(ken) tonight in a new jailhouse interview a fairfield father accused of torturing his 10 children says they were brainwashed.(ken) good evening i'm ken wayne. wife of any wrongdoing. sot at first they took my kids then they took my kids and now they took me. it's hard...never asked if you love your kids or if it's true. that from 29 year old jonathan allen who faces 16 felony charges including 7 counts of torture and 9 counts of child abuse on his 10 kids. tuesday allen spoke from a visitors jail cell in solano county.sot i want police to know that i am not an animal i am not an animal you didn't even ask me or tell me what i supposedly done... the couple's kids range in age from 4 months to 12 years old. the ten kids were recently rescued from this home. new court documents say that allen and his wife 30 year old ina rogers punched, strangled, bit, and shot their kids with weapons such as crossbows and bb guns. the documents go on to say that the couple hit the kids with weapons such as sticks and bats and subjected them to waterboarding. in fact

tuesday ina rogers was charged with 9 additional felony counts of child abuse. jonathan says him and his wife are not to blame and that his wife's mother brainwashed the kids.sot they would say this because they are brainwashed because they are still children....look at the other cases where people have been proven to brainwash children....implant items into children's brains. (vicki) thanks to the fog sfo has one of the worst track records of airports in america for on time flights during the summer months. as kron 4's gabe slate reports sfo is implementing new technology that could help the pilots navigate through the fog and improve on-time departure and arrival performance. sfo has two sets of parallel intersecting runways, separated by only 750 feet. during clear weather conditions, planes can land side-by-side at a rate of up to 60 per hour. but when the fog rolls in and visibility goes down that performance can get cut in half and the delays begin to pile up.. sound from doug yakel - sfo spokesperson "we know we have a problem"sfo public information officer doug yakel, says the airport

(vicki) this week -- throughout the bay area -- city's are bringing attention to the dire need for affordable housing. today,

a panel discussed the benefits of housing affordabilty. that panel made up of business, medical, transportation and education experts talked affordable housing in walnut creek today. city housing program officials say walnut creek currently offers 560 affordable housing units... with more than 140 others either currently being built or in the pipeline. walnut creek resident danny milks and his wife say they earn too much to qualify for affordable housing -- but they desperately want to stay in this community. the city not only wants more affordable housing.. but also to make market rate apartments more affordable. (ken) a massive clean up effort took place at the site of a former homeless encampment that had been growing in half moon bay for decades. kron4's maureen

kelly reports that the people living in that camp were given until 7am today to get into a shelter or move on. a cleanup crew started to fill dumpsters with the massive amount of garbage left behind from the former campsite alongside pilarcitos creek. the half moon bay city council voted in the fall to shut this camp down and do something to protect this enviromentally sensitve area that's been littered with a growing amount of human waste, drug paraphanelia and other trash that's been piling up here. at it's height officials believe 20-25 people had been living here every night. they city has been working with the people here for months trying to persuade them to get into shelters or other services. friday these signs were posted letting them know that they had to be out by 7am tuesday. well past that deadline people where still picking up their possesions. this man says he's found a better alternative to the shelter.my mother lives right down the road at the senior home and i'm better taking care of her wash a dish and hugging to grandma then get in

free something from someone else ian adamson is with one of the many homeless outreach organizations that came out here today to see if they can persuade the last minute stragglers to get help.push come to shop push come to show of today people i'm moving their stuff away i want to make sure he be here to make sure that some options other than just hitting the streets. we got some folks out here who are physically disabled and mentally disabled so we just been trying to offer them some short term housing to get them through this difficult time one camp resident who did not want to appear on camera camera told me that told me that she never imagined yourself in this situation, she said she still trying to find a permanent place to live and is going to some of the organizations to try and get some help. she says all she can do now is move forward maureen kelly kron4 news (vicki) in the east bay... a federal judge has struck down the city of oakland's ban on coal shipments through its port.. this is a major setback to city leaders who argue the coal operations would be unsafe and unhealthy. the judge ruled that there's not enough evidence to

indicate that... and said oakland made mistakes in its report -- including the claim that tons of coal dust would be blowing around. a city councilmember says the fight will continue and the city is reviewing its options. now to our four zone forecast. taking a live look outside at s-f-o.kron-4's chief meteorologist lawrence karnow is here now with the forecast lawrence karnow: there were plenty of clouds around today and it was slow to break up. as a result temperatures were cooler and below the average for most of the bay area. doppler radar is tracking some thunderstorms over northern california. clouds will once again be on the increase tonight with a few areas of drizzle. on the satellite you can see the low pressure area to the north spinning up those showers and thunderstorms. another low is just off the

coast. that will move right over the bay area tomorrow. it will bring a slight chance of showers to the bay area. highs will remain cool with numbers in the 50s and 60s. thursday will be slightly warmer with partly cloudy skies and highs in the 60s and low 70s. the warming trend will continue into the weekend with mostly sunny skies. another cool low will move in on monday to bring more clouds and a slight chance of showers to start next week.

troops arrived at the u-s-mexico border's west point of entry in calexico this week. that's part of an agreement governor jerry brown reached with president trump in april.(ken) brown agreed to let 400 national guard troops be deployed to the border. officials stress they are there to support border patrol agents, not apprehend immigrants. but some in the community oppose the move. alex cheney reports. (nats)el centro border patrol introduced the 51 national guardsmen to their temporary home.however, officials said their mission won't take them to the border.gloria chavez / chief patrol agent, el centro: "but its never going to be a front line border assignment or task. their job is going to be behind the scenes providing us the critical support that today border patrol agents do." the national guardsmen will be unarmed as they help agents who serve 71 miles of the u.s.- mexico border just outside the city of calexico.bill hodge / calexico city councilor:

general xavier becerra is leading a multi-state legal fight to block the trump administration from cutting access to certain family planning programs. the administration's proposal would change requirements for title ten, which provides family planning services for millions of uninsured and under-insured people. the coalition filed papers tuesday in federal court supporting multiple planned parenthood branches' request for a preliminary injunction on the proposal. becerra commented on the legal action today. < "the state of california is leading a coalition of 19 states and the district of columbia in filing an amicus brief in the d.c. district court for the district of columbia in supporting a nationwide preliminary injunction seeking to block this harmful rule change to title ten."> the u-s department of health and human services initiated the trump administration's title ten changes in february. the

department says it is not going to comment on pending litigation. (ken) lyft is now joining uber in giving passengers and drivers more leeway to pursue charges of sexual misconduct. both san francisco based companies announced the changes today. under the old policies... customers had to agree to resolve any legal claims in arbitration - rather than open court. settlements had to remain confidential. that's no longer the case. uber is trying to move past a string of scandals over the past year... including allegations of internal sexual harassment and a cover-up of a data breach. after announcing its own changes, lyft praised uber for making a "good decision." (vicki) bill cosby's sentencing hearing is set for september 24th and 25th. the dates were announced in a court order today. cosby was found guilty of drugging and sexually assaulting andrea constand at his home in 2004. the 80-year-old faces up to 30 years in prison. his attorney has said he plans to appeal the conviction.
