lawrence karnow: it was a beautiful day all the way to the coast but tonight the winds are going to howl. a high wind advisory has been posted over the north, east and south bay mountains. some gusts could be as high as 55 mph. it will be windy at times in the valleys too with some gusts over 30 mph. the offshore winds will keep skies mostly clear with mild temperatures. a few showers continue to pop up over the sierra and will continue to do so this weekend. on the satellite image you can see the area of low pressure now east of california and high pressure building toward the coast. the difference between the two will make for a gusty night tonight. saturday will be another warm day with highs in the 70s and 80s inland, 70s around the bay and 60s near the coast. it will be a little cooler on mother's day with patchy coastal fog. there's a slight chance of toward the middle of next week. week. conditions are causing concern for firefighters, as we head into the weekend.(ken) kron 4's terisa estacio spoke to firefighters who are urging caution tonight. we are here up high in the hills in lafayette and i am surrounded by dry brush fire officials say it is this and these winds that are kicking up today, that have them worried (estacio) ryan bain, contra costa fire prevention district. along the terminal curbs. natsto relieve the congestions, the airport is considering implementing a two tiered pricing system for ride share services like lyft and uber. users would pay a premium to be dropped off or picked up curbside at the terminals and a pay lower rate to be picked up or dropped off further away in the garage. the airport would convert the top level of the main parking garage into a ride share zone. friday afternoon, travellers at the airport seemed to like the idea of reducing congestion but some where skeptical of the new pricing plan.soti think it's ok. if it saves congestion that fine. if the people coming in get easier access to the airport that ok.sotif i'm already paying for uber they should drop me off where i want to be dropped off. i shouldn't have to pay twice or extra just to be dropped off closer.soti don't think it's a terrible idea if congestion is really that bad. if uber customers are being singled out when i'm not sure if there is an actual increase on the account of uber seems like a covert way to punich uber users.the airport says that exactly how

(hermela aregawi)they will have an additional 1 to five seconds .. depending on how wide the street is. advocates tell me.. it may not seem significant to some people... but it can be the difference between someone crossing the street and almost crossing the street and potentially getting hit by a driver. pedestrians in san francsico will soon have a little more time to cross the street.. at many intersections.the change is part of a new city plan that was driven largely by senior and disability advocacy groups... who say that.. at some cross walks there is just not enough time. alice chiu/san francsicoyou know if you are not steady on your foot, it's scary, it's definitely scary and you know, car turning right in front of you and left in front of you, all those are concerns. and so knowing that we will have more time to cross, it's definitely a comfort joseph huller/san franciscoi've had some close calls and seen some other people have close calls and seen some other people have some close calls. and if a couple of extra seconds on a crosswalk means saving someone's life. i think that's a pretty easy sell.pedestrians at a total of 1200 crosswalks in the city will get an additional one to five seconds to cross the street.. depending on how wide it is.

seniors and people with disabilities say.. that can make all the difference. joseph huller/pedestriani don't go right away. i wait. and sometimes people pedestrians go, oh green light. i say don't tell me. i know when to go. so i usually wait for a few seconds because i need to assess if it's safe for me to go or not. giving us more time to cross, that allows me to feel like ok, i'm safe now. i can go we also asked people.. how they think it will affect traffic. joseph huller/pedestriani think that the congestion problems with traffic have less to do with the number of seconds that are on the cross and more to do with a larger infrastructre problemi hate to jump on the bandwagon but as someone who used to drive for uber. i think that i can say that is a part of the problem. the sort of milieu of different things that are happening, you know like the bikes, and scooters and everything is part of the problem (hermela aregawi) sfmta tells us they have already started implementing the.. and will finish most of the crosswalks in the next 2 to 3 years. and all of them in 10 years... reporting live in san francisco hermela aregawi kron 4 news.

(pam) starbucks under fire lately... after two incidents that made national news. the first.. two black men were arrested at a starbucks in philadephia while waiting for their friend.. but a worker claimed they needed to buy something in orer to stay. (ken) according to a retired police officer... he also experienced racial discrimination at a starbucks. it happened in october 20-13 -- jeffrey fletcher was out on his patrol beat when he went inside this connecticut starbucks to use the bathroom. but when he asked for the key,

(ken) as kron four's philippe djegal reports in- depth tonight... average americans, like a man in the south bay you're about to meet right now, rely on the program... because they have no other choice. (philippe)nats- "alright kids." seven years in this home...nats- "nothing more." and, now it's time to go. jeffrey koening/tenant- "it started out fine and they've deteriorated ever since." 50-year-old disabled grandfather jeffery koenig (co-nig) is refering to the condition of this house he's rented in south san jose. the one from which he's now being evicted. he lives here with two of his daughter's and a five-year-old grandson.jeffery koeing/tenant- 'the property owner doesn't do anything to for upkeep." koenig is on section eight... the federal government's largest program for assisting low- income families, elderly and the disabled afford safe and clean housing.jeffery koening/tenant- "everytime something happens in this house, i'm blamed and we get threatened for eviction." the santa clara county housing authority administers the section eight program in san

jose. this house rents for 38-hundred-dollars a month. jeffery only contributes 500. the rest is paid out by the housing authority directly to the landlord -- making up the difference. but the program requires the housing authority to make annual inspections to ensure the home is up to code. if not, then either the landlord, tenant or both could be removed from the section eight program.jeffery koenig- "they failed three inspections, three different times. so, that's nine inspections total that they've failed." on april fourth... the housing authority notified jeffrey that their most recent inspection revealed electrical and general health and safety violations. and, that the property owner is being held responsible.nats- "all this termite damage." the home is breaking down inside and out.jeffery koening/tenant- "oh, i shouldn't be touching this, but this is the black, some of the black mold that was left here from uh, black mold up here." the mold has affected jeffery's breathing.nats- he's been routinely hospitalized, suffering from hypersensativity pneumonitis (new-man-eye-tiss)... emphysema and c-o-p-d. and, he's still dealing with the physical pain that landed him on section eight in the first place.jeffery koening/tenant- "i went through the windshield of a big rig in 96. i was in a coma for six and a half weeks. i was in a hospital four and a

half months. i had 24 surgeries. i'm disabled -- i'm not a low life." g-d properties in milpitas is listed as the property owner. they did not respond to our requests for a comment on this story. they were given 30 days by the housing authority to make the necessary repairs to the house... but did not comply. jeffery and his family were forced to move out this week.nats- it appears g- d properties may not be allowed to house another section eight tenant here. but fortunately jeffery was able to find a new home this week and is moving in... his section eight voucher transfers to the new place because he isn't being blamed for the home damage. one challenge conquered -- though many more may lie ahead. in san jose, philippe djegal, kron four news. prices are continuing to hit new record highs. kron 4's maureen kelly reports from san mateo.... where one house sold for more than two -million dollars ... and then was immediately torn down. here's the photo showing the house on west 3rd avenue....according to realtor-dot-com it sold in march for just over 2-point- one million.turns out the new owner didn't want it. this is what he really wanted.....the dirt.all 84-hundred square feet of it. the structure was demolished before escrow closed.this bare lot sits in a picturesque suburban community.....still neighbors are a bit dumbfounded by how much a vacant piece of land just sold for. prices of escalated so quickly in the neighborhood. we really didn't know where it would settle but we were extremely surprised that this raw land for with over 8000 ft.2 we go for over $2 million that's a tremendously high priceanna kuhre (cure) says she is gratified for what these means for her home's value.....and says the driver in sale....and many others in the area....is tech.where crossbow city. we have these three freeways that interject here everybody's trying to get to silicon valley and this is the way to go. we have a lot of traffic because of it for sure that people need to live and the demand is so high which is

arrest a teen... accused of hacking into ygnacio valley high school and changing grades.(ken) he reportedly changed his grades... and his classmate's too. police believe the juvenile sent an e-mail to a teacher in the mount diablo school district. the teacher clicked on the "phishing e-mail" which gave out her credentials to the hacker. police say it appears the hacker only changed grades for several students... and no other information was stolen. an electronic detection k-9 helped locate a hidden s-d card in a tissue box that led to the arrest. (pam) five teens were taken into custody early today, after a high-speed chase ended with a crash in oakland. it happened on highway -24... at the highway 13 off-ramp. c-h-p officers started pursuing the audi s-u-v in pittsburg.... around three-30 this morning. officials say, the audi tried to take the highway- 13 off-ramp to berkeley ... too fast, and slammed into the concrete median. no one was injured, but all five were taken to the hospital for

precautionary measures. police say, the 17-year-old driver did not have a driver's license. ... early this morning. during the investigation, officers discovered that the man ran to the store for help. officers believe the original crime scene was a couple blocks away. neighbors told police the shooting victim began banging on doors looking for help... but no one answered. police have not released any details about the shooter. ((pam)) a 14-year-old boy is arrested for shooting a classmate at his high school. it happened this morning in palmdale--- north of los angeles. police say, the boy shot another 15- year-old in the arm. they say, the suspect then left the school-- and dumped the gun he used in the desert. he was eventually arrested in a nearby shopping center. several schools in the area were briefly placed on lockdown. police say, the suspect called his dad directly after the shooting. campbell...was pulled over a week ago after her car swerved. campbell swerved. campbell didn't want to sign her ticket and refused to leave her vehicle. the video shows the situation escalating after officer james legg.. and several other officers... arrive... yelling and cursing at the woman. officers then forcibly took her into custody. the city's police chief say officer legg was suspended immediately and the incident is under investigation.legg then submitted his resignation, saying he didn't think he acted inappropriately... but didn't believe he would get a fair investigation. you know, it's interesting. i think philosophically sometimes your destiny chooses you."he started practicing twelve years ago...girling sot- "this event happened and i found mindfulness in it and it changed my life."...then partnered with a local instructor to create mindfulness based resilience training. and by 2014, was teaching other cops. girling interview- "for me, its this quest to constantly improve." he got certified the next year. and this month, published research with pacific university."michael christopher (professor) interview; "this is the first thing that we're aware of where we can actually demonstrate a reduction in aggressive tendencies in police officers."professor michael christopher and girling studied forty-three police officers and their spit; which contains cortisol. the body's main stress hormone. christopher interview- "it's something that helps the body, but too much of a good thing becomes a bad thing." christopher studied the cops' cortisol levels before and after they practiced mindfulness everyday for eight weeks.christopher interview- "so exciting as we saw a quicker return back to baseline which is indicative of better health."cops are twice as likely to be depressed, forty percent of them are obese and they're more likely to die by suicide than in the line of duty. christopher interview- "we've had officers come up to us at the end of the training and say, 'i was about ready to leave this profession', or 'i don't think i was going to be able to make it. i was about ready to end my marriage. i just couldn't do it. and you guys have given me some hope." christopher hopes the new found science will help shift
