this morning... doctors say they have seen 3 new cases of the measles in san francisco.( james ) the small outbreak marks the first cases since 20- 13. kron4's gayle ong has more. for the first time since 20- 13, a small outbreak of the

measles in san francisco.the city's health department reporting three cases of measles in february.all adult cases.it first showed up at s-f-o when a passenger was exposed to the disease during an international flight.city health officials say one person, a santa cruz county resident at the time already had measles,since then two additional passengers on the same flight got sick with measles as a result from that exposure.one was a san francisco resident, the other was a santa clara county resident.

and this person was aware and once they developed symptoms, they contacted us right away.">symptoms include high fever, runny nose, cough, red eyes and a rash all over the body lasting for five to six days.measles can spread easily through the air..the centers for disease control and prevention say measles is not made into the united states, people bring it into the country either by foreigners through americans who travel abroad.

( james ) a big story this morning. teachers in the san ramon valley unified school district have reached tentative agreement with the district ... possibly averting a strike. ( darya ) kron 4's sara stinson is joining us live in san ramon with more on the tentative deal. negotiations went on for over 13 hours between the san ramon valley unified school district and its teachers.it even went into the night, it was well worth it because both agreed on most things and reached a tentative agreement.o friday -- when it almost escalated to a strike as 98 percent of the teachers in the

looks like that won't be neccisary after yesterdays long negotiatons.this is what the district and teachers agreed on...take a look at your screen.- a four point one eight salary increase, school nurses working five more days and will get an annual five percent stipend of their annual base salary- speech language pathologists will also work five more days- teachers will get more planning time and more personal time off and while both are calling this tremendous progress - now on your screen is what they didn't agree on ....- lower class sizes, more nurses district wide, lower counseling ratios, special education maximums, reduction in fourth and fifth grades staffing ratio 29 to onethe union says they were unable to reach an agreement because the district insisted on having authority to change all improvements discussed after three years.however - both sides say they look forward to returning back to the

( darya ) new this morning... the university of california system will not be raising tuition for in- state students for the 2019- 202 school year. officials with the u-c system made the announcement yesterday. they say that the tuition will remain flat despite the rising costs and growing enrollment. school officials say that governor newsom's new budget is part of the reason they were able to keep tuition steady. ( darya ) new this morning ... two men were injured in two separate shooting in oakland. the first shooting happened just before 7 o'clock last night ... in the 33-hundred block of adeline street. the man

who was shot was taken to a hospital. the second shooting happened just after 8 o'clock ... in the 15-hundred block of east 12th street. the victim in that shooting was also hospitalized. the conditions of the two men this morning. ( james ) a heads up for people driving in the east bay near clayton. the recent storm caused a mudslide ... forcing the closure of marsh creek road. this is video of public works cleaning up part yesterday's mess ... but they say rocks and debris are still falling. so marsh creek road between the clayton city limit and morgan territory road is closed until further notice. they have placed road closures signs at deer valley road, pine lane and morgan territory road to warn drivers to take a different route. ( james ) another big story we are following this morning... crews in san francisco have broken ground on a project to improve safety and bus traffic on geary boulevard. this is just the first phase of the project. it will happen on a three mile stretch of geary between stanyan and market street which encompasses japantown.

this phase of the project will include new crosswalks and transit signals so buses can catch green lights. crews will also be replacing sewer and water pipes under geary boulevard. this is part of the city's plan to eliminate traffic deaths by the year 2024. the project will not be finished until 20-21. ( darya ) happening today... former trump campaign chair paul manafort will be sentenced in a federal court. manafort was found guilty of defrauding banks and the government-- and failing to pay taxes on millions of dollars he earned as a political consultant. prosecutors have asked for up to 25 years in prison. manafort is 69 years old. the case against manafort was the the áfirstá brought to trial-- by special counsel robert mueller as part of his russia investigation. manafort will receive a second sentence next week from a different federal judge. that's in connection to the witness tampering and conspiracy charges he pleaded guilty to last year. released hundreds of documents from their investigation into the fatal police shooting of stephon clark. those documents included statements from the officers given just after the shooting. angela greenwood has the latest. both officers told similar stories in two separate interviews...the newly released statements were given just hours after stephon clark was shot and killed.the first arriving officer describing his initial contact with clark-- and his repeated- but failed- attempts to get clark to stop running anf show his hands....he then recalls the moment he turned the corner into clark grandmother's

backyard....saying quote"wow, that was stupid of me to come around the corner that fast,' you know. ""...it was kind of surreal. it was almost like slow motion and i was like, 'this dude's freaking shooting at me."the second officer also describes an uneasy feeling as he turned the corner... claiming quote á"all i saw was a subject in dark clothing standing in that position with his hands punched out with something in his hands." (officer 2)next thing he know he says-- his partner yelled gun....and then says to protect himself and his partner....quote"i fired what i thought was five rounds on scene. and later thought was maybe more." (officer 2)the first officer also talked about seeing some sort of light coming from the object in clark's hands....which they believed at the time to possible be gunfire.while the second officer states quote-- "to be frank, i was really surprised that he hadn't started shooting at us." first to shoot the subjectand his response was yes, saying quote á"i was in fear for my life. i thought he was already shooting at me. so i wanted to return fire to stop the threat." ( darya ) our top story this morning. a mom and her two young boys were found dead inside their san jose apartment. now its being called a murder-suicide.( james ) kron4's will tran is live in san jose with the latest. the young boys ... just four and seven years old. investigators say the boy's father found the bodies yesterday ... at their apartment near kooser road and meridian avenue. police say the woman killed her sons before killing herself ... but they have not said how. neighbors are shocked about what happened. the deaths of the boys are the eighth and ninth homicides in san jose this year.

( james ) happening today --- dozens of vulnerable san francisco families are getting new homes. at 10-30 this morning... san francisco mayor london breen, city officials and the tenderloin newighborhoo d development corporation will celebrate the grand opening of 10-36 mission street. the new building will house 40 homeless families and 43 low-income families. ( james ) on the peninsula ... a stanford employee who stabbed his girlfriend ... is blaming l-s-d for what happened. james shirvell is an assistant admissions officer for stanford. he is accused of stabbing his

girlfriend multiple times early sunday morning in san francisco's protrero hill neighborhood. the victim is still recovering. in court yesterday ... it was revealed that shirvell and his girlfriend had both taken l-s- d before the attack. shirvell's attorney argued the violent attack was completely out of character.

incident happened last month... where police say greenberg came into a face to face confrontation with another student... before punching him hard in the face. police also charged greenberg with misdemeanor vandalism. right now... he's free on bail and will back in court april 9th. ( darya ) lawmakers are promising to take action after state and local law enforcement officials cleared the police officers who fatally shot stephon clark. sacramento area assemblyman kevin mccarty is a co-sponsor a new proposed bill inspired by clark. he was fatally shot by police seven times in his grandmothers backyard. the bill aims to only allow police to use deadly force ... when there is no other reasonable alternative to prevent serious injury or death. the bill also makes it easier than it is now ...to punish police who don't meet the standard.

maybe we need to take a look at those rules and the book.>( darya )( darya ) another bill working its way through our state capitol is being backed by several police groups. it focuses more on de-escalation training, and the development of mental health crisis response teams. it also pushes for police agencies to have more concrete use of force policies. neither bill is scheduled yet for a hearing. ( james ) another big story they are following... the problems continue to mount for singer r-kelly. police in detroit confirm they are looking into allegations against kelly involving a 13- year-old girl. detroit police chief james craig said the alleged incident happened in 2001 ...... adding that authorities have reached out to the alleged victim's lawyer. kelly was indicted last month on 10 counts of aggravated criminal sexual abuse. the singer was jailed lastnight for failing to pay 161-thousand dollars in
