of policy michael it will be great to take into account it. >> so i of the asked to give you an overview of the eis system and if we can have the power point presentation. >> so basically what the the early intervention system a system that identifies the members who performance exhibits at risk behaviors it provides interventions to correct those behaviors and identifies the members that are performing exemplar for the recognition of those members it is important to note it is not about warning supervisors of problem officers but a way to for officers to be identified before a problem occurs

all right. so the two main factors that will probably be talked about are the primary indicators and the associated indicators when it comes to primary indicators we're talking about use of forces officer-involved shooting, officer involved discharge and mcd or e o and civil suits and on duty. >> sergeant can i stop you, you know we have acronyms that are not familiar we and e i o equal employment opportunity i think that is it. >> and occ office of citizens complaints so for the associated factors we have such things as the compliments and accommodation and captains accommodations and

awards factors that should be taken into consideration or arrests by the officer citations by the officer, vehicle stops and pedestrian stops and their training history so the thresholds that we are talking about are within a 3 month period will be 3 or more documented use of force within a 3 month period within a 6 month period 5 or more incidents of the associated factors we're talking about 3 or more occ complaint and within a one of or more incidents or more occ complaints and anytime an officer is involved with an officer-involved shooting or officer involved discharge and that multiple indicators are are one point if there is a use

of force of officers are involved in and that involved into a tort claim that had been one incident not two separate ones but each evident is one i have an eis report example this is what our station receive this report oriental any officer in their station that triggered an an eis alert - they'll get the use of force report and the complaints complaints and basically assess it for any type of at risk. >> what's a pick up sergeant.

>> i'm sorry it is basically the supervisoring for that particular officer so that sergeant was assigned to that officer will go through look for any type at risk behavior they look through everything if no at risk behavior it is sent to our office we weigh through the reports and see if we concur with at risk behavior or not from the sergeants do building there is some type of at risk behavior then we monarch to an intervention when there guess an intervention that is different aspects of whether it is coaching or counseling doing the 5039 follow-up of that officer and

training there is voluntary referrals mental health and we have peer support as well as for the officers the over officer can request a temporary transfer again that is something that when they're going over this with the officer it has to be agreed on by the officer as the supervisor is going over it eis didn't effect motions it is a tool that the sergeants on the street that supervisor the officers use to identify a problem behavior before it becomes a problem behavior the web-based version currently

right now we use aim is the program we use for eis that stapled for administrative investigative management it is provided by on target performance system that's the name of the vend that created the software the aim we use are the clients but we are trying to switch currently switching to the web-based version is a robust version we're using right now and hive customizedable and using fields we're not able now to put in as far as tracking we have indicators as much as we are looking forward to try to track down and narrow down exactly where such is use of force the under surveillance we track the district time of day the type of force was that effective or not effective any

information and other information regarding traffic stops and breakdown of that officer stopping is that part of system we'll see here again, we started this process but gathering the data there is a lot work for the newer commissioners there was a lot of give and take reward the officers and us keeping an eye on on the officers to make sure we catch things will we have that similar program and we heard from deputy chief chaplain are you aware of that. >> not that i'm aware of of that program is not tracking like you are talking about not that's a great question that information but more so what the officer is exposed to on the street it is - so like when an officer is having issues whether

for example, an officer is going through a divorce and tyler exhibiting any kind of behavior suddenly more occ complaint this system shows this officer is obviously showing more complaints this is a tool for the pit sergeant or supervisor to see okay there is a trend here now we sit down and talk with that officer and kind of glow hey this is what we're seeing is there something kwhaepz and speak from the officer and found out what is at the bottom of his behavior. >> one other thing i want to commends you on one of the things we found out and anecdotally a lot of the officers that b did heroic things end up a year later with

about those things. >> there are officers that are trained to be peer support for officers that are needing help we have the 8-year-old sign unit they can call unanimously for support and offer i believe 10 sessions a year they're able to get help with mental health care with people that did ride along these that are familiar with the officers on the street. >> okay commissioner wong i had a related question is there a peer referral system let's say aesthetically an officer that get a text is there some kind of system that doesn't rise to the level of reporting

sergeant to go over all of the alerts to get the paperwork to recould the use of force report and basically analysis what we see since they work with them one-on-one it is normal for this officer normal behavior once they decide is this at reflex behavior for the officer if they believe it is not they write down that and send the entire paperwork back to my office we go over it and read through it from an objective third party view and read all the reports and again think is this at risk or not if we agree it is not we close if we don't agree we'll contact the captain of the station and agree that needs to be looked at a little bit further. >> so one here on behalf of the appellant do you think that

quarter in yellow the departments input what necessary worked on the last quarter the first 70 pages this is the departments general orders there is a lot of them anything you see the first 70 pages the latter part is the occ makes the recommendations that don't fall under the o go so that's as overview why you have this report over one hundred pages you see the work from really now 10 years i want to highlight 3 of the main things with the police department and the 3 things i want to talk about sexual assault recommendations and another thing the cit with great work and advancement and the thirds thing is our agency making recommendations under the 21st

century policing and part of use of force data collections to highlight aspects of those 3 projects turning to the sexual assault recommendations one way we make recommendations we get complaints and do the finding and if there are finding the misconduct of officers this is one aspect but one part we look at the cases any thing we recommend the department implement in terms of policy or training base that will impact far greater in which the police operate from sexual assault her case was investigated and the communication with the police department so through the case and the investigation we made 3 recommendations one was better communication between the investigators that are investigating under the sexual assault special units we made a

recommendation cerebral palsy where investigators are updating the case if it isy stoindz are so i understand to someone else we sat down and workout and recently the unit they issued a work order not just sexual assault but investigators will have contact with the victims to update update their case another aspect of that particular case under the penal code he will specific deadlines when sexual assault forensic evidence should be processes within a certain monument so whether our agencies recommended one of the deadlines under the penal code the department protocols right now

we comply with the first deadline making sure that the sexual assault cases are picked up within 72 hours and this is fabulous the other aspect it is processed within one and 20 days the police department and our agency are the progress of working through a written procedure it codifies the procedure and about the processing of sexual assault kit is he we're the process of working the details of that out the third recommendation about sexual assault cases has to do with with having angle invaluable report at the end of year on a backlog that is great news to have a police department provide the report so the information can be provided as to how many cases in terms of sexual assault kits how quickly have they been analyzed and the

data collected a that go information is provided to the commission as well as to the public so that's turning to another way in which we work on policy recommends has to do with with the cit work the cit working groups so last week, i heard about the assess working group and another working group that the police department you are agency and then many other members of the public of mental health communicated the cit is a working groups is vibrant we meet every month with mental health advocates and members of the police department and community-based organizations as well as the mayor's office on disability representatives from department of emergency services and we meet every month to talk about the cit training and how to advance many of the aspects of the cit program the last quarter some certifying things we worked on one a cit doj and

the resolution passed in 2011 one of the components to codify cit all the components and the general order we worked very hard to get a d go that laws he lays out the components and the deesclation principles many of the principles offer laptop with the d go so we hope that will advance and that is a juror project that was completed last quarter another components that was worked on how to provide more administrative and structured it to the cit so one thing the administrative help the chief assigned others to work on that so the paperwork and the scheduling those kind of things for the 14 classes for cit there is enough structure to move

for more healthcare and also more facilities in the city. as i said earlier, this today is a opportunity to sign legislation that the board has successfully passed with my support to place before the voters this june a $350,000,000 public health and safety bond for consideration. it is huge win for our residents because this bond seeks to protect-to make sure we have necessary improvements to our infrastructure and healthcare and emergency medical services, it protects and expand melthal health suvs for those in need and particularly thoest on the streets. i will continue emphasizeing that we do this in a very responsible way. in all our bond and

department and all of us are having a experience where knock on wood, we have less fires, we increase the calls for medical services and this is where i enjoyed work with our fire department to increase every facility that we have particularly the ambulance response and particularly the emt staffing that we increased over the last few years to respond to the ambulance calls and make sure we have that capacity. it just so happens that many the fire stations we actually have over all most a $600,000,000 need to increase and make sure we have seismically safe fire hours and can't do tin just one bond and keep the promise of having the bond not increase property taxes so we do it in a way in which we can identify what is the most critical and respond tothat

and this is what this particular $350,000,000 bond will do is help a number of critical fire stations particularly where we house ambulance squz make sure they are safe. we also want to make sure we respond to the ongoing need and i know media is here to talk about our ongoing efforts to house more homeless and make sure we have facilities that are transitional in nature as we struggle to rebuild and rehabilitation permanent house frg the homeless. while we do that the navigation centers are very success ful and people want more of that and this is where we will take the opportunity to place another $20,000,000 of support effort here and know the voters get it when they see and have a opportunity to see our navigation centers that we know these are more than just

about june. my kids live in the shelter but they don't realize it is a shelter because they have good programs such as the children program, helping with the homework, they give a dj party on the roof and make it so fun by kids dont know they are homeless sometimes. i like the-they feed us 3 times a day so don't have to worry about that. the shelter has ups and downs, but most of all it is a plus because if it want fl the shelter i would be on the stroostreet and worry where my kids will eat or sleep or give them up. if i'm in the shelter my kids can stay with me. in the streets i wouldn't permit them to live on the streets so probably would have gave them up. i'm thankful and grateful. people have their different opinions about the shelters. some complain all day but at
