'the dmv gets notified right away so thats one more step that i guess its better for everybody becasue they car is automatically identified that it belongs to the buyer."california bill 516 explains the new law should help with regulating drivers who otherwise would avoid toll booth payments or even get away with a crime because paper plates as they are today make it harder to track them down.sot: roderick cho, owner rmc motors// "i think its basically it's just the state closing up a loop hole and recooperating lot of the money lost in the toll booths peolpe running toll booths and stuff like that and i guess theres a little bit of crime that happens along the way with cars not being properly identified with paper plates and im sure that eliminates that problem as well."the temporary paper plate numbers are free from the dealership. they will not become permanent, car owners will have 90 days to get a permanent plate with a new number.or else they will be fined between 25 and nearly 200 dollars depending on the county.california will join ten other states already implementing this rule.the dmv

estimates around 15 million dollars is lost annually by toll evasion. (robin) a bomb scare at the san fransisco hall of justice had people sheltering in place yesterday. a phone call of a bomb threat to the building on 7th and brayant led to an immediate investigation by police. no one was allowed into the facility at the time. about an hour later, the building deemed safe and the hall of justice continued their operations. no injuries were (robin) in the south bay... the santa clara county d-a has filed a 67- million dollar environmental protection lawsuit against the

monterey mushroom company. the d-a accuses the company of intentionally dumping waste- water into a county creek. an investigation by the california department of fish and game deteremined from early 20-16 into the spring of 20-17 monterey mushrooms pumped wastewater into waterways. on one occasion ... the company reportedly pumped 700-thousand gallons of wastewater into the creek during a 2-day period. uncertainty -- not helping wall street volatility.after a thousand-point surge wednesday, the dow dropped more than 600 points thursday before a late-afternoon bounceback, to finish the day, in the green.in washington, i'm karin caifa. (robin) three teens in new hampshire were hospitalized after a fiery crash involving a tesla. the teens were in a tesla model x when it crashed into a tree wednesday night. the electric car bursted into flames. the 19-year-old was taken to the hospital with serious injuries and the two other teens are expected to be ok. the crash remains under investigation but police say it appears speed was a factor. (robin) a 3-year-old is recovering after being thrown from a three-wheeled motorcycle in florida. this is the surveillance video -- showing the toddler showing the toddler before she's thrown into the road. the 3-year-old drove out in traffic after her father left

his motorcycle parked outside of his house. her dad was dragged behind the motorcycle as he desperately tried to stop the vehicle.the bike came to a crashing stop at a barrier wall. the child was rushed to a hosptial where she remains there this morning. experienced an unexpected light show in the sky last night. it happened when a transformer exploded at a power plant in queens.that explosion sparked multiple fires. light from the electrical surge created bizarre-looking flashes in the sky, followed by a blue glow. people on the ground ... immediately pulled out their phones to record the strange light. (robin) la guardia airport was temporarily closed for an inspection and planes were grounded for a few hours. officials say no one was injured by the transformer explosion. (robin) coming up in the
