pam helmke/san jose park ranger "...fire arms are not the answer in and of themselves, having guns can resolve some issues but it can bring new issues to the table, t;s not something the city should take lightly, we are going to need input from the community..." ( james )in the north bay ... santa rosa city leaders say affordable housing will go up... in place of a homeless encampment that was cleared out. the encampment was behind the dollar tree store on sebastopol road. the people living there were rced to evacuate yesterday. city yesterda y. city officials say they are working on getting them into shelters. officials say the affordable housing complex will have 175 units ... and would also service people who are in a housing crisis.

( james )in just 4 hours .... 132 tickets were handed in out in morgan hill. some of the tickets could have been easily avoided. stanley roberts explains in today's edition of people behaving badly. in a perfect world all drivers would yield to pedestrians in

marked and unmarked crosswalk. and we would all be happy in front of all these police officers it seemed kind of weird (alright thank you) it seemed kinda like that was meant to happen and the police officers don't tell anything to this man who runs out in the middle of the street in front of 10 moving cars that are going 40 miles an hour that really dangerous (yea you're right is dangerous) and non of the fricken police officers say anything that really messed up making me slam on my breaks in the middle of the morning. but as you can see we don't live in a perfect world . that being said , drivers were tested in morgan hill so what happens is the cones are set up because this is 35 miles per hour zone so that the distance it should take .it was pass of fail .. if you followed state law and yielded to the person in the crosswalk you were allowed to pass . however he's not going to stop he didn't stop if you fail you get to have a chat with an officer participating in this enforcement event, in this case it's an officer from lapd the reason i pulled you over because of the pedestrian violation now you saw what happened.. but let's hear the drivers side did you see the

( james )the san francisco board of appeals overruled the decision to remove ... what some are considering a racist statue. the city's arts commission first voted to remove what's called the.... 'early days' statue. it stands at civic center plaza. the statue depicts a native americant the fe of a spanish cowboy and a catholic missionary. the board appeals overturned the decision on wednesday. the board casted their votes after a lawyer appealed the commissions decision. a spokesperson with the commission says, they remain committed to removing the statue. ( james ) a new express lane is also being built in the east bay for drivers who use the sunol grade. caltrans broke ground on the i-680 corridor yesterday morning. the 240-million dollar project will extend along northbound i-680 between highways 262 and 84. the new express lane will operate the same way as the express lane added to the southbound side of the freeway in 20-10.

rangers in san jose.( james ) kron four's rob fladeboe reports ... some rangers feel they would be safer if they were carrying a gun. some but not all rangers have been tasked with patroling waterways like the guadlupe river and coyote creek that border city park land. details are scarce but there have been a handful of incidents of late where rangers have had to interact with the homeless and and what some describe as a "criminal element," in these areas to the point where they do not feel safe. the vast majority of the more than 200 parks in the city of san jose are quiet neighborhood parks but some are now also surrounded by development. they're large, urban parks that are touched by crime says veteran supervising rangter pam helmke. she couldn't say how many of her fellow rangers want to carry a gun but says the idea will be given serious consideration.pam helmke/san jose park ranger "...fire arms are not the answer in and of themselves, having guns can

fladeboe kron 4 news ( james ) a firefighter from texas is being called a hero for his action on the deadly southwest flight .... where the engine failed and a woman was killed. andrew needum was on board during the mid-flight emergency. the plane's left engine failed and parts of it flew off -- shattering a window. the woman in that seat was being sucked out of that broken window... and that's when needum jumped into action and give her medical attention.

kron 4's sara stinson is live at the richmond police department with the details. sara. im live here at the richmond police department trying to get more information on this homicide ca. take vo:we do know at least one person was shot and killed just before midnight last night. at the scene on the 800 block of carlson blvd you can see several cars with multiple bullet holes. this is right at the stop and shop market.you can see in this video...a ford sedan completely shot out. we are working to find out out if more peoe were injured since at least a dozen shots rang out in that parking lot. like you said this is the 4th homicide case this month in richmond after a relatively quiet 2018 for the department. a lot of people in the neighborhood where this shooting happened expressed concern and anger about this increase of violence. there
