reassess the security at bart to ensure passengers safety. and this morning he will present this new plan to bart board members.take vo:right now bart police are in emergency staffing mode - and the new plan would hire more officers to patrol bart stations.other features of the proposed plan include making it harder to by pass fare gates, adding a second proof of payment team during evenings commute and installing platform emergency call boxes that connect directly to bart police.if the board approves the plan it would cost a one time cost of 25 million dollars and three million dollars annually.also - on the table - the bay area council has recommended regional mutual aid from police departments in cities where serves.the meeting starts at nine this morning, board members will not only listen to the new plan, but also take public comment after. we will be following it and bring you the latest right here on the kron 4 morning news.live in walnut creek, sara stinson, kron 4 news.###

( lydia ) new this morning... a person was hit by a car and killed in a 7-11 parking lot in daly city. it happened on gellert drive and serra vista avenue. this is a photo of the scene sent to us from a kron4 viewer through our report it app. police say the victim was sleping in the parking lot. police say the driver is cooperating and neither drugs

nor alcohol are suspected. there are road closures in the area. police expect those roads to be closed until around 10:00 this morning. ( lydia ) also happening today... a two-day sentencing hearing for derick almena and max harris is set to begin in oakland. the two men -- who pleaded no contest to 36 charges of involuntary manslaughter -- will face the families of those who died in a fire at the ghost ship warehouse. relatives of the victims are expected to testify about their losses before a judge sentences the men on friday. almena's sentencing starts at 9-30 this morning. ( james ) happening now... police are investigating after two people are found dead in san francisco's tenderloin neighborhood. police say the bodies were found around 5:30 last night when they were conducting a well-being check at a home on the 200 block of turk street. the homicide unit is investigating but police have not released any

( james ) police in santa rosa arrest a man accused of spying on women using the restroom at the santa rosa junior college. a woman called police when she noticed a man watching her from another stall. the woman gave police a description of the man. police later found ian mumbi stiing in found ian mumbi stiing in a parked car nearby. he was identified as the man in the women's bathroom. he has been booked into the sonoma county jail. ( james ) happening today... the danville police department will hold their annual active threat training. the training will take place on the campus of del amigo high school and will last from 8 a-m until 1 p-m. during the training the campus will be closed to pedestrains and vehicle traffic. ( lydia ) in the east bay... it has been one year since the death of a bay area singer-song writer in a laptop theft... and still no arrests have been made.

one year ago... dave deporis had his laptop sotlen outside of a north oakland cafe. he gave chase and ended up grabbing on to the thiefs car and died after being dragged by that car. at the time police released this security cam video of a person of interest.. but so far no one has come forward and a year later the homicide remains unsolved. but his father remains hopeful there will be a break in the case

family of nia wilson. curry turned his "s-c-30 showcase" game into a fundraiser for the wilson family. it was a success... raising just over 21-thousand dollars. 18-year-old nia was stabbed to death at macarthur bart station on july 22nd. her sister was also stabbed... but survived the attack. john cowell has been charged in wilson's death. ( james ) and another big story we are following this morning... smoke from the mendocino complex fire will be impacting the bay area again today. i'm with john shrable in the weather center... who is tracking the air quality this morning. morning.

( lydia ) happening now... firefighters are making progress in their fight against the mendocino complex fire... burning in mendocino... lake and colusa counties. the fire has burned more than 302-thousand acres. containment is up to 47 percent. flames have destroyed 119 homes. right now... more than 9-thousand buildings are threatened. this fire is 472 square miles. for some perspective... the city of l-a is 503 square miles. ( lydia ) some fire evuees are dealing with a norovirus outbreak. dozens of people -- who were staying at lower lake high school -- are sick. norovirus is a highly contagious stomach flu. the shelter -- which had been open for about a week -- was closed yesterday... as volunteers swept the floors and packed up cots. people who showed symptoms of the virus were grouped together tuesday night. they were also given separate bathroom facilities. ( james ) a developing story we are following this morning... 20-thousand people ordered to leave their homes because of a wildfire burning in southern california.

this is the holy fire burning in riverside county. this fire has burned more than 6- thousand acres but it is only 5% contained this morning. at least 12 buildings have been destroyed. this is just some of the latest video of that fire. a 51-year-old man has been arrested... accused of starting this fire. he is supposed to be in court later today. ( james ) plus... animal cruelty in the north bay. now... police need help finding the person who strangled a puppy. 71-year-old sikh man sahib singh natt is still in hurting... still fearful after he was kicked and spat on monday morningmanjeet singh virk/victim's son-in-law: "yeah, everybody's scared. everybody's scared, you know, me, everybody."but there's a slight sense of relief...as he and his family members have just learned his suspected attackers are now behind bars. manjeet singh virk/victim's son-in-law:"the news is really good. the manteca police did a really, really good job."the manteca police department reports they've arrested a 16- year-old boy and 18-year-old tyrone mcallister in modesto wednesday morningofficers say mcallister is the son of union city police chief darryl mcallistersgt. steve schuler/manteca police: "relationship there has nothing to do with this case. the family is devastated by the actions of their estranged son who they haven't seen in several months."investigators say this home surveillance video of the attack helped identify the duo.sgt. steve

( lydia ) the sonoma county board of supervisors has approved a nearly 500- thousand dollar pilot project .. for fire cameras in the lake sonoma watershed. the

system will allow officials to monitor fire and weather conditions .... and detect fires sooner. cameras will be mounted on mountain-tops and other areas with good visibility. the project is the first phase of a larger regional network of fire cameras... modeled after existing networks in the state... including lake tahoe. ( lydia ) this morning the d-m-v is taking even more steps to help shorten wait times at offices all across the state. yesterday state lawmakers approved a funding request from the department of finance. that money will be used to hire 230 new employees at d-m-v offices all across the state. the director of the d-m-v says the long wait times are unacceptable. the director says the d-m-v will also be mailing driver's license renewal forms to people earlier in order to give them more time. the dmv is also adding 50 additional grocery store kiosks...that allow people to renew their vehicle registration without going to a field ( james ) in national news... prosecutors say the

children who were being held in a makeshift compound in new mexico -- were being trained to prepare for future school shootings. documents revealed in court... accused siraj wahhaj of conducting weapons training at the site. a defense attorney for wahhaj is questioning the credibility of that claim. 11 children were found in filthy conditions at the desert compound wahhaj and four other adults were arrested and are facing child abuse charges. authorities have also found the remains of a small child but they have not yet been identified. ( lydia ) cruz told his interrogator that he carried out the mass shooting at the direction of a demonic voice inside of his head...telling him to do evil things cruz faces 34 counts of murder and attempted murder. a judge entered a not guilty plea on his behalf during arraignment. the prosecution is seeking the death penalty. ( lydia ) the two-billion dollar replacement for san francisco's old transbay terminal is nearly complete. commuters will be able to get on and off buses there ... starting on sunday. one of the first things commuters will notice when walking the grand hall .... is an artist designed terrazzo floor. its one of four public art installations built. buses to and from the east bay will be able to travel above city streets via a cable stay bridge. while bus service will begin sunday ... officials say it will be years before trains run through the terminal.

first glimpse of the park at a free block party this saturday from noon until four. ( james ) an appeals court has rejected a former stanford swimmer's bid for a new trial... and upheld his sexual assault conviction. the panel of judges ruled that brock turner received a fair trial. in 20-16.. a jury convicted turner of sexually assaulting an unconscious woman outside an on-campus party. judge aaron persky rejected a prosecutor's demand for a lengthy prison term... and instead sentenced him to six months in jail. turner appealed the conviction, arguing he didn't receive a fair trial. persky's sentence sparked nationwide outrage by those who felt it too lenient. ( james ) san francisco police are looking for a hit and run driver who left a pedestrian with life-

threatening injuries. it happened around 1-30 saturday morning in the city's richmond district. police say a 54 year old man was hit while crossing the street at second and geary. the victim is still hospitalized with crical injuries. the only description of the driver's car is that it's a dark-colored sedan likely with front end damage. ( lydia ) investigators are looking for the person who attacked a woman who was found bleeding on the street in fairfield. she was found in a parking lot on north texas street. this was around 11 p-m tuesday night. police were responding to an assault at a business there. that's when they found an unconscious woman. she later died at the hospital. ( lydia ) in the north bay... sonoma county officials are asking for your help in an animal cruelty case... after a dog was found dead inside a backpack. officials released this photo of the black "outdoor products" backpack that was found on the side of todd road and stony point in santa rosa last month. a necropsy revealed the eight-month-old puppy died after being strangled. officials say the puppy was a girl and was a white and tan, chihuahua mix.

( james ) in san mateo... neighbors along hobart avenue got an unexepected guest.. and it was all captured on surveillance video. san mateo police were called out yesterday for a mountain lion prowling around. this is video of the cat in a driveway. police did search the area but could not find the aninal. neighbors were surpised the mountain lion had passed

through the area. one resident says their motion detecting lights were turning on and off early wednesday morning. ( james ) although the mountain lion wasn't acting aggressively, police are asking that neighbors take some basic precautions like keeping a close watch on small children and pets when hiking and avoid areas where mountain lions are active. ( lydia ) people in a south bay neighborhood are fed up drug use and trash near their homes... because of a homeless encampment. the coyote creek neighborhood association near blossom hill road and highway 101 report a growing encampment between the freeway sound wall and their backyards. they report finding trash and drug parapehnalia in the streets and allege that packages are disappearing from door steps. one neighbor say the encampment is a potential health hazard.

( lydia ) the san francsico zoo has welcomed two snow leopard cubs. the boy and girl cubs were born on june 7th.. this is the mother 'dawa's' first pregnancy. the zoo staff says 'dawa' is highly attentive to her cubs. here is video of dawa before she gave birth. the cubs will make their public debut today at noon. snow leopards, which are from the moutain ranges of south and central asia... are one of the most highly vulnerable big cat

( james ) police in santa rosa arrest a man accused of spying on women using the restroom at the santa rosa junior college. a woman called police when she noticed a man watching her from another stall. the woman gave police a description of the man. police later found ian mumbi stiing in a parked car nearby. he was identified as the man in the women's bathroom. he has been booked into the sonoma county jail. ( james ) happening today... the danville police department will hold their annual active threat training. the training will take place on the campus of del amigo high school. it started at 8 and will last until 1 this afternoon. during the training the campus will be closed to pedestrains and vehicle traffic.

( lydia ) happening now... firefighters are making progress in their fight against the mendocino complex fire... burning in mendocino... lake and colusa counties. the fire has burned more than 304-thousand acres. containment is up to 51 percent. flames have destroyed 119 homes. right now... more than 9-thousand buildings are threatened. this fire is 472 square miles. for some perspective... the city of l-a is 503 square miles. ( lydia ) some fire evacuees are dealinwith a norovirus outbreak. dozens of people -- who were staying at lower lake high school -- are sick. norovirus is a highly contagious stomach flu. the shelter -- which had been open for about a week -- was closed yesterday... as volunteers swept the floors and packed up cots. people who showed symptoms of the virus were grouped together tuesday night. they were also given separate bathroom facilities. ( james ) in san mateo... neighbors along hobart avenue got an unexepected guest.. and it was all captured on surveillance video. san mateo police were called out yesterday for a mountain lion prowling around. this is video of the cat in a driveway. police did search the area but could not find the aninal. neighbors were surpised the mountain lion had passed through the area. one resident says their motion detecting lights were turning on and off early wednesday morning. transit center. for the architects it's been an 11 year odyssey that will be only partially complete when commuters begin walking thru this space on their way to and from work and home. this is the san francisco project but with the exception of i believe north dakota every state in the union contributed either product or materials or assistance to us to be able to get this building put together it's all by america it's all made here in the us it's an american wonder actually dream come true commuters entering the grand hall will walk on top of this artist designed terrazzo floor...one of four public art installations built in as a second light art installation...scrolls above. buses coming from to and from the east bay will be able to travel above city streets via this cable stay bridge....rolling in to pick up and drop off passengers inside. but while that will happen in just days....it will be years before trains run thru this terminal. approximately around 2028 is what we're projecting around this point for the trains which would be high-speed rail and caltrain, caltrain is electrifying their system as we speak and then high-speed rail eventually will come up while the new transit center is primarily for commuters..... the public park on the top deck is open to everyone. made up of 6000 plants and 600 trees there is a playground and plenty of places for people to sit and eat lunch...or take in the bus foundation....another art installation in which jets of water are sent shooting up, triggered by sensors as buses downstairs drive thru.

( james ) police in santa rosa arrest a man accused of spying on women using the restroom at the santa rosa junior college. a woman called police when she noticed a man watching her from another stall. the woman gave police a description of the man. police later found ian mumbi stiing in a parked car nearby. he was identified as the man in the women's bathroom. he has been booked into the sonoma county jail. ( james ) san francisco police are looking for a hit and run driver who left a pedestrian with life- threatening injuries. it happened around 1-30 saturday morning in the city's richmond district. police say a 54 year old man was hit while crossing the street at second and geary. the victim is

( james ) investigators are looking for the person who attacked a woman who was found bleeding on the street in fairfield. she was found in a parking lot on north texas street. this was around 11 p-m tuesday night. police were responding to an assault at a business there. that's when they found an unconscious woman. she later died at the hospital. ( james ) happening now... firefighters are making progress in their fight against the mendocino complex fire... burning in mendocino... lake and colusa counties. the fire has burned more than 304-thousand acres. containment is up to 51 percent. flames have destroyed 119 homes. right now... more than 9-thousand buildings are threatened. this fire is 472 square miles.

( james ) some fire evacuees are dealing with a norovirus outbreak. dozens of people -- who were staying at lower lake high school -- are sick. norovirus is a highly contagious stomach flu. the shelter -- which had been open for about a week -- was closed yesterday... as volunteers swept the floors and packed up cots. people who showed symptoms of the virus were grouped together tuesday night. they were also given separate bathroom facilities. ( james ) the sonoma county board of supervisors has approved a nearly 500- thousand dollar pilot project .. for fire cameras in the lake sonoma watershed. the system will allow officials to monitor fire and weather conditions .... and detect fires sooner. cameras will be mounted on mountain-tops and other areas with good visibility. the project is the first phase of a larger regional network of fire cameras... modeled after existing networks in the

( james ) some evacuation orders have been lifted for the foresta coumminty in mariposa county. people who live there were allowed to return home at 8 this morning. this morning... the 94-thousand acre ferguson fire is 79-percent contained. the fire is burning around yosemite national park. the fire has ánot reached the yosemite valley... but it is closed because of the poor air quality. two firefighters have died fighting the fire. another 12 have been injured. ( james ) the man accused of starting the holy fire in orange county is behind bars. investigators say the suspect -- forest clark -- lives in the rugged canyon where the fire started. the construction worker is being held on a million dollars bail. right now... 20-thousand people are under evacuation orders. the 96-hundred acre fire is just five-percent contained... investigators say witnesses and physical evidence links clark to the fire. clark will be in court today.

steph curry has raised thousands for the family of nia wilson. curry turned his "s-c-30 showcase" game into a fundraiser for the wilson family. it was a success... raising just over 21-thousand dollars. 18-year-old nia was stabbed to death at macarthur bart station on july 22nd. her sister was also stabbed... but survived the attack. john cowell has been charged in wilson's death.

( james )(ááálandingááá) in san mateo... neighbors along hobart avenue got an unexepected guest.. and it was all captured on surveillance video. a large mountain lion prowing around. kron 4's charles clifford has reaction from neighbors. the san mateo police department says that on wednesday they recieved a call from a neighbor along hobart avenue saying that his surveillance cameras had spotted a mountain lion prowling around his home around midnight. this is video of the big cat in the driveway and this angle is from the backyard.police searched the area but couldn't find any trace of the cat. along hobart, neigbhors were surpirsed that the predator had passed through. bruce fowler lives across the street, he says their motion detecting lights were turning off and on early wednesday morning.sotand they have been going off unexpectedly. so maybe the animal was over here.
