waters. firefighters are also keeping an eye out for power lines. "this is the most flooded i have seen it here. we've had a couple of other floods but this is the highest and most devastating houses down in the hacienda area">>( darya ) as the river recedes ... forestville fire department officials say they are standing to help with any emergency. ( darya ) happening now ... west bound lanes of highway- 37 are still closed because of flooding. the closure is happening between atherton avenue and highway- 101 near novato. the concern now is the major rain system coming this weekend. officials say that could keep the westbound lanes closed through early next week. . ( james ) breaking overnight ... police in the east bay are investigating a deadly shooting in east oakland. it happened on edes avenue near nevada street. police say two men and two women were shot. one of the men died at the scene. police say the man who died is from san leandro. the other three were taken to the hospital in stable condition. ( james ) happening today... the san mateo county district attorney will decide whether to charge five sherif's deputies in the death of a man who died after being tased by officers. chinedu okobi died back in october after a struggle with deputies. the sheirff's office says that okobi assaulted the deputies. after watching video of the incident... okobi's family says he was just walking down the street at the time of the incident. the district attorney has promised to release that video. the d-a will hold a news conference at 11:00 this morning to anounce the results of his investigation. ( darya ) new this morning... police have a sketch of the man they say attacked a woman in mountain view. investigators say

this man attacked a runner on the stevens creek trail monday night. the victim says he introduced himself as "jerry"... before he attacked her... and also spoke with some sort of caribbean accent. police say he may also have bite marks on either a hand or a forearm after the woman tried to defend herself. the victim was treated for serious injuries to her face, but is expected to be ok. ( darya ) in the east bay... dramatic body camera video released of a violent police encounter. it happened monday in pittsburg.officers were responding to a domestic incident involving the suspect and his father.police say the man was armed with a knife. after about ten minutes ... officers used a bean bag gun to disable to man. that's when police and a k-9 moved in and dragged the suspect to the ground. during the scuffle ... one officer suffered a minor cut to his neck.the suspect was arrested the

suspect was arrested for assault with a deadly weapon, and resisting arrest. ( darya ) in the south bay... four down and one to go... a fourth- suspect has been arrested in connection with a 2009 cold case murder investigation in santa cruz. kron four's rob fladeboe has the story. jeff rosell/santa cruz county county district attorneysanta cruz county d.a. jeff rosell on thursday announcing the arrest of this man, 32-year-old ivan ramirez tapia in mexico, in connection with the october 2009 murder of 16 year-old tyler tenorio, of santa cruz.jeff rosellon october 16, 2009, tyler tenorio, a junior at santa cruz high school, was fatally stabbed dring an altercation with several gang members near the 7-eleven at the corner of laurel and chestnut streets. an american citizen, tapia fled to durango, mexico, where he was tracked down with the help of the fbi.bertram farries/f.b.i.besides tapia, three other suspected gang members have been implicated in the case and a fourth suspect is also thought have fled to mexico. the d.a. says law enforcement wont rest until all of those involved in the killing have been brought to justice.jeff rosell/santa

( james ) another big story we are following this morning... communities around the country are dealing with water contamination issues... now lawmakers in washington... including a bay area congressman... have introduced a new bill to ensure americans have access to clean and safe water. alexandra limon has the details. flint michigan made national headlines when the city's efforts to save money led to lead contaminated water making

divisions. players will no longer be allowed to put a hand down on the field before snapping the ball. the reason behind the change is to avoid head injuries. in the three point stance... players are more likely to lead with their heads because of a lower body position. now they will start plays in a squat or upright position. pop warner plans to eliminate the stance for all divisions eventually. going to picket at an oakland unified school district board meeting at la escuelita elementary school. teachers are demanding pay raises, smaller class sizes and more student resources like counselors and nurses. ( james ) (ááá2 shotááá) teachers in another east bay school district could join the picket lines. teachers in the san ramon valley unified school district are voting to authorize a strike as contract negotiations are entering their final stage. ( darya ) kron 4's will tran is in danville with more. and more teachers in the east bay could soon strike. this is video as teachers walked out of california high school in san ramon yesterday. the demonstration happened during the lunch hour-- and did not disrupt classes. teachers also walked out during lunchtime at country club elementary. teachers with the san ramon valley unified school district are currently voting to authorize a strike as contract negotiations are entering their final stage. they are asking for smaller class sizes.. and more than a three
