( darya ) in the south bay... police are warning about a spike in car burglaries in milpitas-- since the beginning of this year...( james ) the majority of these burglaries happened in the parking lots of shopping centers. kron 4's will tran is joining us now live with what you need to know. ( will )if you're shopping in milpitas make sure you don't leave valuables sitting on your car seatssince the beginning of the year the city has seen an explosion of car burglaries ... most of them in areas many think are safe here's the breaking downsince the beginning of the year there have been 145 car burglaries.... 88 of them happened in january alone 57 of them last monththese are the hot spots... mccarthy ranch... the great mall... milpitas square and ulferts centerpolice don't know

( darya ) a big story this morning. the oakland school district is cutting from next years budget ... to increase teachers pay. this decision to make massive cuts comes after the teachers voted in favor of their new contract over the weekend. the cuts were strongly opposed by dozens of students and community members who attended a three-hour public hearing ... as a lot of programs would be cut from school curriculums. but ultimately ... the teachers union defends the decision. ( darya ) teachers and students hope

the governor's office steps in and provides the district more money ... so at least some of the programs on the chopping block can be saved. ( james ) although students are back in class at all 86 oakland schools ... many oakland parents say the deal is not enough ... and that there is still work to do to support teachers.( james ) parents also say their

children are thrilled to be back at school with their friends and their teachers. ( james ) in the east bay... police are investigating the death of a man whose body was found on a dirt trail near the arroyo creek... in livermore. police are treating the death as suspicious. the body was found just before 8oclock yesterday morning... where he was lying in shrubbery off the trail. the body has not been identied yet. ( james ) richmond police say a group of men were arguing outside hilltop mall before shots were fired last night. the mall closed early following the shooting that happened just before 6. when officers arrived at the mall they could not find any victims, but they did see a trail of blood. the victim took himself to the hospital with a single gunshot wound that was non-life threatening. on the peninsula... police in south francisco are investigating a shooting that left a 17-year-old in the hospital. yesterdy... police say they responded to reports of a shooting on magnolia avenue in south san francisco. the initial investigation showed the 17-

year-old was shot by an unknown suspect as he was standing near a parked car.. the suspect immediately took off... no description so far. the victim has non-life threatening injuries. in national news... republican opposition to president trump's 'emergency declaration' for the border wall ... is growing. kron4's mark meredith is in washington with more. nat: "im going to vote to support the president" louisiana senator john kennedy says he supports president trump's emergency declaration for a border wall.but republican opposition to the order is growing...kentucky senator rand paul says he'll join democrats in an effort to block the declaration."this emergecy declaration, executive order, goes against the will of congress"at least three other gop lawmakers say they'll vote against the emergency order.the senate is expected to vote on the issue this month.house speaker nancy pelosi is confident."we anticipate having won that vote in the house, we'll win it in the senate as well" but president trump says even if the senate votes to block the wall...he'll veto.and lawmakers admit it's unlikely congress will have a two

disaster declaration asking president trump for immediate assistance in lee county. one of the twisters brought 170 mile per hour winds. on sunday -- the national weather service gave about eight to nine minutes of warning before the deadly tornado touched down. a desperate search continues this morning -- in the hopes of finding survivors. ( darya ) among those killed is taylor thornton -- a fourth grader. and the youngest victim is 6-year-old armando hernandez. arrested last night as demonstrators took to the streets to protest the shooting death of stephon clark.( james ) authorities say more than 80 people were taken into custody...most of the arrests were for unlawful assembly. this comes after the d-a announced that no charges would be filed against the officers who fatally shot the unarmed 22-year-old. ali wolf has the story. activists and faith leaders - continue fighting in the name of stephon clark..(nat)"we handed this letter..." unsatisfied and angry at the district attorney's decision this weekend.....they are now trying to convince attorney general xavier becerra to step in.... and do what d-a anne marie schubert chose not to do: prosecute."when the nation is watching what will we do? attorney general becerra you have the opportunity here to make a turn in how we seal with police practices here in the state of california" president of the people's alliance for justice... reverend shane harris.. hopes stephon clark's case will inspire change in the way deadly police shootings are

reporting. faith leaders are organizing a series of events for stephon clark.. marking the one year anniversary of his death... they are planning a march in the coming days.. and a vigil on thursday night in meadowview. ( james ) in the east bay...police are investigating after a woman was sexually assaulted on the u-c berkeley campus. it happened sunday morning near stephens hall. police say the victim knows the male suspect. his identity was not released. the victim and the suspect are not affiliated university. ( darya ) san francisco mayor london breed is proposing a new waterfront housing location for part of her 1-thousand bed homeless shelter plan. breed proposed a new 200-bed "safe" navigation site at seawall lot 330. that location is on the embarcadero across the street from piers 30 to 32. the site would provide temporary housing for unsheltered city residents. breed says the city has opened 212 new beds so far this year, and are on track to add 500 total new beds by this

( james ) the two young girls who went missing in northern california are sharing their story. they wandered off and got lost in the woods for nearly two days. according to the girls ... they were chasing deer tracks which led them to unfamiliar territory.

muddy forest in humboldt county. there was massive search for them. on sunday morning ... rescue crews found the two girls near richardson grove state park. they were about four- miles away from the home. sheriff deputies say the sisters survived because of the wilderness survival training skills they learned at their youth club. < when we woke up, we stayed in the same place so dad could find us. and there was a creek nearby, and we sang nursery rhymes at the top of our lungs.">( james ) their mom says she is trying not to puniish them because they did the right thing by sticking together. ( james ) san francisco city leaders ... including mayor london breed and former mayor willie brown ... paid final respects to jeff adachi yesterday. adachi died unexpectedly on february 22nd ... from what investigators believe was a heart attack. he had served as the city's public defender since 2002. those who spoke at the service all agreed ... he was

( darya ) outrage in a california community... after a group of teenagers were caught on camera using cups to make a swastika sign at a party. the photos have caused a firestorm across the newport mesa unified school district in orange county. extra police officers patrolled the campuses yesterday... several students posted on social

media asking for their classmates to wear blue to denounce anti- semitism and bigotry. the superintendent also released a statement denouncing the photos. ( darya ) ( darya ) a committee meeting is expected to take place on thursday to discuss the controversy. ( darya ) an oakland lawmaker wants to extend free community college for first time students. in 2017, governor brown signed a bill that gave new students their first year of community college free. many other states offer two years for free ... and assemblyman rob bonta is proposing a bill that would give students in california the same ... two years of free community college. it would allow students to get their associates degree without going into debt.
