of new york and new england and, you know, yesterday, roads were downright treacherous. it prompted parts of i-81, south of syracuse near new york to be shut down and overnight tractor-trailers were banned because of those tennessee, that ban has since been lifted now, al, as you mentioned, i-90 is covered in snow from buffalo to erie, pennsylvania. here we have light-to-moderate snow moving through. these bands will continue across the northeast until this storm system finally exits, which could still take several more hours, al. >> dillon, thanks so much. we will get back with you in a bit. this storm out west, this thing will be a major weather-maker. miguel almaguer is out there right now. miguel, they are talking about a storm like this that they haven't seen for the last six years. >> reporter: that's right. we are in a bit of a break, it's a temporary break.

it started yesterday in the pacific northwest. i want to show you pictures that were taken, several homes, two are teetering on the edge as they have slid down because of beach erosion. the pacific northwest was hammered with rain for several days. it will get another deluge today. local roads have been flooded. emergency crews are responding to downed power outages. here in. ka, they are prepping. we are bracing for what is going to be considered a monster storm. we are expecting up to eight inches of rain if san francisco. it's not just the rain that will be a major issue, but 75-mile-an-hour, or hurricane category-1 wind strength here. it will be a dangerous way on the road. many schools have cancelled classes, it will be a wet day, going into friday folks are bracing for what will be an epic storm, it will be an epic day

out west. >> this storm will pack a real wallop in here. we are talking flash flood watches, flash flood warnings from the pacific northwest into san diego. we also have high wind warnings. gusts over 60 miles per hour. some gusts up to 95-mile-per-hour wind gusts. we have blizzard warnings, winter storm warnings, up to four feet of snow near the mountain crests. you can see that precipitation pushing in. we will be looking at more rain, more raffe rain. look at this, down into southern california, we are expecting one-to-two inches to three inches of rain in the burn area. that will cause flooding. you get to the north. upwards of eight-to-ten inches of rain. not out of the ordinary. we moves to the east. we will be talking about the storm into next week for a good portion of the country. >> wow, thank you so much. well, the head of the cia will address troubling findings on torture used against terror

case and nbc's christine welker is following it. good morning to you. >> reporter: sa van far, good morning to you. three uva students are speaking ut for to the very first time to the washington post. the student claimed she was gang raped at a frat party. they say point there are so many inconsistencies, they don't know what to believe. it is the latest twist in the uva crisis. three students identifying themselves as randall, andy and cindy are speaking out to the washington post, raising fresh questions about last month's "rolling stone" article in which their friend, going by the name jackie, claimed she was gang raped. >> they see the allegations as being inconsistent. >> reporter: one inconsistency, they were indifferent when she sought their help after the alleged attack and they dissuaded her from going to police because it would hurt their social status.

>> the three friends said they did not discuss anything about their social status or reputation and, in fact, sought immediately to find help for their friend and also asked her if she wanted to go visit police. >> reporter: jackie told "rolling stone," she was bloody and bruised. they didn't acknowledge the injuries. they still acknowledged, shelves upset. she clearly experienced a horrific trauma and if she was acting, she deserves an oscar. another disparity, jackie told "rolling stone," she was brutally raped by seven men. she told them shelves forced to perform a sex act on five men and even before the alleged attack, they questioned whether her date even existed. >> they tried to find this person in virginia, university of virginia database as well as on social media. on both cases they failed to find him. >> reporter: jackie has stood by her story. in a statement released yesterday before the "post" article appeared, her attorney asked for privacy writing as i

am sure you all can understand, all of this has been very stressful, overwhelming and re-traumati re-traumatizeing for jackie and her family. we reached out to jackie for this latest washington post article, but didn't get a response. on wednesday, national fraternity leaders met with uva fraternity students. they are working to end owl greek life, which they call unjust. savannah. >> kristen welker, thank you very much. natalie, big issue on the plates of lawmakers today. >> certainly is. the countdown is on, congress has until midnight to avoid another government shut down. but the spending bill on the table isn't sitting well with law makers. the doctor 1.1 trillion plan makes school lunches less healthy and big campaign donors could contribute ten times more. republicans need democrats, 60 or 70 of them to vote "yes." if lawmakers fail to come to an

we have complete cover aage. >> all right, bill cosby famed in a new federal lawsuit. a krachlt woman is accusing him of defamation. she claims they ruined her reputation after she accused the comedian of national assault. craig melvin is here with more on that. >> tamron green was an aspiring model in the '70s when she says bill cosby drugged and sexually assaulted her. she says she told her family and friends but her life changed forever when she went public for the first time here on "today" back in 2005. >> i want the jury decision to be established forever more vietnam she says she has been waiting 40 years for justice. appearing at a video conference wednesday, green and her attorney announced she is filing a federal defamation lawsuit against bill cosby.

>> i know what happened and he knows what happened. >> reporter: this is green in 2005, telling her story publicly for the first time on "today." describing a day in the '70s when she says cosby drugged her at a business luncheon and offered to take her back to her apartment. >> he had gone from helping me to gropeing me to kissing me and touching me. >> so how did the incident end? >> i actually told him, he would have to kill me. he left two $100 bills on my coffee table and he left my apartment. >> reporter: in a lawsuit, she states comments after the "today show" interview saying her allegations were absolutely false. when grown told it to "newsweek" cosby's publicist said this is a ten-years-old allegations. >> the burden is on her to prove by clear and convincing evidence that bill cosby knew what he said was false or likely was

false. >> reporter: in a statement, cosby's attorney says, we are very confident we will prevail in this proceedings and we will pursue claims against the attorneys who filed this action. it's the latest in a series of allegations, as many as two dozen women have already come forward, grown's attorney says some may join this lawsuit. >> i want justice for myself and my sisters in articles, if you leak. the lawsuit, itself, was filed in a federal court in massachusetts, where the minimum amount of damage is $75,000. green says the main goal of this lawsuit is to get bill cosby on the witness stand and let a jury decide who is telling the truth. he says he and his team will take ra more aggressive approach. >> the back door way. >> it could be a successful way. we'll see. >> thank you so much. let's get a check on the storms

through it all, the temperatures are climbing. philadelphia is well above freezing, so not much in the way of accumulation. the only exception, areas north and west, which are still cold. 32 degrees in coastal and just below freezing in pots town, so clouds sta stay with us, occasional light snow showers as temperatures climb to down 40 degrees. sky force ten was over the fire. we saw these dramatic flames and what appeared to be powerlines there. that was around 6:15 this morning. you see the flames coming heavily out of the home. the fire spread to a second house. both were vacant. no one was hurt. today, we'll get a look at the new body cameras worn by philadelphia police officers. nbc 10 and other media will gelt a look at the the cameras this afternoon. they're wearing those as part of a pilot program. it's part of technology for continued transparency and earning community's trust.

the process than anything else and it was, you know, just such incredible people i got to work with year after year. much of the crew came back. many of them for 12 years. it was just an incredible experience. >> did you ever think you would be a part of something like this, this seems will be like a social experiment rather than a movie to spend 12 years making one thing? >> no, because, it's so hard to get a film financed these days. it's really become almost impossible to get small point of views made and we only have a $4 million budget. so we only had $200,000 every year. but for him to get financing for richard linkletter to go out and get financing, that was almost an impossible concept. >> patricia, when you were here on the show, you talked about how over the course of the

filming, the young star, you watched him evolve and turn into a young man all along with your own children growing, and the close knit cast has you pointed out and the people even behind the scenes that were needed for this to be successful. >> caller: yes. it was definitely a group effort and a group project, the whole thing and everybody was of the same mindset. you know, our director, richard linkletter, he was very clear about how he wanted to tell the story and he broke a lot of the rules of story telling and drama. him by choosing not always to go the most dramatic route, but to sort of celebrate children and life and the working class families we all know. >> it must be a real honor to be in this group. you got jessica chastain, keira knightly, emma streep. what does that feel like? >> it feels so good, it feels

across the delaware, a little bit of a break in philadelphia. south jersey into delaware and to the north, the snow continues. this is light snowfall. the temperatures have been climbing. any accumulation becomes less and less likely as the morning goes on. the snow showers moving through allentown and reading. the temperatures are warming there, too. 33 degrees in reading. allentown is up to 34. right at the freezing mark for pottstown. look at philadelphia now, 37. wilmington is up to 38. stand by for a windy day today. every so often you will see scattered snow showers. the temperatures will be topping out in the upper 30s to near 40 degrees this afternoon with winds out of the west at 20 miles an hour. the chilly temperatures made colder feeling by the wind that will clear out overnight. the wind will be with us tomorrow. philadelphia police are investigating an early morning car crash that ended in a
