(lydia)happening today... a highly anticipated bart board meeting. the bart general manager will address a 28 million dollar plan to keep riders safe. but one group says more needs to be done with the plan, including mutual aid from cities that have bart stations. kron 4's j.r. stone has the story. bart police are currently working emergency staffing levels to keep you safe. meaning 6 days a week and 10 hours a day. it's a short term response to violent crimes that we've seen occur within the system. still though...many riders have changed their riding habits. sot if i'm coming home later i'm going to drive.the bay area council group which represents hundreds of businesses in the area believe mutual aid with city police departments should be used on a regular basis. something that is currently only used in emergency situations.that we think a mutual aid situation
4:04 am
could provide getting more officers into the stations and around the stations and could really show passengers on bart that bart taketheir safety seriously and also shows criminals this is not a place for you. the cost of something like that is unknown and the bart police officers association is against the idea. at least one bart board member that we talked with said she's okay with some of that idea but only for a limited time.sotstarting salaries for bart officers are much lower than most departments. a reason they have struggled to fill vacant spots.ask the riders what they want and this is some of what they'll tell you...sot i just want more officerssot i'd like to see themsot maybe more officers in the stations you know what i'm sayingsot maybe they could take care of the homeless...we see them on the trains and they make us feel unsafe unfortunately. unfortunately.unsafe unfortunately.

turner's case to rest.. upholding the former stanford swimmer's rape conviction.. and rejecting his appeal for a new trial. michele dauber/professor of law, stanfordthis is a very affirming decision by the appellate court because it decisively rejects the idea that this was in any way consensual or that the victim was in any way to blame. turner's lawyer argued there wasn't enough evidence to support his 2016 convictions which found him guilty of intent to rape an intoxicated person. the lawyer contended that fact that turner was fully clothed when he engaged in sexual conduct other than intercourse... refutes the intent to rape decision. but three justices didn't buy that. michele dauber/professor of law, stanfordbrock turner is a lying unrepentant sex predator, who never showed real remorse for sexual assault.the appellate court did a good job in rejecting all of his frivilous appeals. and in making it clear that these were serious crimes. and that they deserved to be treated seriously. as part of the conviction... turner was required to register as a sex offender.
4:07 am
(lydia)that was kron 4s hermela aregawi reporting. kron 4 spoke to a stanford student.. who's been very outspoken about this case. she tells us turner's appeal shows he is not remoreseful.. and that he should have gotten a longer sentence. but the sentence... was not a part of the appeal. it but yet it's somehow getting people free parking this guy walking to his car was worried that i was parking enforcement so he moves his car you see some people have figured out that if jam the card into the meter, it will disable the meter and again you get to park for free nats: ambiance parking enforcement when they see a meter flashing yellow they know it has been either disabled or malfunction when that happen parking enforcement starts chalking tires because despite the meter disabled you only get to park at normal time limit nats: ambiance it use to be that people would place a bag on the meter, in this case it's a recyclable bagsthis meter has plastic wrapped around it and the meter is flashing yellow it there's a will there's a way for cheat the system ambiance there may be hundreds of meters disabled around san francisco and someone had to come out and fix everyone in san francisco stanley roberts kron 4 news (lydia)coming up on the kron

commuters will be able to get on and off buses there ... starting on sunday. kron 4's maureen kelly gives us a tour and outlines the plan to keep the new terminal crime-free. this light filled and airy concourse is the grand hall of the new salesforce transit center. for the architects it's been an 11 year odyssey that will be only partially complete when commuters begin walking thru this space on their way to and from work and home. this is the san francisco project but with the exception of i believe north dakota every state in the union contributed either product or materials or assistance to us to be able to get this building put together it's all by america it's all made here in the us it's an american wonder actually dream come true commuters entering the grand hall will walk on top of this artist designed terrazzo floor...one of four public art installations built in as a second light art installation...scrolls above.

your perceptions change it's really gonna change peoples understandings of where they live the public will be able to get there first glimpse of this park at a free block party that's this saturday from noon until four the first buses start running on sunday maureen kelly kron4 news (lydia)in national news... new york city is cracking down on the number of rideshare drivers in the city. their city council voted to freeze new licenses for uber, lyft and other ride-sharing vehicles. officials say the freeze will be effect while new york considers a solution to the growing number of drivers using ride-sharing apps. about 80-thousand ride-hailing cars currently operate in new york city. by comparison... the city has about 14-thousand yellow cabs. the freeze is seen as a win for city taxi drivers who say their business has been devastated by ride-sharing companies. new york is also the first major u-s city to impose such a cap. now
4:51 am
the big question is.... could a rideshare cap happen here in the bay area? kron 4's justine waldman explores that possibility. they are not hard to spot -ride share cars picking up and dropping off passengers. 45,-thousand 000 uber and lyft drivers operate in san francisco, that estimate comes from a 2017 san francisco treasurer's office report.with the new york city council approving a one-year halt new rideshare drivers. the news made people question if california should also put on the brakes?sot "i would say not more, because it is so crowded but not less because public transportation is really bad."many believe rideshare cars bring more congestion, more pollution and with a saturation of drivers, they make less money sot "there are so many of them it feels like it is a problem maybe there is a balance that needs to be struck."that same treasure report noted that rideshares made 170,000
4:52 am
vehicle trips within san francisco, which is about 12 times the number of taxi trips. sot "maybe do based on how many ubers are on the road based on the population of the city."people against the nyc halt believe the cap would mean longer wait times and higher fares.the new regulation, does not reduce the number of cars - it only prohibits the licensing of new ones. sot there are other means to get around but that is someone's job livelyhoodthe california public utilities commission regulates ride sharing services in the state. and as of now, it is unclear if any proposal to cap licensing of rideshares is being considered. in san francisco justine waldman kron 4 news.
