Happy 4th of July, 1940!
Typical short filler for the patriotic fervor of the time (The Japanese had not yet attacked Pearl Harbor, and the Axis Powers were goosestepping across Europe). And to answer the question of another poster, that's a badly chosen feather for a quill pen. Normaly, they used turkey feathers, nothing so outrageously plumed like that one!
A pretty good salute to the soldiers and Indepedence day in a theater promotion, just before the US entered World War ii. Interesting for that fact and the very bizarre furry wolf-like hand signing the declaration of Indepenedence.
