governor gavin newsom is ending the death penalty in california..he is expected to make the announcement ( robin ) kron 4's will tran is joining us now live from san quentin prison ... which is the only prison in california holding male death row inmates. ( will )death row inmates in california are getting a reprieve wednesday as gov. gavin newsom plans to place a moratorium on the death
penalty in the state, his office announced tuesday. the move immediately closes the execution chamber at san quentin state prison where executions in california are carried out, though no one has aim to be a leader in the world as long as its government continues to discriminatory execution of its people," newsom said in a statement. the order does the following: 1. puts in place an executive moratorium on the death penalty in the form of a reprieve for all individuals sentenced to death in california.2. withdrawals california's lethal injection protocol3. immediately closes the execution chamber at san quentin4. states clearly the directive does not provide for the release of any individual from prison or otherwise alter any current conviction or sentence.
governor newsom's statement reads in part.....i do not believe that a civilized society can claim to be a leader in the world as long as its government continues to sanction the premeditated and discriminatory execution of its people. in short, the death penalty is inconsistent with our bedrock values and strikes at the very heart of what it means to be a californian. ( darya ) lets take a look at some of the infamous inamtes currently on death row at san quentin... scott peterson was convicted in the death of his wife laci and their unborm son. lonni franklin --- is a convicted serial killer. richard allen davis --- has been on death row since 19-96 for the kidnap and murder of 12-year-old polly klaas from petaluma. and vincent brothers --- a former high school principal convicted of killing his three children and mother-in-law. the univiersites tied up in this case. kron 4's dan kerman has the story... the fbi has announced 50 people including 33 parents have been charged in a nationwide bribary scheme, whereby parents payed off college coaches and administrators to get their kids into elite universities sot joseph bonavolonta/fbi :12 this is a case where they flaunted their wealth baring no expense to cheat the system so they could set their children up with the best education money could buy. some spent between 200-thousand to 6 and half million dollars to guarantee administion. their actions were insidious selfish and shameful. these are the 13 bay area parents who are among 33 charged. prosecutors say they paid this man , rick singer, to have someone take college entrance exams or correct their child's answers afterward. singer also used the money to pay off coaches and create fake athletic profiles so students could be recruited as star athletes.sot andrew lelling/u.s. attorney, district of massachusetts :59
one of those parents on the list, todd blake, tweeted in march of 2019 so very excited that my daughter charlotte will be attending usc next year! court documents allege blake paid $200,000 to singer's foundation and $50,000 to usc's 'women's athletics department to make that happen also implicated stanford university head sailing coach john vandemoer, who has now been fired. he placd pting bribes. according to court documents vandemoer conspired with singer to hold admission students who were falsely suggested to be competitive sailors. in return he receivcontributions to stanford sailing program. neither of the two students ended up
attending.standup dan kerman 156and the fbi noted the investigation is not done and they will continue to search for parents and others who are not playing on the rules, dan kerman kron 4 news. ( robin ) stanford released a statement addressing the scandal. saying in part: neither student came to stanford; one student was initially denied admission and intended to reapply but never did, and the second never completed an application. however, the behavior in the case runs completely counter to stanford's values. ( darya ) a cloverdale high school teacher was arrested after police uncovered evidence of a fight club inside their special education classroom. police say spedical ed teacher federico vargas was actually refeering fights in his classroom. multiple student injuries were discovered in the investigation ... at least one requiring medical treatment. it's unknown exactly how many fights there actually were ... but police say at least one
was captured on camera by a student. one of vargas' students say it's unfair that he's been arrested. ( darya ) vargas has taught at cloverdale high school for 8 years ... and is now on leave pending the investigation. he turned himself into police saturday and faces 13 counts of contributing to the deliquency of a minor and 5 counts of endangering children. ( robin ) new this morning... a busy san francisco intersection is adding a bike lane...after a cyclist was killed last friday. this is video from the crash that killed 30-year-old tess rothstein. she was hit by a truck near sixth and
howard streets. the part of howard street where rothstein died did not have a protected bike lane... so now officials will be adding physical barriers on the north side of the street. rothstein's death is the fourth traffic-related death on howard street in the past three years. ( robin ) new this morning... the cty of lafayette is one step closer to banning flavored tobacco. the city council has agreed to prepare an ordinance that would ban the sale of flavored tobacco in city limits. if the ordinance passes... stores that continue to sell flavored tobacco products could face fines of up to $500. unflavored tobacco products would not be affected. the city council will vote on the ordinance next month. ( darya ) we now know the names of the two men fatally shot in oakland last month. this happened at a gas station in the 9700 block of edes avenue. 27-year-old maurice cooper... died at the scene... 42-year-old cassius stroman was taken to the hospital where he later
died. two women and another man were also injured in the shooting and survived. no one has been arrested. ( darya ) breaking news we are following... happening right now... president trump's former campaign chairman paul manafort is back in court for a second round of sentencing. he received a prison sentence just under four years last week for financial crimes. that was shorter than the 19-to-24 years that is called for under federal guidelines. manafort, who turns 70 next month, is facing up to another decade behind bars for a pair of conspiracy charges related to the special council's investigation into russian meddling in the 2016 presidential election. former california highway patrol officer who says he was harassed and discriminated on the job for being gay is suing the c-h-p and eight other officers. jay brome now works at a clothing store in benicia. he entered the police academy in 19-96 and remained with the c-h-p for 20 years before retiring. he says his time spent with the c-h-p was fullti of on targetin because he was gay. and he says the c-h-p did nothing about it.

( robin ) another big story we are following this morning... the most senior vatican official charged with sexual abuse is now heading to prison. austrailian cardinal george pell was given a six- year sentence for sexually assaulting two choirboys in the 19-90's. the 77-year-old
must also register as a sex offender. pell's lawyers say they will appeal the conviction. the court of appeal is scheduled to hear submissions in june. ( jane )good morningboeing is making an extensive change to the flight-control system in the 737 max aircraft involved in october's plane crash in indonesia, going beyond what many industry officials familiar with the discussions had anticipated.the change was in the works before a second plane of the same model crashed in africa last weekend. the change would mark a major shift from how boeing originally designed a stall- prevention feature in the aircraft, which were first delivered to airlines in 2017.

( robin ) we're learning more about the man who is charged in the death of a san jose woman. police say 24- year-old carlos carranza is undocumented, had been deported, and has a long criminal history. he is accused of randomly breaking
into 59-year-old bambi larsen's home and then stabbing her to death. a memorial grows outside her home on knollfield way. carranza is salvadorian and has a long rap sheet including kidnapping, false imprisonment, burglary, and drug offfense. san jose's police chief says following his many arrests, immigration authorities áunsuccessfully sought information about his release on six separate occassions. the mayor of san jose says it's long overdue for the county to-reconsider it's current policy of ignoring ice hold of ignoring ice hold requests. ( robin ) a shooter is still on the loose...after a man was shot several times while he was driving on highway 24. it happened yersterday morning around 6:30. the 20-year-old victim was approaching highway 13 when he noticed a blue sedan next to his car....that's when he says he heard several gunshots. the victim managed to get onto highway 13 where he pulled over and called police. he told investigators that he got a good look at the man firing the gun but didn't recognize
him. the victim was taken to a local hospital for his injuries. this is the fourth this is the fourth freeway shooting in oakland this year. ( robin ) in the south bay...we now know the names of the two children killed by their mother in a murder-suicide last week. the santa clara county medical examiner's office identified them as four-year-old chuck nguyen and seven-year-old eric nguyen. their mother was identified earlier this week. police say -- they found her and the two children dead at their san jose home last wednesday. officers later determined the case to be a murder-suicide. ( darya ) it was an emotional day for oakland city councilwoman lynette gibson mcelhaney as she spoke for the first time about her son's murder. victor mcelhaney was shot and killed during an apparent robbery attempt last weekend in los angeles. he was a music student at u-s-c. mcelheney and her husband clarence listened as faculty members praise her
board of trustees met yesterday to discuss the issue. they reviewed proposals regarding the name change that include surveying the community on the issue, selecting a committee to manage the process, and drafting a resolution that commits the board to change the district's name...and the name of an elementary school. the full cost of the name change would be privately financed. proponents of the name change say the word "dixie" is associated with white supremacy dating back to the civil war era. opponents argue the district was named after mary dixie, a woman who had ties to the man who built the first schoolhouse in san rafael. (robin) in the south bay ... some residents in a san jose community are concerned about a proposed site for a homeless community. right now ... the hope village encampment is near the airport.its operating on city owned land leased to the county of santa clara. hope village operators say they run on donations only ... and after six months of housing about 20 people ... the city needs to relocate the village. the proposed new site for
hope village is in willow glen -- and neighbors there are not happy about the idea.
