provider says it's still in deep trouble despite being cleared of causing a 2017 wine country fire that killed 22 people.state investigators on thursday said the tubbs fire in napa and sonoma counties was started by electrical equipment at a private residence in the napa valley and not by pacific gas and electric co.company spokesman james noonan says in a statement that pg&e still faces numerous lawsuits, significant potential damages and a deteriorating financial situation because of the fires that torched california in 2017 and 2018.the company says it plans to declare bankruptcy after it was blamed for causing numerous other fires that killed scores of people and destroyed thousands of homes. it says it faces at least $30 billion in potential damages.a northern california state senator said that just because a private electric deadliest wildfires in state history does not let pacific gas & electric off the hook for its role in other devastating fires in the state. spiked today after regulators said the company wasn't at fault for the fire. shares soared nearly 75-percent on the news-- but fell again in hours after trading. investors say this is another example of why p-g-and-e shouldn't rush to file for bankruptcy. (vicki) in the east bay... fremont police caused a stir a couple weeks ago when they added two pickup trucks to their fleet of squad cars. now they're adding another unconventional vehicle... this 20-14 tesla model s. fremont pd saying it was the only electric vehicle to meet certain specifications for law enforcement. this is what the vehicle looked like before a 44 hundred dollar upgrade. now --- with the addition of a light bar, push bumper and ballistic barriers... it looks more like this. fremont police say the tesla has an initially higher price tag than the dodge charger it is replacing... but will help the department save on gas. (ken) now, authorities are working to determine the suspect's motive. camila bernal is in sebring, florida with the latest. chief karl hoglunde/ sebring police department: "our sisters. our daughters. our mothers. our co-workers. perhaps most unfortunate, is that now we refer to them as victims.a tearful police chief struggled to contain his emotions thursday as he talked about the shooting that took the life of 5 women.police say 21-year-old zephen xaver walked into a suntrust bank in sebring, florida, and opened fire.they say xaver called 9-1-1, telling them he had shot five people.when crisis negotiators failed to get him to come out, swat went in. chief karl hoglunde/ sebring police department: "unfortunately all victims had succumb to their injuries inside the bank"authorities revealed four of the victims worked at the bank and one was a customer.two of the women have been identified as cynthia watson and marisol lopez.meanwhile, xaver made his first court appearance in florida thursday morning. judge anthony ritenour / highlands county: "as i've stated, you have five counts of felony capital murder. based on it being a capital offense, the court is going to

the presidency yesterday. joe biden was there and defended his recent comments about the need to reach across the aisle to work with republicans. he has not yet announced a 2020 presidential bid. san francisco's mayor is ordering officials to take a closer look at seismic safety standards for high rise buildings. this step comes after an eye-opening report suggesting some skyscrapers may have hidden damage leftover from the loma preita 89 earthquake. kron 4's maureen kelly reports. (pkg)so if there's one silver lining out of the whole millennium tower debacle it's the fact that you got the city together to do this reportit was after the discovery of the sinking and leaning luxury condo high rise downtown that triggered the tall buildings safety strategy. that report revealed that nearly 70 older high rises in san francisco might have suffered unseen damage during the 1989 loma prieta earthquake....because they have a similar construction to ones damaged

in la's1994 northridge quake. the study recommended that they be reinspected. the order coming out of city hall calls for the strenghthing the resiliency of tall buildings. the department of building inspection and other deparments has been told to explore adopting stricter seismic standards....and updating policies for assessing buildings after a big quake . while it doesn't directly demand the reinspection of the high rises mentioned in the report.... supervisor aaron peskin who represents the financial district says it could open the door for that to happen. it's certainly a direction to increase seismic safety standards. we can have seismic safety standards that are more stringent than the state standards and we're on the way to do that for new construction. that's easier. it's accessing the problems with existing buildings and requiring fixes for those that's the more politically difficult path to trod. he says he's heartened by the mayor's call to action which also includes ordering a more through recovery plan for the densely polanoted that san fran 72 percent chance of experiencing a 6.7 magnitude quake or greater in the next 24 years. maureen kelly kron4 news.

(ken) on the peninsula... a new program was launched today to promote car- pooling in san mateo county. as kron 4's charles clifford reports... anyone who uses the program could receive up to 100 dollars. well this will come as a shock to no one but traffic around the bay area is terrible. here in san mateo county, 101 and 280 can get congested in the morning and at night. especially around the airport. caltrans has a longterm plan to realign lanes along 101 but in the meantime a coalition of agencies is trying to get people to carpool. they launched carpool 2.0 here at genentech in south san francisco that allows people to be rewarded for carpooling. the bay area air quality managment district is also supporting this plan. they say it not only reduces congestion but also improves air quality and reduces the amount of co2 going into the air.sotwe all recognize that congestion in the bay area is awefull. by not driving alone

in our cars we can make the situation better and even fix it. one of the great alternatives is carpooling. if youre interested in the program go to commute.org and sign up. you also have to use san mateo county's tracker app that will log the carpool miles you travel and you can then earn up to 100 dollars in e cards that can be used for whatever you want. the one catch is that the program is only for people commuting in san mateo county. for example you can live in fremont and commute to san mateo county and qualify, but san mateo county has to be involved in one way or another. in south san francisco, charles clifford kron 4 news.
