the documentation you have to show that, of course, along with your passport to come into united states. they want to make sure that covid-19 does not see an uptick during the holiday season, which is why they're doing this. so it's good news, of course. but james darya, we've known about this before with great power comes great responsibility and the responsibility lies with the traveler non us citizens that you have to make sure that you are safe, not aaron rodgers immunized but vaccinated before you hop onto the plane to come to the united states. back to, you know, will and i kind of i kind of wonder about this because i wasn't of are you nervous or excited. it may be a little nervous because. >> you say they have to be fully vaccinated. but do you still have to test negative before flying as well. is it both things or is it just one. it looks like at this particular point. it looks like it's going to be fully vaccinated, but i'm sure the airlines are not taking any
chances. >> i will try to find out to see if you still have to test negative before you travel. great question. but the cdc says starting today you'll have to be fully vaccinated. check back with me next time and i'll find out fully vaccinated and negative before yeah. >> i that will make me feel better. it was a negative test on top. thank you. we'll 5. 18 inches of rain. this one not going to be packing that much is up. i'm so you're negative impacts of this storm will be pretty minimal. mostly we're just seeing some much needed rainfall ahead of us. so that's definitely good news. your view outside from half moon bay this morning shows a little bit of cloud cover overhead, although we are starting this morning off dry and actually. >> pretty clear for a lot of the region. most of that rain associated with this atmospheric river. still sitting well offshore but will be making its way towards us later on today. so today is a day of change for sure. clear skies to start once the sun comes up, you'll have a nice sunrise ahead of us by noontime today, a solid blanket of cloud cover moves in. and then after that is when rainfall begins to make its approach rain for the north bay won't get here until after 05:00pm and after 06:00pm for most of the rest of the bay area, then we make our way towards 09:10pm and that's when rainfall intensity really begins to pick up. so this is good news. just make sure to plan for an early evening back at home do dinner
at home tonight rather than venturing out and taking care of all those errands after work just stay in, stay dry and stay safe by 10:30pm, there's those really heavy pockets of rain fall scooting in from then until around midnight and then tomorrow morning's commute will be wet. we'll be a little bit slick. so maybe tomorrow morning's the data lead to either leave for work a little earlier. do the work from home option. if you still have that available showers will gradually taper off through your tuesday that actually sets us up for the dry rest of our forecast after that point. so it's just going to be a very wet monday evening leading into tuesday morning after that, the rest of the forecast is actually pretty calm. not a lot to plan on after tonight, santa rosa nearing 2 inches of rain. san francisco center fell napa, nevada closer to an inch of rainfall over the next 24 hours here and then closer to half an inch for the rest of the bay area. so not a lot of flooding potential here, but still a good dose of rainfall in a pretty short period of time. 60's for most of your daytime highs across the bay today. it is going to be a pleasant start to your monday
so you can get out there still take care of some stuff. take the dog on a walk this morning. enjoy that extra hour of sleep along with it. san jose and campbell at 67 mid 60's from fremont, hayward on over into the tri valley oakland. a nice 63 for you today with napa at 60 degrees benicia at 63 and a few 50's near the coastline. tomorrow's highs right around the same as today. we're just reversing tomorrow as compared to today. today we start dry and really raining tomorrow we'll start rainy and and on a drier day and then we'll stay dry after that through the rest of the forecast. the weekend ahead looks really nice with highs climbing back into the 70's john, even that. can we do have some accidents out there along 8.80. so northbound, 80 south of mission boulevard in fremont. so we are seeing a delay. looks like 2 lanes here. been impacted by that. >> and then down in milpitas 8.80, southbound north of dixon landing road. we've got an accident there. 6.80 would be a good alternate if you are traveling at this hour heading into the city right now. little under 9 minutes from
the east bay. no major issues along 5.80, or 80 as you're traveling there heading across towards the peninsula. you can make that drive a little under 13 minutes at this hour. look at the richmond sandra fell commute as you travel out of richmond down to under 9 minutes. and in the south bay checking conditions along to 3785 in 82. no major delays started. james, back to you. >> thank you very much. rain 5.19 is the time in a small plane made an emergency landing at a horse park in woodside. so firefighters say nobody was hurt. thankfully, but they say the plane landed shortly after taking off from the palo alto airport in an open area at that horse park on sand hill road. the pilot told fire officials that he had to land because of a malfunctioning fuel line. >> 5.19 is a time and president biden is going to start touring the country to promote his new infrastructure plan congress passes the deal was sent to his desk after the house of representatives gave it the ok on friday night.
we've got jessi tenure joining us live from dc now with the latest on where everything stands this morning. good morning, jesse. >> yeah. good morning to you as well. james and the president is saying that some of these infrastructure projects could start in as little as 2 or 3 months and time really is of the essence here as both democrats and republicans are already looking ahead to those 2022 midterm elections. >> once in a generation investment. that's the pitch president biden will make to the american people this week selling his bipartisan infrastructure deal he says will mean millions of jobs and more than a trillion dollars worth of projects to address crumbling roads, broadband access and climate change. i do think the voters sent a message on tuesday. they wanted to see more action in washington on nbc's meet the press white house chief of staff ron klain said last week's elections where democrats nationwide suffered surprise losses up and down the ballot, pressured the party to deliver a win for its voters. they wanted to see things move more quickly enough and 3 days later, congress responded passing the
president's infrastructure bill, but but a lot of work went into getting us there over the past few months. i don't think the election alone put it over the line. but republicans are already building momentum off the results. it tells you we're going to win in 22. >> 32 republicans in the house and senate ultimately voted for the president's infrastructure bill. but during the republican jewish coalition's annual leadership meeting florida senator rick scott did not embrace it. the only thing that's bipartisan up there right now. is if we republicans will raise your taxes. >> and waste your dollars. >> and while promoting the bipartisan infrastructure deal. the president is also continuing to work to win over his own party on his next priority. that social safety net and climate bill which does have unified gop opposition live in washington. i'm jessi tenure. thanks, jesse. >> it is 5.21. we'll take a quick break. but coming up on the kron 4 morning news police are investigating a deadly crowd surge at a music festival in houston. we hear from festival goers who were
