( james ) our big story this morning ... people in the north bay are starting to deal with the damage and the clean up ... after the devasting flooding along the russian river. governor gavin newsom has declared a state of emergency.( darya ) the russian river is expected to fall below flood stage this morning and officials are hoping to lift the mandatory evacuation orders for
( darya ) with thousands of people forced to leave their homes because of this weeks storms ... many are waking up in evacuation centers this morning.( james ) kron-4's justine waldman spoke with people who say they lost everything in the flood. natswith very little time to evacuate, ki daniels grabbed what she could and tossed it in her suv.nats the water came into the car and soaked the
floor boardsthis is it. some important some paperwork, her manuscript and medications... sot i have the clothes on my back and my vechile and that is what i havevideo from the sonoma county sheriff's office, shows how high the water got in monte rio.right now, ki, does not know how bad the damage is at her home there sot my understanding is it is all devesated she is one of 40 people staying at the red cross shelter at the sebastopol center for the arts. here people can eat, sleep and get help...sonoma county is now becoming an expert at caring for disaster victims. sot it gives us an opportunity to demonstrate the resliency of human natureki already lost everything the tubbs fire burned down the home ki was moving into in santa rosa's coffey park.her monte rio home, a place to start over. and she'll be on the move again...ki says she will always be sonoma county strong.. neither fire or flood will destroy her spirit.sot think living through 2 deve at this pont you start to learn

( darya ) forestville fire fighters are patrolling on the russian river ... looking for any hazards or anyone who may need help. among the hazards they are looking out for are propane tanks, trailers and cars that were swept away by the flood waters. firefighters are also keeping an eye out for power lines. "this is the most flooded i have seen it here. we've had a couple of other floods but this is the highest and most devastating houses down in the hacienda area">>(
darya ) as the river recedes ... forestville fire department officials say they are standing to help with any emergency. ( james ) many people who did not evacuate ... got trapped by the water .. and for the most part - the only way out of flooded areas has been by boat. yesterday on the kron4 morning news ... sara stinson encountered a rescue in forestville. a driver went around the roadblocks ... and tried to drive through the high water. the driver got stuck. the people inside the car were rescued by firefighters. they are now safe. ( james )( james ) happening now ... west bound lanes of highway- 37 are still closed because of flooding. the closure is happening between atherton avenue and highway- 101 near novato. the concern now is the major rain system coming this weekend. officials say that could keep the westbound
lanes closed through early next week. . ( darya ) new this morning... police have a sketch of the man they say attacked a woman in mountain view. investigators say this man attacked a runner on the stevens creek trail monday night. the victim says he introduced himself as "jerry"... before he attacked her... and also spoke with some sort of caribbean accent. police say he may also have bite marks on either a hand or a forearm after the woman tried to defend herself. the victim was treated for serious injuries to her face, but is expected to be ok. ( darya ) breaking overnight ... police in the east bay are investigating
a deadly shooting in east oakland. it happened on edes avenue near nevada street. police say two men and two women were shot. one of the men died at the scene. police say the man who died is from san leandro. the other three were taken to the hospital in stable condition. ( james ) in the east bay... dramatic body camera video released of a violent police encounter. it happened monday in pittsburg.officers were responding to a domestic incident involving the suspect and his father.police say the man was armed with a knife. after about ten minutes ... officers used a bean bag gun to disable to man. that's when police and a k-9 moved in and dragged the suspect to the ground. during the scuffle ... one officer suffered a minor cut to his neck.the suspect was arrested for assault with a deadly weapon, and resisting arrest. kirkwood resorts are going to extend their ski season due the record breaking amounts of snow falling in the sierra. heavenly mountain resort will extend their season through april 28th plus 3-day-weekend may 3-5. northstar and kirkwood will extend to april 21.will extend to april 21. p-g & e says it will likely be held responsible for causing the deadly camp fire in butte county. back in november ... the fire burned more than 153-thouasnd acres, destroyed almost 14- thousand homes and killed 86 people. in its latest earnings report ... p-g-&-e says it believes its equipment will be determined to be the likely cause of the fire. even though the company has filed for bankruptcy ... p-g&-e says it has set aside 10.5 billion dollars for claims from camp fire victims.
thought i guess i am out of luck because pge filed bankruptcy well this is saying no you are not out of luck, good news, pge has money and it is reserving it just for you.">( darya ) the report also indicates p-g&-e is more than tw-thirds done with inspections of its power lines and equipment. ( james ) in national headlines ... the house intelligence committee says they are focused on finding out more about the president's potential criminal conduct. this comes after a closed door meeting with president trumps former attorney michael cohen. the committee wants to examine cohen's claims that donald trump junior told his father about the meeting with the russians at trump tower ... before it happened in june 2016. as well as claims that roger stone informed the president ... that wikileaks was about to expose emails from the clinton campaign. east bay congressman eric swalwell says the closed door meeting with michael cohen was very helpful and informative.

( james ) a 10-year old santa cruz murder case has finally been solved. santa cruz county district attorney office say they arrested this man... 32-year-old ivan ramirez tapia in mexico... in connection with the october 2009 murder of 16 - year-old tyler tenorio, of santa cruz. on october 16, 2009... tenorio was a junior at santa cruz high school who was fatally stabbed during an altercation with several gang members. police say... tapia fled to durango, mexico... where he was tracked down with the help of the f-b-i. businesses in sebastopol are dealing with a lot of water damage. this is video from flooding at the barlows. its a former warehouse district converted into a collection of stores. and you can see how the water is impacting the stores. businesses have to bring in machines to pump out the water. a woman who own an a woman who own an ice cream shop in the area says the water got up to six feet inside the shop ... damaging all of her equipment. ( james ) new this morning. the flooding to our north has turned deadly. in humboldt county ... a man died after he was swept away by flood waters from the eel river. deputies say the man was trying to rescue his three children from his home in ferndale on wednesday. he waded through water that was about five feet deep ... before he got caught in a fast current. officials say three people drove a tractor through the high waters ... but could not reach the man.
the children who were trapped inside the home were later rescued by officials.the man's identity has not yet been released. ( darya ) a big story this morning. the oakland teacher strike enters its 7th day. and it's not clear if the teachers union and the school district sides are getting any closer to reaching a deal.( james ) now the san ramon valley unified school district in the east bay could soon go on strike. kron 4's will tran is at california high school in san ramon with more. and more teachers in the east bay could soon strike. this is video as teachers walked out of california high school in san ramon yesterday. the demonstration happened during the lunch
hour-- and did not disrupt classes. teachers also walked out during lunchtime at country club elementary. teachers with the san ramon valley unified school district are currently voting to authorize a strike as contract negotiations are entering their final stage. they are asking for smaller class sizes.. and more than a three percent salary increase. bay area rapper who was shot and killed by officers-- has filed a lawsuit against the vallejo police department. 20-year-old willie mccoy was killed outside a taco bell drive-thru on admiral callaghan lane last month. civil rights attorney john burris is demanding body camera video be released. he says mccoy was shot 25 times after being startled awake by police. officers say mccoy suddenly began to move and reached for a handgun on his lap. the police department has not yet responded to the lawsuit. ( james ) as communities around the country deal with water contamination issues ... lawmakers want to ensure americans have access to clean and safe drinking water. a new proposed bill would provide 35 billion dollars a year for water infrastructure. the money is for projects like replacing leaching pipes in schools and communities. bay area representative ro khanna is one of the sposors of the bill. the bill would also work to update wells and septic systems in rural areas. supporters say, the plan would create up to one -million new jobs.
