the scene is still active as the home is completely tapped off with crime tape.take a look at video:we know one person was found dead at this home.in the video you can see a man in pajamas barefoot being detained by officers...we have not confirmed if he was arrested or just detained for questioning.investigators continued to search the home for evidence.neighbors told our crews they believe this is a home invasion robbery gone wrong...as one neighbor says he heard someone trying to break in...however - investigators have not confirmed this ust this time. i'm working to confirm the circumstances of this death with the sheriff's office.i hope to have more information within the next hour.live in el sobrante, sara stinson, kron 4 news

( james ) thanks sara. ( darya ) a big story this morning. a man has been arrested after investigators say he defrauded immigrants out of thousands of dollars for fake services. ( james ) kron4's lydia pantazas is live in san jose with the details. ( lydia ) the santa clara county fraud unit is looking for more victims after arresting a man for providing fraudulent immigration services. gerardo duenes previously worked as an

immigration officer for the i-n-s. police say he used that experience to attract customers... but did not tell those customers that he was fired by the i-n-s while being investigated for fraud. investigators say that duenes was running an immigration consultant business in san jose without clearance from the california secretary of state. the victims who have come forward say the suffered major financial loses and missed possible immigration opportunites. duenes is being charged with grand theft. ( james ) thanks lydia.. ( darya ) in the north bay... an oxygen tanker explosion forced people inside a medical office to evacuate... and shut down parts of highway 101 for hours. it happened yesterday afternoon... as the truck was delivering liquid oxygen to kaiser's medical facility. everyone inside the building

had to evacuate. c-h-p closed part highway 1-01 for nearly 2-hours... causing major traffic delays. the driver of the tanker was hurt.. but no other injuries we reported. a kaiser nurse described what she heard. ( darya ) kaiser's medical facility will not be open today. but the medical office be. ( james ) breaking overnight... 22 people are hurt after a tent collapses at fort hunter liggett in monterey county. it happened around 9-30 last night. most of the injures were minor... but 4 people were taken to nearby hospitals. authorities say a helicopter that landing at the military base created strong winds... and that's what knocked the tent over. right now... the base is holding an annual training exercise for thousands of

( james ) new this morning... an east bay man pleads guilty to federal charges of trying to help terrorists. amer alhaggagi met with undercover agents to plan a potential terrorist attack. he told an agent he wanted to target berkeley high school -- which he graduated from in 2013 -- and u-c berkeley. he also used social media to help the islamic state... by creating accounts for people he believed were supporters. alhaggagi pleaded guilty to 4 charges... including identity theft. he could face decades in prison. ( darya ) hot and dry weather is fanning the flames of the ferguson fire -- burning near yosemite. the fire has now burned more than 17-thousand acres since it started on friday. more than 18-hundred firefighrs are working 16 hour shifts to get this one contained. more than 100 buildings are threatened... and mandatory evacuation orders are in effect. this fire is only 5-percent contained. the cause is under investigation. ( darya ) the alameda county sheriff's office says 2 teens playing with fireworks

started the "grant fire." that fire burned about 480 acres on the altamont pass. the teeens put a firework in the engine of their broke down car... when the firework went off... it sparked the fire. one of teens turned himself in and confessed. the district attorney is now considering file charges. ( james ) happening today... the man who police have dubbed the rideshare rapist is expected in court. kron-4 has the court documents... detailing the case against orlando lazo. he's accused of raping 4 women in san francisco. in each case... the victim was drunk. federal immigration authorities say lazo is a citizen of peru... but he was able to drive for lyft for years. police say the lazo's d-n-a links him to all 4 rapes. ( james ) the city of san francisco appears to be getting better at processing rape kits... that's according to a new report. the report is required by the state because of the large number of backlogged rape cases across california. starting this year... all rape kits must be tracked and

delivered to the crime lab within five days. so far this year... 6 kits have not met that requirement... however that number is down from the last six months of 2017 when 15 kits did not make it to the crime lab within 5 days. so far this year... the number of d-n-a matches made in rape cases has increased by 8%. toll to 101 ( darya ) happening now... package thieves are targeting an oakland neighborhood. surveillance video shows a woman walking onto a porch in the maxwell park neighborhood... and taking off with at least 3 packages. victims say they've had medication and birthday gifts stolen. some neighbors say the issue has gotten so bad... that they no longer have packages delivered to their homes.

( james ) the city of walnut creek is working to come up with a way to help with its housing crisis. they say the biggest problem is a housing shortage. the city says it is getting ready to update a law that would provide more incentives for retail developers to build mo affordable housing. the changes would relax development standards like the height limits on new buildings. it would also reduce parking requirements. the city housing program took suggestions on how to best encourage developers to build more affordable housing.

( darya ) the city of palo alto is opening up one of its vacant parking lots to people living in rvs. the lot is located at 1798 bay road... and by november it will house 20 rv's. but there are more people living out of their rv's than there are spaces in the new lot. city leaders voted to approve a pilot program that will house and support rv residents. the goal of the program is to eventually move those living out of rv's and cars into permanent housing.

program is about 300-thousand dollars and will be split between project 'wehope' and the city ( james ) new this morning... bart is extending it's elevator attendant program. back in may... bart hired 35 staff members to stop people from using the elevators as toilets at the civic center and powell street stations in san francisco. the 6-month pilot program has been extended. it will now run through november of 2019. attendants are on the elevators everyday from open to close. ( james ) also new this morning... muni riders will soon have more time to finish trips... before they have to buy a new ticket. the m-t-a is extending ticket transfer times to two hours. that's an extra 30 minutes. the extended transfer times goes into effect on september first. meals earlier in the evening... have a lower risk for cancer. researchers looked at the eating habits of more than 15-hundred people with breast cancer or prostate cancer. they also looked at the eating habits of more than 2-thousand people who were qualified as healthy. the study revealed people who ate before 9:00 at night had a 20-percent lower risk for breast and prostate cancer than those who ate a late dinner-- or went to bed right after eating. doctors say more research is needed to understand the connection between meal times and cancer. all caught on camera. the video shows the man walking down the street when a group comes up behind him and pushes him to the ground.. and begin kicking him. the attack happened in the early morning hours of july 6th on martin luther king jr way... near the police department. ( darya ) police are looking for this silver or white minivvan.. possibly a nissan quest. they believe it is the getaway car. ( darya ) new this morning... we're getting our first look at an armed robber in oakland. police say this man approached multiple people in the 12- hundred block of 104th avenue back in may... demanding their belongings... before running off.

( james ) police in berkeley are looking for the man who propositioned a teenage boy for sex. the boy was walking down parker street near fulton street when the man approached him. the teen refused and the man walked away. the next day the boy saw the man again... about a block away from the first incident. he was last seen in the area driving a white 4-door sedan... possibly a toyota carola. ( james ) berkeley police need help finding a man who exposed himself -- while watching a woman through a window. this is surveillance video from the home. it shows the man walking up to a backyard window on the 24-hundred block of prospect street. police say the man touched himself... while watching the woman change clothes. when the woman spotted the man... she told her roommates and that's when the man ran off. ( james ) in palo alto... police say a man was caught on surveillance video peering into a bedroom. the

homeowner called police after getting an alert from his security system. video shows the man getting into the backyard through a closed gate. this is a still image from that video. police want to hear from anyone who knows this man. ( darya ) the parents of a 5-year-old sexually assualted at travis air force base are now filing a child neglect claim against the base. the victim's mother says her daughter was touched inappropriately by another young girl in the bathroom of a youth center. she then posted a video online about the incident. the family and their attorney spoke out yesterday. ( darya ) in the north bay... the city of santa rosa has filed a lawsuit against p-g-and-e for damages suffered during the october wildfires. city officials say they lost a lot of infrastructure including a fire station and they are still dealing with water contamination problems. they say that they will be dealing with those problems for years to come. the city says the lawsuit could also compel p-g-and-e to implement new safety measures. p-g-and-e says they are reviewing the lawsuit and are focused on doing everything they can to help these communities rebuild and recover. ( james ) after decades of agressive environmental initiatives... water quality in the san francisco bay is improviing. a local environmental organization says 20 years of enforcing the state and federal pollution laws have paid off. they say that there are fewer spills and not as many people are tossing trash into the water. but environmentali sts say the dangers are not completely gone. ( james ) the marine mamal center says they are seeing an increase in the numbers of certain types of marine life... which they say is evidence of improved water quality.

(philippe) the city of walnut creek is preparing to update its local density bonus ordinance to keep up with recent changes to the state density bonus law. both incentivize affordable housing production by relaxing development standards like increasing height limits and reducing parking requirements. diana o'byrne lives in walnut creek and so does her daughter. her daughter works in san francisco because the pay is higher... but without rent control, her rent keeps going up and she's apart of a growing population of people in search of affordable housing.diana o'byren/residen t- "not only the very low-income, but but also the people that are working, um, so that they can live close by." at city hall... more than thirty longtime residents, developers and property managers listened to what the city housing program and a consultant had to say about density. the city solicited the group for suggestions on how to incentivze both below market

bay... the city of santa rosa has filed a lawsuit against p-g-and-e for damages suffered during the october wildfires. city officials say they lost a lot of infrastructure including a fire station and they are still dealing with water contamination problems. they say that they will be dealing with those problems for years to come. the city says the lawsuit could also compel p-g-and-e to implement new safety measures. p-g-and-e says they are reviewing the lawsuit and are focused on doing everything they can to help these communities rebuild and recover. ( james ) a 15 year old boy in southern california lost part of his arm... after he was trapped under a large rock near laguna beach. fire officials say the teen and a friend were walking along the rocks when a boulder fell on him -- nearly severing his right arm above the elbow. the teen was trapped for 40 minutes before rescuers using heavy-lift airbags and brute strength managed to push the rock off of him. he was airlifted to a nearby hospital. doctor's say the teen's injury is ánot life- threatening. ( james ) the city of san francisco appears to be getting better at processing rape kits... that's according to a new report. the report is required by the state because of the large number of backlogged rape

cases across california. starting this year... all rape kits must be tracked and delivered to the crime lab within five days. so far this year... 6 kits have not met that requirement... however that number is down from the last six months of 2017 when 15 kits did not make it to the crime lab within 5 days. so far this year... the number of d-n-a matches made in rape cases has increased by 8%. ( darya )in the north bay... an oxygen tanker explosion forced people inside a medical office to evacuate... and shut down parts of highway 101. it all happened yesterday afternoon when this tanker truck exploded... after transfering liquid oxygen back into the tank. the liquid oxygen was being delivered to kaiser. it's used throughout the medical facility. everyone inside the building had to evacuate. c-h-p closed part highway 1- 0-1 for nearly 2-hours causing major traffic delays. the driver of the tanker was injured... no other injuries we reported. a kaiser nurse described what she heard.

( darya ) police in berkeley are looking for the man who propositioned a teenage boy. the boy was walking down parker street near fulton street when the man approached him. the teen refused and the man walked away. the next day the boy saw the man again... about a block away from the first incident. he was last seen in the area driving a white 4-door sedan... possibly a toyota carola. surveiance video from the home. it shows the man walking up to a backyard wind on the 24-hundred block of prospect street. police say the man touched himself... while watching the woman change clothes. when the woman spotted the man... she told her roommates and that's when the man ran off. ( james ) in palo alto... police say a man was caught on surveillance video peering into a bedroom. the homeowner called police after getting an alert from his security system. video shows the man getting into the backyard through a closed gate. this is a still image from that video. police want to hear from anyone who knows this man.
