i'm betty win alongside luis burgdorf. the trump campaign says any confusion will be cleared up during a highly anticipated speech at the phoenix convention center tomorrow. yesterday his running mate told a local news station in georgia that trump will lay out in quote great specificity exactly what his plan entails. now senior aides tell nbc news that trump plans to contrast his immigration plan with that of hillary clinton's. yesterday trump's campaign manager got a jump stt. >> her plan on immigration is incredibly coherent. it's scary as heck, because she has total open borders, catch and release, sanctuary cities continue, amnesty. i mean it's really a very radical plan. she's been critical of president obama. she thinks that he is actually not done enough. >> i can say that there are many tenets to his plan. i think they're incredibly important for everyone to remember. build a wall, which has been the signature of his campaign since practically day one. that's there. no amnesty. no legalization --

deepest insecurities, the "times" says her team is also working with psychology experts to help create a personality profile of trump, and, quote, were critical to understanding how to get under mr. trump's skin. now clinton's team is also reportedly looking at who they can cast as mr. trump in a series of mock debates according to the "times." some clinton allies have suggested jon stewart or even alec baldwin. >> those are interesting picks there. all right. thank you, louis. well a new monmouth university poll shows a tightening race for the white house but still a strong national lead for hillary clinton. in a head-to-head match-up clinton is down five points from earlier this month to 49%. she remains seven points ahead of donald trump at 42%. clinton also has a seven-point advantage over trump in a four-way race, 46% to 39%. gary johnson at 7% and jill stein at 2%. clinton's favorable rating is back down to 34%. while trump's is steady at just 26%. and the monmouth poll puts those low numbers into context of the last two decades by looking at the percentage of voters who had favorable opinions toward neither candidate since 1996.

mccain against kelly ward who in recent weeks questioned his ability to serve over his age. he turned 80 years old yesterday. a poll shows mccain with a substantial 26-point lead over ward. if he clears today's hurdle he turns to the general election against democratic congressman patrick. as "the washington post" points out her strategy has been to tie mccain to donald trump in an effort to drive up turnout among hispanics. yesterday after receiving the endorsement of the arizona firefighters union the senator was asked if an endorsement from trump would hurt or help him? >> i don't think it has much effect either way, because, as i say, i've been representing the people of arizona for many, many years. and they judge me on me and my record, rather than any other factor. >> the latest poll on a mccain kirkpatrick match-up puts the senator at the crucial 50% mark ahead of the democratic congresswoman by twelve points.
and florida primary voters are also heading to the polls today. former dnc chairwoman debbie wasserman schultz is fighting to keep her congressional seat against tim canova. sanders has loomed large in the race but never made it to florida. he told nbc news bernie is not on the ballot and i think coming here might have presented certain liabilities anyway so it might be a blessing that he never came. meanwhile florida's u.s. not race is shaping up to be a fight between republican incumbent marco rubio and democratic congressman patrick murphy this november. now recent polls have shown murphy an establishment favorite with a sizable lead lead over fellow fellow democratic congressman allen grayson and victory seems all but sure for senator marco rubio today against his challenger. still ahead new reporting that russian hackers are behind two recent attempts to breach voter registration systems but the latest on colin kaepernick national anthem protest. now the 49ers quarterback is

let's get a check on your weather now with bill karins. you've been looking at the tropics and unfortunately you're not looking at a vacation place you're looking at a storm. >> we're talking about hawaii, we're talking about florida, we're talking about outer banks of north carolina. a lot of vacation destinations. tropical storm warnings in effect for cape hatteras back to atlantic beach and moorhead city area. we're starting to watch some of the spiral bands from tropical depression 8. you can see some of the thunderstorms spinning around the center of it affecting cape hatteras. it's going to be extreme eastern sections of north carolina feel the effects of that. the latest update forecast from the hurricane center. we get these every six hours. we just had the 5:00 a.m.
update. we'll get the next one at 11:00 a.m. they think it's about as close as it's going to get to the outer banks. kind of northward and then tomorrow it's going to race out to sea. very minimal impacts cape hatteras, squally weather, wind gusts, decent size waves. rip currents will be the biggest threat in the water. tropical depression number 9. this has not strengthened, but still is over the open, warm waters of the gulf and it is going to take the path that's going to go to the north and then head towards florida in the days ahead. so here's the forecast past. and you notice i do have it strengthening a little bit, too. they bring it up to 65 miles per hour as it's making landfall. that would be a pretty decent size tropical storm. because of the geography in this region that will push a lot of water here into what they call the big bend of florida. from tampa northward, that's where the concern will be from the storm surge thursday. and then it will just be squally weather with rain and wind right through southern georgia, possibly even clipping south carolina, too. so savannah and charleston need to watch that. and then finally we're watching two hurricanes in the pacific,
and this one, madeline, will eventually head for the big island of hawaii. there's a lot going on out there in the tropics. >> you are ausy man todau. well, russian based hackers are being accused of attempting to break into voter base databases in two states raising concerns about moscow's influence in the november election. u.s. intelligence officials tell nbc news that the hackers targeted the systems in arizona and illinois, where data from as many as 200,000 voter records may have been accessed. illinois officials announced last month they had shut down the registration system after the hack. the incidents led the fbi to send out an alert earlier this month to election officials nationwide asking them to look out for similar breaches. one official tells nbc news that the attacks have been attributed to russian intelligence agencies, adding it's the closest the u.s. has come to tying a breach to the kremlin. u.s. intelligence officials announced in june russian hackers broke into the computer network of the democratic national committee.

south carolina are watching this because it's been tracking and trending a little further to the north. it's still pretty disorganized. the bright red is the top of the thunderstorm clouds that we colorize to show where the thunderstorms are forming. you can see a little blowup, flare-up over the last couple hours. that's going to be the trend as we go throughout the next day or two. it's going to intensify a little bit. hurricane center, official forecast track just out takes it north and then bends it back right towards kind of just south of tallahassee, just north of cedar key and right heading almost for downtown jacksonville. if it was a huge hurricane with a big eye we'd be worried about that. but it's going to be just a broad wind field and also some areas of very heavy rain. the gusty winds will cause some minor damage, possibly some tree limbs, awnings, but 65-mile-per-hour will be about the peak of it. we're still in the cone in charleston, savannah and even wilmington area although it is a little further away from north carolina so that's good. finally, we have two hurricanes in the pacific. and this one, madeline, is going
