>> is a sad fact that there were comfort women. >> reporter: the mayor points to his october letter to san francisco mayor london breed that stated the use of comfort women by japanese soldiers before, during and after world war ii was an unforgivable act and the deep emotional scars they born afterwards are beyond description. >> i acknowledge that there were many women who suffered on the system. >> reporter: so why the controversy? the mayor says he does not object to the statue. it is the wording on the plaque nearby that he says is not accurate and seemed to be endorsed by the city when it accepted the statue as a gift. >> especially the part of the plaque that says hundreds of thousands of women and also that most of the women died in captivity. they have a right to freedom of speech but the problem i see is that it is on public property. the city of san francisco is saying this is the will of the city and county of san francisco. >> reporter: the 1996 united nations report says approximately 200,000 korean women were military sex place. some scholars say the exact number is unknown due to a lack of records and the range of numbers very based on the estimated ratios of women to troops.
the mayor says he agrees with the morrill plaque statement to eradicate sexual violence and sex trafficking throughout the world. but he says the memorial plaque does not record that the japanese government's apology in 2015 signing an agreement with the south korean government and establishing an $8 million asian women's fund to play reparations to survivors. that came after international attention in the late 90s as former comfort women step forward with stories of sexual abuse, calling for justice. most were from korea, china and the philippines. activists including those who commissioned the statue say japan has not done enough and the 2015 apology did not include the statement from japan's entire diet or input from survivors. the san francisco group says there was debate over the memorial plaques wording and the number would change from 200,000 to hundreds of thousands. the memorial comes in its international controversy and criticism of japanese prime
minister. he visited san francisco in 2015 were protesters confronted him upset by his comments and whether the comfort women were more time to. the mayor says he made it clear in his letter to london breed that i not only am on the side of any attempts to justify that. but we must offer a sincere apology. >> this is not just an issue in san francisco alone. >> reporter: the mayor says the statue is part of a larger international issue. and in recent years various groups have installed such as in cities around the world. this was erected in 2016 in sydney, australia, and statues have also been built in virginia, new jersey and southern california were some right-wing japanese politicians called for the removal during a visit. osaka and san francisco have been sister cities since 1957 with 60 years of cultural exchanges, economic and governmental's and student
programs for youth. in osaka just a few blocks from city hall and aggrieved plaque was installed in a park plaza along the river and on the 50th anniversary of the sister city relationship. the mayor says he has no intention of removing the memorial plaque but he says they had taken other actions as a result of severing the sister city ties. >> on the osaka city homepage, we have removed the mention of san francisco. >> reporter: the city will also longer invest tax money into any sister city programs. though he adds he would like to see citizens to citizen exchange continue. he says he is disappointed that for two years osaka reached out seven times about the late mayor and current mayor and asked for a meeting to discuss the issue. but was turned down. past letters have called for complete removal of the statue, something san francisco city officials said they have no plans to do. but mary kishimoto told us a statement from san francisco might suffice. >> what would you like to see?
