missing teen in the east bay, is now safe police found 16 year old isabelle epps at the pleasant hill bart station. a kidnapping suspect.... antonio aguilar - elizz- arag is in custody. had law enforcement agencies across the state on the look out. four hours later pittsburg police spotted the suspect 36 year old antonio aguilarelizzarag in his 2005 black honda suv and arrested him...but there was no sign of epps. shortly after kelly says she's emotionally distraught but on the surface looks okay. sot: sgt. ray kelly, alameda county sherrif's office// "she appears safe, you know, unharmed but it's hard to say until we talk to her and really hear what happened. we know that she was emotionally traumatized as well and that she was held against her will. in regard to physical assault that's definitely something we're looking into."

(grant) for the first time we are hearing from the family of the deadly bart stabbing suspect john cowell (pam) his family is talking about the mental illness which they say was diagnosis. kron4's haziq maadyun has more.. in a story you'll see only here on kron4. a woman who described herself as john cowell's aunt told me by phone that she and her family has received multiple death threats since her nephew was identified as the murder suspect in sunday's deadly bart stabbing. she did not want to speak on camera and declined recording her voice out of what she says is fear for herself and her family. instead she faxed us a statement that reads as follows..."first and foremost, we want the wilson family to know that our hearts go out to them...our prayers go out to everyone in their family."we don't know whether these words of condolence have reached the wilson family....in oakland haaziq madyun kron4news (grant) today bart police revealed more about how they were able to track down john lee cowell. he was caught while sitting on a bart train.

lawrence karnow: it was mostly sunny away from the coast with hot temperatures in the valleys in the 90s. at the coast there was patchy fog with highs in the 60s. more thunderstorms can be seen on doppler radar over the sierra. on the satellite image you can see the huge dome of high pressure building over the west coast. it will send temperatures in the central valley in the 100s. around the bay area we will see temperatures climb into the upper 90s to low 100s inland with cool 60s that hot weather will continue before cooling on friday and into the can expect similar weather well into next week. (pam) a warning tonight for residents in santa clara county ... mosquitoes there have tested positive for west nile virus. here are the area codes where the mosquitoes have been confirmed to have the virus. they are 94085 ... 95051... and 95054. that includes parts of the cities of sunnyvale and santa clara. now officials say, they will be doing mosquito control in those areas to prevent any human cases. the west nile virus treatments in those neighborhoods... will happen this thursday at 11 p-m. residents who are affected will be notified. (pam) san francisco has approved a ban on plastic straws and takeout containers ... with fluorinated chemicals. the city's board of supervisors unanimously passed the ban against plastic straws and stirrers,.. the same ban seattle began this month. although the san francisco legislation requires a second vote next week. the ban also makes napkins and utensils with takeout or delivery ... available only on request, unless there is a self-serve station. the legislation will begin on january first 20-20. (pam) free meals hafor tech workers. now, two bay area cities are taking steps... to ban big companies from opening up those free in- house cafeterias.(grant)

california state auditor's office details how misused time and resources at various agencies cost the state thousands of dollars.(pam) according to the report, a key data operator at the d-m-v.... frequently slept at her desk and quote- "failed to perform her essential duties over a period of nearly four years". ali wolf has the story. auditors estimated that between feb. 2014 and dec. 2017, the woman's naps resulted in about 2,200 hours in lost time and cost the state over $40,000.the woman's appropriate action, according to the audit, and she remains employed at the department.the dmv issued a statement after the report was released:the dmv takes employee performance issues seriously. the dmv implemented the california state auditor's recommendations

and is monitoring the unit to ensure this behavior does not continue.another example involves two csu fresno employees, whose frequent long breaks and absences cost the state around $111,000. a graphic from the auditors' office details how much time they say was wasted during the day.an employee at the kern valley state prison left work around 45 minutes early on a regular basis. the auditors' report says this added up to 312 hours of lost time and cost the state $8,850.you can read the entire auditor's report by clicking here.to david wolfe from howard jarvis tax payers association they show a lack of accountability for state workers."it just shows a complete disrespect to the taxpayers of california and all of them should be angry," wolfe told fox40.the report also details how an assistant chief at cal fire used staff under his command to build an structure on the on, which he rented from the agency.the structure has sewer and electrical connections and the interior resembled a tiki bar.the lounge was demolished in december 2017 and the chief was (grant) new at 8 (grant) following the auditor's report... state agencies have 60 days to respond back about the disciplinary action taken.

sound/sirens and gunshots police dashcam video captured the shootout saturday between the suspect, gene atkins, after he crashed into a pole outside a silver lake trader joe's, and two l-a-p-d officers. nat sound/sirens and gunshotsanother angle from police-worn body cameras shows those officers firing back a reported eight rounds at the suspect as he runs inside. he was hit in the left arm. it was in those moments that store manager melyda corado had come out and was also hit by one of the rounds fired by officers. michel moore/los angeles police chief: "it was a through and through wound to the left arm that moved then into her body. // as chief of police, i am sorry for the loss." police chief michel moore says his officers had to make a split second decision to defend themselves against atkins, corado ran back inside and collapsed. when she was brought out to be treated by paramedics, it was too late. michel moore/los angeles police chief: "i recognize how they will forever go through their mind, debating whether that was what they had to do." the gunman continued to fire from inside the store at officers. you can hear the bullets hitting the wall that they were using as cover. nat sound: "watch out!" dozens of customers and employees were held hostage for hours. nat sound: "shots fired." those officers first chased 28- year-old atkins to the grocery store after learning he had shot his grandmother, mary
