want to leave for my children and other generations, i think about what kind of contribution i can make on a personal level to the environment. >> it was really easy to sign up for the program. i just went online to cleanpowersf.org, i signed up and then started getting pieces in the mail letting me know i was going switch over and poof it happened. now when i want to pay my bill, i go to pg&e and i don't see any difference in paying now. if you're a family on the budget, if you sign up for the regular green program, it's not going to change your bill at all. you can sign up online or call. you'll have the peace of mind knowing you're doing your part in your household to help the environment. >> good afternoon. thank you for coming i'm happy
to be joined this afternoon by sfmta director ed russ kin and howard -- as you know powered scooters appeared on our streets overnight in march. they pose some really challenge. emissions free transportation and makes it easy to connect with public transit is a good thing and something that we welcome but we cannot sacrifice public safety. these ridden on sidewalks pose danger. there are reports of broken bones and near misses. the city has received nearly
1800 complaints about scooters including them blocks public space. it can hurt local businesses and affect the ability of all of us to navigate our city. the city supports scooter scaring to the point it makes our transportation system safer, more equitable. we are here today to announce the launch of san francisco powered scooter permit and pilot program. this permit program represents a thoughtful, coordinated and effective approach to make sure that san francisco strikes the right balance. the program incorporates the importance of my earlier cease and desist letter, and state and
local laws, that prohibit riding on sidewalks and it includes new component. we have have innovation but it must keep your sidewalks safe and accessible for all pedestrians. the program provides the framework though make sure that the companies operateing in the public right of way of doing so lawfully and accountable for their business and tools for the city to issue enforcement as needed. permits are available today on the sfmtv website and ed russ kin will provide more information about them in a moment. i would like to note that this has been a collaborative effort
that has included the board of supervisors, my office, public works and other. began in legislation passed at the board of supervisors and signed by mark farrell. i would like to thank aaron peskin who has a leader on this legislation. under that legislation any company operating shared powered scooters in san francisco must have a permit from the sfmta as of june 4 to have their scooters parked on sidewalks or any public space. that means any scooter company operating is required to mover e it's scooters by june 4. only those issued permits may be able to continue.
san francisco supports transportation innovation but it can't come at the price of privacy, accessible, and safety. this permit program strikes the right balance. i would like to introduce ed russ kin to talk more about the new permit program. >> thank you. i want to thank the city attorney for his leadership and the great support of his staff as we have been developing the legislation that required the permits the legislation by the board of directors to establish the permit program and their support for us in developing the application itself. as the city's transportation department we are excited about the prospect that these powered scooters could bring. their zero emission and compact
and i haven't ridden one, but i hear their pretty fun. this is something that we certainly want to be supportive of, but it's the if that is really at question here in tomorrows of why we are putting a regulatory process in place. last year the sfmts board of directors and san francisco board of supervisors, and transportation authority adopted a set of principles set to govern emerging technologies and services on our streets and these principals embody san francisco policies as relate to equity and affordable and environment and transparency and consumer protection and worker right. we have taken those principles and embedded them in a permit
program that we have established and you will see in the permit aapplication. just become something is innovative doesn't mean it's good for our city. we are using this to put in place the regulatory for example work that makes sure that we can get the best of the transportation benefits for the people of san francisco without some of the detriments such as we have seen on the streets already. the city attorney made reference to safety and that is our number one concern. we want to make sure that the use of the scooters is being donecephaly and appropriately when used and when stored and not using them to ride on sidewalks or block sidewalks and
there are the two main concerns we have seen and we share, so the permit will require a robust plan to show how they will ensure the proper use and storage of their scooters. there are provisions that speak to the people. who support the scooter share programs whether employees or contractors, there are privacy protection. we are in the business of transportation and mobility but not in the business of permitting harvesting of personal data, so one of our requirements is making it clear that any permitee would have to make apparent to them what data would be collected and how it would be used and give them the
opportunity to take out of sharing that data and still be able to take the service. there are numerous other aspects of the permits we are establishing as part of this one year pilot where we will be able to work with a successful perm permitee to make sure this service can be manifested in our streets that works for san francisco. we will issue up to five permits for a total of 2500 scooters, 1250 in the first six months and if things are going well expand up to 2500. during this period we will require the submission of data and gathering data from external sources and 311 complaints and others so that we can evaluate how well these scooters are working whether meeting their promises and addressing some of the issues that we have seen to date.
at that point we would be at a decision point of whether to terminate the program, continue the program, discontinue the program, expand the program. we expect to learn a lot f enforcement is part of the program and we want to make sure to the extent that we grant a permit and we have appropriate mechanisms in place whether confiscating scooters or taking the permit. we don't want to get there, but we need to be able to give the public assurance that in granting access that we are going to enforce the conditions of the permits that we established. one of our great partners and enforcement in the public right-of-way and really in the
management is san francisco public works and we worked with them in the permit program and application and will continue to work with them as this plays out. i would like to pass the mic. to our director of public work. >> i am excited that we are putting a pilot permit program in place as many of you know when these scooters handed in our secretos in fran, we have been working really hard to try and make sure that at least they are following some kind or order and since they handed we have had to pick up over 500 scooters on the streets that have been parked inappropriately, means not put in a safe place and created trip and falls or not been parked in the right place, so this permit process that will be in place is one that will
help the city understand if these actually belong on our streets in san francisco. starting june 4, we will then be picking up scooters anywhere because the good lines have been set forth as we have heard. we will pick them up and not an easily retrievable process. they will be held as evidence until this permit process is in place. work with us here in the city and most importantly we want to see if there is a place for them in san francisco so, this pilot will encourage the corporations to apply and go through the process and we will select the right people and see how it work. thank you. >> thank you ed and mohammed. with that we will take questions and they will be dealt with appropriately by one of us up
here. >> how will the scooter companies be held accountable? >> under the law if someone is helping abet a public nuisance and they have notice, they can be held liable, so the scooter companies are responsible for conduct that they know is occurring once they have been put on notice. if you look at the cease and desist letter that i have sent, we have put them on notice as to things that we would expect from them, so certainly they can be held responsible for conduct of people that they are encouraging to ride. >> fines? >> if i was to bring an action against mass balance for public nuisance certainly, but that is not what the nature of the enforcement action has been so far and not what is contemplated
under the permit program but we always reserve the right if there is a public nuisance to bring an action if so nolteed. i think that what you have seen so far is the city in a cordnated way has been operating to try and mitigate any potential public nuisance so far. in terms of a letter to cease and desist and the director of public works dedicated the resources needed to ensure that we minimize the possibility that there were scooter nuisances on the street and i think what you see from the three of us collectively standing here in terms of resources already dedicated and the quickness with
which the pilot program has been made available that the city is willing to dedicate the resources that we need to make sure that we strike that right balance between promotions transportation invasion and not sacsacrifiesing con screen conv. >> will you address helmets in any way . >> the current state laws requires person using scooters to have a driver's license, we are a helmet and ride in the street. our permits say that they have to comply with state and local law. >> does it require they offer
helmets? >> it does not. we are not being too prescriptive but telling them how to be client with the specific permit of what they are applying for. >> what steps are you going to take into account when deciding who gets these permits? >> we will absolutely be accounting for their past performance. it's not meant to be in a punitive way, but i think their past performance will be a good indicator of future performance and they ability to be client with the existing state and local laws as well as potential
permit conditions, so we were directed to factor that in and we will absolutely do so. >> the scooter permits are available effective today and what is the soonest one might get one? >> the applications are available today so any scooter company will be able to go to the website and pull down application. we are establishing a deadline or june 7 for the submission so this is a fixed one year pilot program, so we will likely wait until june 7 until we have collected any and all applications at which point we will endeavor to review them as quickly as possible. applications will be working with companies to get them complete as soon as possible. the city attorney said we are hoping to issue permits by the end of june, so as soon as the
end of june given our experience with past permit programs it probably will take some time to get complete applications and complete the review but we are shooting for the end of june to have these permitted. as quickly after that as they can get them out on the street will be up to them. >> look at how quickly this has been developing the fact that in less than a couple of months that we have a program that has been designed by the mta and we are taking applications today and you have such a tight turn around i think is a measure of the degree to which the city collectively uses this as important both in terms of fostering transportation invasion, but also protecting the health and safety of people on our streets the ans and i wao
applaud the mta for how quickly they have designed this program and the enforcement assistance of the department of public work. this is where you saw the city coming together to recognize that this is important for our city. one more question. >> how many -- [indiscernible] >> three. we have had heard rumors of more that will be applying so you have heard the three that are out there. >> will you be likely to not get a permit based on behavior so far? >> i don't want to speak for the msa director and we don't know who is going to apply yet. >> is there past behavior that would preclude them from getting
a permit. >> i don't want to prejudice the application and review process. we have some information about the three that we don't have about th the others but we want this to be fair and we will give a fair review of their application. >> is the city charging? >> yes, our intent is to recover our cost. the state law restricts us to cost recovery only and i don't have permit fee. there is few different fees that apply including reserve we would require them to submit to address any others that the city has. this is designed to keep the city whole in terms of expenditure. i sent out my cease and desist
letter and as of june 4 until such time as the permits have been granted, they should not be operating on public rights of way or parking on public streets, that is correct. we have made it clear that as of june 4 they have to be off of city streets and i think the mta director has made it quite clear that past behavior will be taken into account in terms of the application process, so i think it will behoove everybody to follow the directive issued today by having them off public street it is on june 4 and in the event they are not the mta director will review that behavior and i will reserve the right to do anything legally to make sure that the law is
morning along with senator mark leno who is right here and i don't see him yet, but supervisr safae and mayor ferrell is unfortunately not able to join us today. i really want to thank all of the elected officials and dignitaries joining us today. i will be thanking other people in a minute. i think we should pause and think back to 2014 when mayor lee had a vision, a vision that housing authority properties, units, what was known as public housing could be transformed, and the mayor had this idea that
nonprofit developers throughout san francisco should step up, lean in, and take responsibility to help these assets before more and transform the lives of residents who live there and he brought us all together and we sad around a table with my partners and other organizations and we thought about how we could look at these assets, the over 3400 units they encompassed and found out how we could transform them. the mayor had a vision that the financial institutions could do their part too. i want to pause here because i think ices something to note. of all the institutions here, bank of america stepped up and looked at this from a portfolio
perspective and looked at all 29 assets how they could under write them and affect the lives of san franciscan. we need to acknowledge that a bank in the united states stepped up with a $2.2 billion investment in a single city and in a single county. we are so proud to have bank of america as a partner. our mission is that we help homeless people secure housing and become self-sufficient. here at 666 ellis street we are helping the over 100 residents transform their lives and have greater levels of self-sufficiency. we are so profoundly happy to be part to have project and this building. the property next door is a esses hotel that we own and the property down the street, we are
happy to call ellis street our home. i want to thank the staff and residents of 666 ellis street who have gone through occupied rehabilitation, construction on-site for over a year. i want to thank them and the mayor's office for commune develop, federal home loan bank, pollard tag guard architect. d & h construction and jeff, i know you arecome where here in the audience, i want to thank you and your team for everything you did on the housing side. , and other. it take as village to do these projects and bring all of this together. with that, it is my honor to introduce supervisor jane kim.
[applause] >> i first just want to thank gail gillman and the amazing family and team at community housing partnership for taking on yet another rehabilitation of affordable housing here in san francisco and in the neighborhood that i represent, the tenderloin. it was maybe only a year na year-and-a-half ago we were at the opening of the cambridge down the street as just as exciting as it is to build new construction and new housing, to rehabilitate housing in san francisco to we can ensure the life of these units for the senors that depend on it. we know that millions of seniors across the country live in poverty and 21 million seniors
live 200% below the poverty line here in this country. many of us hope to age in place in the city that we love. there was a time when our government actually built and invested in the production of middle income housing and we have largely gone out of that business for the last 40 years and during the same time we saw homelessness emerge as a crisis in our street. these types of investments prevent homelessness and housing is the only solution and community housing partnership was born out of that understanding as the only nonprofit organization that builds and produces for those who are formerly homeless. we must also provide services that keep people in housing.
i want to congratulations commune partnership and all of your partners and bank of america. we need our financial partners to invest in us. it is an investment in our city. this work is not altruistic. it is quite selfish because we are better off and we are safer and healthier when our neighbors have access to affordable, permanent, stable housing. congratulations to everybody involved today and to the 100 seniors that will be able to stay in place at 666 ellis. >> thank you supervisor kim. here with all the amazing people in this area who made this happen. mayor ferrell sends his regret. he really wanted to be here today. he's been so thrilled with the opportunity to come to buildings like this and see the amazing work and the transformation of these project. we are so lucky to be able to do this work and our city is so much better for the opportunity to have housing like this and allow all the seniors and help all the seniors and residents of buildings like 666 ellis stay here and be part of our great city. this work took so many people in 2014 when we started it was overwhelming and scary and so many times where we thought this is not going to work and here we
are a great success and it's only because of the contributions of everyone here today. i want to say thank you to bank of america, ari and tom newman here today. we could not have done it without you. bank of america stepped up in a way that was unprecedented. it was a his to transaction. gail and your team and dave the facilities manager is here. serena. we thank you so much. the housing authority, our partners, barbara and darr and joaquin and all the team it's been a long journey and so nice to be here with this great success. hud helped us every step of the way. trevor and ed war do we are

really looking forward to working with you on this development and making sure that it stays permanently affordable, habitable and great condition forever. thank you. >> okay, so before i bring up our next speaker i do want to acknowledge that housing authority commissioner joaquin tor res has joined us. thank you for joining us. it take as village and part of that village is our partners in the federal government, so proud to introduce edwardo cabrillo. >> what a great day to be here. i will be brief.
we are exciting to hear from all of you and the reason this is possible because of your great work. an unsung hero at hud. , trevor, thank you for your help and your role here at hud. san francisco as many of you know and other cities across the country are going through a severe and growing affordability crisis, so so much so in fact that hud's worst case study published numbers that are astounding. 8.3 million households in the country are facing affordability challenges, either increase in rent, sub standard housing or a combination of the two. in way, way hud is looking to address this is through the hud demonstration program called rad and here you are see results of
that effort. rad was piloted here in san francisco is setting the gold standard across the country in terms of rad conversions and giving housing authorities a powerful tool and a means to preserve affordable housing by converting public housing properties across the country and a $26 million ba backlog. hud has leveraged $5 million in capital to make critical repairs, something that hud could not have done alone, so critical to have public, private partnership.
what does it mean for places like san francisco? 1400 units have been preserved including the hundreds of units here and what is exciting to me is that over 2,000 are in the pipeline. if everything goes as planned by september 2019 we should have 2000 additional public housing units preserved through rad. we arweare not stopping there. hud is seeking to extend the rat and we have lifted the cap from 455,000 units from 225,000 to 455,000, and it more than doubles the capacity of units that can participate in the program. in the 2019 budget we are seeing $100 million to help housing authorities who need the support in converting. i will close with this. i will give you a sense of what
it would be like without rad, it would take public housing authorities over 50 years to do what you all have done with the infusion of private capital in just the five years, so fifty years down to five. the reason this is so important is because public. >> president hillis: residents deserve better and they have been waiting long enough for decent, safe, housing and rad is making that a reality for them now. thank you very much. [applause] >> okay another great partner and then we will get to the really exciting stuff hearing from residents who actually live here in this apartment is that san francisco housing authority and i will just say community housing partne partnership prioo entering this process was one of the largest providers of
homeless housing and this has deepened our relationship. it's been an honor to work with that team and to work with barbara smith whom i would like to invite up to have some mark. >> thank you gail it's been wonderful working with community housing partnership too. we are working hard to keep that you are subsidies flowing on a regular basis. thank you for having me here. before rad i would go to bed at night and pray and none of our senior and disabled residents in the high-rise would end up without elevator service or worse yet be stalled in a stucked elevator. all too oven often i would getn
the middle of the light -- get call. the residents here, you know what i'm talking about, and we are thrilled that things have changed. this was a stressful situation for our residents but with declining federal dollars the housing authority wasn't able to keep up with the needs at 666 ellis and all the other properties. we are thrilled that ellis and the other propertyities can get these improvemented through rad. this leveraged 2.2 million in
financing and 750 million in hard construction improvements did require the brilliance, dedication and support from an incredible team beginning with mayor lee and including the mayor's office of community housing and development, commune housing partners, bank of america, hud, our commissioners, we have commissioner wa keep tories. thank you so much for making life better for our public housing resident. a special thank you to the 666 ellis resident who is had faith in the process and were able to endure the relocation they had to go through and living in a construction zone. at last you have decent and safe housing where you can live in your communities and also benefit from community-based management and connection to service.
we are really pleased that this has been able to make life better for all of you. thank you. >> so as we said bank of america has been instrumental in all of the rad con versions and also for community housing partnerships so whether it was a neighborhood builder in 2008 or ongoing investment in us, bank of america has helped community housing partnership grow over the last 17 years from four properties and 47 employees to 17 properties and over 300 employees, so it's my pleasure to invite up tom ewan. he is the retail bank president for bank of america. [applause] >> i would like to on behalf of
bank of america to thank everybody who is here particularly the mayor's office, supervisor kim, gail, and the long list of people all the way down. but a particular thank to mayor lee whose vision contributed to making this possible and that is his personal commitment from having grown up in public housing and advocating as a young layer. lawyer. the first time i met him the first thing out of his mouth was affordable housing and two things to make it happen. we have been in the bay area starting with the 1906 earthquake we were helping with
the golden gate and the bay bridge and the ferry building. our partnership to help the community of san francisco has long standing and that is part of our strategy. we thrive because of our communities and our clients thrive because of the communities they live in and it stand to reason that it behooves us to support the community so that our kind thrives and we thrive. it is really an ecosystem and you can be assuredded of our commitment. when mayor lee approached us and says given to how important it is to us and our history, we are in there is not doubt about it. the commitment nationwide is a
little bit over $4 billion and san francisco has more than half of it. that is on top of $5 million that we are contributed to a nonprofit in san francisco. i would like to thank all of our bank of america associates and their team to do that as well. thank you especially to the 66 ellis residents here and you can be assured that we will continue to support and this is only a start. thank you. [applause] >> so as we said it's our last speaker and i think the most prestigious, the residents of 666 ellis, we could not have done that without being in
partnership with you and we will continue to be as we own and operate this building, so paul trudby is going to share his experience with you. >> i am a resident here and when i came here everything looked great. it's not quite loud enough. oh, i'm not speaking right. all right. when i came here from the franciscan after the fire, i thought everything looked great in the building and it looked nice at first until i realized that things were wearing out. now, what a difference to have all new bathroom fixtures, kitchen fixtures, new stove, no refrigerator, new windows, beautiful floor coverings, it's made quite a difference. it's like walking through a new
door into a new building. >> we think over 50 thousand permanent residents in san francisco eligible for citizenship by lack information and resources so really the project is not about citizenship but really academy our immigrant community. >> making sure they're a part of what we do in san francisco the san francisco pathway to citizenship initiative a unique part of just between the city and then our 5 local foundations and community safe organizations and it really is an effort to get as many of the legal permanent residents in the san francisco since 2013 we started
reaching the san francisco bay area residents and 10 thousand people into through 22 working groups and actually completed 5 thousand applications for citizenship our cause the real low income to moderate income resident in san francisco and the bayview sometimes the workshops are said attend by poem if san mateo and from sacking. >> we think over restraining order thousand legal permanent residents in san francisco that are eligible for citizenship but totally lack information and they don't have trained professionals culturally appropriate with an audience you're working with one time of providing services with pro bono lawyers and trained professionals to find out whether your eligible the first station and
go through a purview list of questions to see if they have met the 56 year residents arrangement or they're a u.s. citizenship they once they get through the screening they go to legal communication to see lawyers to check am i eligible to be a citizen we send them to station 3 that's when they sit down with experienced advertising to fill out the 4 hundred naturalization form and then to final review and at the end he helps them with the check out station and send them a packet to fill and wait a month to 6 weeks to be invited in for
an oral examine and if they pass two or three a months maximum get sworn in and become a citizen every single working groups we have a learning how to vote i mean there are tons of community resources we go for citizenship prep classes and have agencies it stays on site and this is filing out forms for people that are eligible so not just about your 22 page form but other community services and benefits there's an economic and safety public benefit if we nationalize all people to be a citizen with the network no objection over $3 million in income for those
but more importantly the city saves money $86 million by reducing the benefit costs. >> thank you. >> i've been here a loventh i already feel like an american citizen not felt it motorbike that needs to happen for good. >> one day - i pledge allegiance to the flag of the united states of america and to the republic for which it stands, for liberty and justice for all. >> you're welcome. >> (singing).
